This paper constructs a conceptual model for the selection of defence equipment providing best value for money. It then shows how the unit cost of the chosen equipment increases between one generation of equipment and its successor because of developments in the perceived threat, the available technology and industrial productivity, and demonstrates that unit cost increases can arise from a logical and rational procurement policy and are not necessarily caused by technological chimeras and military vainglory. The resulting persistent rise in unit cost is unlikely to be significantly slowed by any of the counter‐measures yet proposed. The paper then discusses the policies which nations have adopted to accommodate past increases in unit cost, and the options which confront any nation at the point when it can no longer afford to re‐equip a particular element of its armed forces. 相似文献

In late 2011, the Spanish terrorist organization ETA announced the end of armed violence after more than forty years of illegal activity. While the existing literature has already established the negative impact of terrorist actions on international tourism in a particular region, this paper aims to determine whether ETA’s final ceasefire and definitive dissolution had a positive impact on domestic tourism in Basque Country. To that end, a directed gravity model is estimated over a panel data-set of 699 domestic tourist flows between the Spanish regions from 2008 to 2013. Results suggest that the negative impact on visitor flows was localized in the Basque Country. Also, regardless of a permanent ceasefire announced in 2010, only the 2011 ‘definitive cessation of violence’ had an immediate significant impact on the number of visitors to the Basque Country. These results complement the scarce literature on post-conflict tourism analysis and may have implications for regional authorities in affected regions in their efforts to rebuild their destination brands. 相似文献

This article seeks to explain the basic dynamics of the development of the German military approach in Afghanistan between 2003 and 2010 by looking at the impact of the Bundeswehr’s established uses of historical experience. First, the German military approach in Afghanistan has slowly evolved from a peacebuilding and mediation mission towards a full-fledged combat deployment. Second, the Bundeswehr’s exclusive focus on the World War II experience has contributed to the emergence of the Balkans experience as a formative experience that shaped initial operational thinking in Afghanistan. Third, because a thorough debate on the historical foundation of counterinsurgency remained absent, the operational shift in 2009 was perceived as a return to ‘classical’ military tasks and thus led to an almost exclusive focus on training for combat. 相似文献

This paper presents the results of empirical research on the economic impact of military expenditure — milex — on the less developed countries. The hypothesis is that the impact on growth is a combination of three effects: (1) increased security — positive impact; (2) diversion of resources from productive investment — negative impact; and (3) pressure for more efficient government policies in response to the external threat — positive impact. The combination of these effects would produce a non‐linear relationship with the growth rate at first increasing as milex increased and then decreasing. For the full sample of 71 countries, we found the predicted relationship, however, it is not robust to changes in the sample. The robust conclusion is that there was no evidence of a negative impact of military spending on economic growth. 相似文献

This article examines the impact of youth bulges and the lack of perspective of this cohort associated with the insufficient absorption of the labor market on the emergence of piracy acts. For a large panel data-set on maritime piracy and armed robbery against ships for the period 1990–2015 negative binomial regression results indicate that a large fraction of young people in a country increases the likelihood of piracy attacks originating from that country. Further, the piracy-driving effect is conditional on constrains in the labor market. It increases when the young population is insufficiently integrated into the labor market and becomes insignificant for high levels of labor force participation. The dearth of prospects seems to lower the inhibition to make a living from criminal activity. 相似文献

Intrastate conflicts, long eclipsing interstate conflicts, are often internationalized. This paper examines internationalized intrastate conflicts through the types of both the intervening and the embattled regimes. Do democracies, more or less than autocracies, support autocratic governments in their fights against rebels? This paper tests three hypotheses: (1) democracies support autocrats fighting rebels less than autocracies do. (2) Democracies support democratic governments fighting against rebels more than autocracies do. (3) The more democratic two states are, the higher the probability one would support the other’s fight against rebels. Covering all documented external support in intrastate wars (1975–2000), our findings support hypothesis one and two only partly and confirm hypothesis three. However, comparing the two major accounts of the Democratic Peace theory (DPT)—the normative and the structural—our findings corroborate only the former robustly. The paper thus helps enriching the insights of the DPT beyond interstate conflicts. 相似文献

Increased public concerns about animal welfare have spurred new regulations to improve animals' treatment and living conditions. We study how these regulations affect firms' product offerings, prices, and profits. We consider two competing animal agriculture supply chains, each consisting of a supplier and a buyer. New regulations require firms to choose between offering humane or organic products, which are differentiated by animals' living conditions. We find that consumers' growing awareness of animal welfare encourages firms to offer organic products, which require the highest standards for animals' living conditions. We also show that tightening humane product standards and loosening organic product standards encourage firms to offer organic products—but with distinct pricing implications. The former leads to higher retail prices whereas the latter may lower retail prices. Depending on costs and consumers' awareness of animal welfare, a humane product may be priced higher or lower than an organic product. Furthermore, we provide conditions under which a regulator should offer a unit-cost or an investment cost subsidy to improve social welfare. We show that subsidies can encourage firms to change from offering humane to organic products, or vice versa, to enhance total social welfare. 相似文献

Whether urbanisation promotes or inhibits the risk of civil war is disputed: while case studies usually support the former, quantitative investigations have found either the latter or no significant correlation at all. I argue that this contradiction is due to a conceptual and operational over-aggregation of urbanisation, ignoring its intrastate variation. I claim that a high relative concentration of the urban population and political, economic and social institutions in the largest city – so-called metropolisation – can increase both the motivation for and the feasibility of rebellion in a country. Triangulating case study evidence with a quantitative cross-national time series design, I show that metropolisation significantly and robustly increases the risk of governmental conflict in particular and hence civil war in general. 相似文献

Since the 2003 war in Iraq, private military and security companies (PMSCs) have become increasingly legitimate actors in modern conflicts. Despite this normative shift, rumours in March 2015 regarding the use of South African mercenaries in Nigeria to combat Boko Haram insurgents caused an international outrage, while the Nigerian government remained nonchalantly silent on the matter. This article investigates the impact of mercenaries on the conflict in the last six months of the Jonathan government. Using primary and secondary qualitative research, it assesses the role that PMSCs played in Nigeria’s counterinsurgency strategy, along with the ensuing reaction of international and local media to the outsourcing of violence to foreign companies. The article concludes that – notwithstanding the improved image of PMSCs in the world, and the actual impact of the contractors on the Nigerian counterinsurgency effort – the stigma of mercenaries continues to plague the industry, particularly on the African continent. 相似文献

ABSTRACTAl Qaeda following 9-11 experienced a period of stagnation which it sought to remedy through a project of re-branding. Critical of this approach, Islamic State claimed that al Qaeda was an elitist organization that had facilitated the stagnation of the Salafi Jihadist project. In an attempted to claim dominance over the jihad, Islamic State’s endeavored to discredit al Qaeda through a process it presented as ideological correction, linked to Islamic eschatology, sectarian agitation, permissive violence, and the caliphate. Following Islamic State’s acquisition of vast territory in Iraq and Syria, arguments proliferated that Islamic State had surpassed al Qaeda. As the caliphate has collapsed what effects will this have on al Qaeda’s fortunes and strategy? It is argued that Islamic State has provided al Qaeda’s strategic approach with renewed vigour to help ensure its survival and pursue resurgence. Al Qaeda acting in concert with the meta-strategy for survival concept, has altered an existential threat into an advantage through disavowing Islamic State’s methods, continuing to engage with localism, and pursuing rebranding by positioning itself as a moderate alternative. The cases of al Qaeda affiliates in Yemen, Syria, West Africa, and South Asia are instructive in assessing the effectiveness of al Qaeda’s resurgence. 相似文献

For a three‐sector Feder‐Ram framework, we present time‐series, cross‐sectional estimates for two cohorts, consisting of Asian and Latin American countries. The estimates indicate that private investment, and defense and non‐defense public spending are growth promoting for alternative error components representations. For the best error components representation, greater growth enhancement is associated with the two forms of public spending in Asia than in Latin America, while the opposite comparison characterizes private investment. Although defense is growth promoting, an opportunity cost exists insofar as non‐defense spending, financed by defense spending, appears to give a small net boost to growth in Latin America. 相似文献

The article explores the 1950 ‘Ambassador's Agreement’ (named after US Ambassador Lewis Douglas) about establishing long-term US air bases in the UK. During the discussions British representatives expressed resentment of American pressure and were concerned about the expense that developing the bases for American purposes might entail. There were even fears that Washington might use the airfields to launch an atomic bomb attack on the USSR without regard to the views of the UK government. The British consented to providing the bases because they wanted to enmesh the US further in UK and Western European defence. For their part American negotiators had wanted to further US atomic strategy without delay. Although the agreement imposed no restriction on the use of the airfields, some US officials believed that in a crisis the UK government might try to prevent them being used for atomic bombing missions. 相似文献

Why should deployment affect re‐enlistment? In our model, members enter the military with naïve beliefs about deployment and use actual deployment experience to update their beliefs and revise their expected utility of re‐enlisting. Empirically, re‐enlistment is related to the type and number of deployments, consistent with the learning model. Non‐hostile deployment increases first‐term re‐enlistment but hostile deployment has little effect except for the Army, where the effect is positive. Both types increase second‐term re‐enlistment. Interestingly, first‐term members with dependants tend to respond to deployment like second‐term members. In addition, deployment acts directly to affect re‐enlistment, not indirectly through time to promotion. 相似文献

We examine the theoretical outcomes of disarmament on economic activity in a two‐sector model of endogenous equilibrium unemployment rate. Three main shocks are analyzed: Exogenous cutbacks in military spending on the capital good and employment, and a reduction in public sector debt. The first shock is contractionary for equilibrium employment if the capital‐goods producing sector is relatively labour‐intensive but expansionary under the alternative factor intensity assumption. The second shock is contractionary for employment under either relative factor intensity assumption. If Ricardian equivalence fails, a reduction in public sector debt is likely to expand long‐term employment (JEL E24). 相似文献
