后苏联时代的俄罗斯未能维持其在太空安全领域的优势,已不再是太空军事强国。本文首先梳理了俄罗斯太空安全政策的发展历程,其次,讨论了俄罗斯在太空安全治理和防止太空武器化方面的外交倡议,最后总结了俄罗斯太空安全政策的特征。本研究认为,自21世纪初起,俄罗斯逐渐开始复兴其太空军事力量,力图使其太空安全政策适应新的地缘政治格局,不仅积极调整其航天计划,对其航天工业体系、航天机构和航天资产进行简化、整合和现代化建设,还谋求“非对称”反制策略,并在联合国框架内积极开展“太空外交倡议”,以应对美国太空武器化所带来的威胁和挑战,同时推动禁止太空武器化进程。  相似文献

冷战结束后,越来越多国家进入太空,太空轨道拥挤和太空碎片增多,太空安全出现新情况:航天器相互碰撞和碎片撞击航天器的几率增加。美国为谋求制天权,力图使太空武器化,拒绝有关禁止太空部署武器条约的谈判。为了对抗美国的霸权,一些国家也在开始研发、试验新太空武器,导致太空安全困境的再次出现和进一步恶化。未来太空安全取决于美国的态度和国际社会的努力。  相似文献

“太空安全战略”专题编者按组稿专家:杨乐平(国防科技大学空天科学学院教授、博士生导师)近年来,以美国重建太空司令部与天军独立为标志,国际太空领域战略竞争与军事对抗日益加剧,太空前所未有地应用于军事与安全,太空安全也受到了前所未有的挑战。为了解未来太空安全发展和主要国家太空安全战略动向,深化太空安全战略研究,《国防科技》编辑部于2021年6月启动“太空安全战略”专题征文活动,国内相关学者积极投稿,经专家遴选,本期发表入选稿件6篇。来稿内容涵盖未来30年太空安全发展预测、美国太空安全最新发展、俄罗斯太空安全政策、欧盟太空安全政策、日本太空安全战略以及印度太空力量发展等主题,较为全面地反映了当前国际太空安全领域的最新发展与战略动向。从长远看,随着地球以外人类活动的增加、太空新经济蓬勃发展和太空创造财富规模不断扩大,水平大幅提升,太空将超越陆、海、空成为国家安全最重要的领域。从这个意义上讲,太空安全战略研究学术价值与影响较大,值得高度关注。  相似文献

EU High Representative Federica Mogherini presented her EU Global Strategy (EUGS) in June 2016. Encircled by security crises, it is difficult to think of something more important for Europe than collective action with the aim of weathering the storm. The EUGS, in this respect, seeks to define common ends and identify means. So what do we make of the EUGS? What does the EUGS tell us about the current role of the EU in global affairs? And how will the withdrawal of the UK from the EU affect foreign and security policy? As a way of introduction to the forum, this article notes that the EUGS focuses on the neighbourhood, puts the interests of European citizens first, identifies civilian means, and has created momentum on security policy. The key question, however, remains whether there is any interest in the EUGS beyond the foreign policy elites.  相似文献

Ballistic missile defense (BMD) politics present an interesting evolution in how the USA, especially Congress, has come to think about BMD both as operational reality and as a symbolic policy. The argument here is that BMD's operational reality is increasingly overshadowed by its symbolic aspects. Such a status arose from rapidly changing international and domestic politics. The end result is a situation in which BMD policy in a sense floats above the question of its actual combat effectiveness. Perception research can make a valuable contribution to the study of the local dimension in EU peacebuilding. The conceptual framework developed in this article distinguishes between perceptions of the “legitimacy,” “effectiveness,” and “credibility” of EU peacebuilding practices, which are crucial factors for successful peacebuilding. Relying on the case of the EU’s support for security sector reform (SSR) in Palestine, this article shows that local stakeholders—which participate in various EU-sponsored training and capacity-building programs—display considerable support for liberal peacebuilding norms. Yet, perceived discrepancies between the EU’s peacebuilding rhetoric and its SSR activities have severely undermined the potential of the EU’s liberal peacebuilding model in the eyes of Palestinian stakeholders. Critical local perceptions are frequently articulated with reference to the EU’s own liberal peacebuilding discourse, pointing to a lack of inclusiveness of the SSR process and deficits in terms of democratic governance and the rule of law.  相似文献

Security strategies are important sites for narrating the EU into existence as a security actor. The unveiling of a new global strategy on foreign and security policy for the EU immediately post-Brexit could be conceived as a pledge to remain together as a Union for the purposes of contributing to global security in a particular way. This paper offers a brief stock-taking of the EU’s way of writing security from the European Security Strategy (2003) to the EU Global Strategy (2016). A concise exegesis of these documents exposes an interesting dynamic: as exercises in ordering the world, both strategic guidelines have turned out to be major exercises in ordering the self. The comparative snapshot shows the EU as increasingly anxious to prove its relevance for its own citizens, yet notably less confident about its actual convincingness as an ontological security framework for the EU’s constituent members over time.  相似文献

While recent work has attempted to update the research agenda for transatiantic defense burden-sharing, there remain significant gaps between the public choice defense economics literature and the security studies literature. The presence of such a gap is unfortunate, because defense spending choices are likely shaped by factors identified by the public choice literature, as well as the strategic and cultural variables that the security studies literature tends to focus on, as well as domestic macroeconomic factors. The independent variables identified in recent qualitative literature are extremely useful analytically, and, fortunately, they have reasonable proxies in available quantitative data, which enables scholars to study them across large groups of countries and many years. This article builds upon such work to synthesize the most notable of the factors identified in the current literature, and offers some common analytical ground that will benefit both scholars and practitioners..  相似文献
