关于重视和加强军事政治学研究的思考

国外军事政治学研究蔚然成型,我国台湾地区的军事政治学研究也方兴未艾,大陆地区的军事政治学研究却严重滞后,不能适应学科发展和社会进步的需要,必须引起重视,采取对策,迎头赶上。     

军事政治学的逻辑起点、学科定位及价值分析

军事政治学作为一门新兴学科,应以军事与政治的关系为逻辑起点,立足于军事学和政治学两大领域,着力揭示军事与政治之间的矛盾运动及其协调发展的规律,以帮助人们正确认识和处理军事与政治的关系。本文在阐释上述问题的基础上,从逻辑起点、学科定位及价值功能三个方面,阐述了军事政治学存在的根据和价值。     

军政现象与军政关系探微——兼论军事政治学的研究对象与核心问题

军事政治学是运用政治学的理论和方法研究军政现象，以探求军政关系发展规律为目标的一门军事学与政治学之间的交叉学科。当代世界存在的三大军政关系实践形态及其理论依据各具特色。正确评价军政关系必须确立和遵循客观的评价原则和方法，不断总结和运用马克思主义军事政治学理论，积极构建和发展中国特色的军事政治学，并充分发挥其学术功能和作用。     

中国大陆军事政治学研究领域的拓荒之作——《军事政治学导论》评介

2010年初,收到沉甸甸的《军事政治学导论》（高民政等著,时事出版社2010年1月出版）一书时,心中一阵惊喜,大陆终于有自己学者研究军事政治学方面的成果了,可喜可贺。     

军事政治学与军事社会学的比较分析

军事政治学和军事社会学都是新型的交叉学科,具有极大的开发空间和研究价值。随着中国的政治学、军事学和社会学研究不断扩展,学科间联系日益密切,中国对这两门学科的研究逐渐重视。两者存在许多相似之处,但是又有不同。通过比较分析两门学科的异同,进一步厘清中国军事政治学的学科特色,为新时代两门学科的建设提供一定学理基础。

当代世界存在各具特色的三大代表性军政关系实践形态。正确评价军政关系必须确立和遵循客观的评价原则和方法，同时要不断总结和运用马克思主义军事政治学理论工具，探索既符合一般军事政治学学科规范要求又适合中国国情的军事政治学研究方法。     

课程教学中的教材及教法创新与实践——以“民族政治学”课程为例

随着国内外对民族问题话题的关注,“民族政治学”在政治学专业传统课程教学中的重要性也日益凸现,面对当前“民族政治学”教材数量少、内容单一,以及在解释当前急剧变化的民族国家交往与冲突的现实政治上的理论滞后等问题,如何使“民族政治学”教学既能跟上时代需要,同时满足学生期望对国际间的移民问题、国际上的民族与宗教冲突以及各国内部的民族问题进行理论解析的知识渴求,笔者在近年的“民族政治学”本科和硕士生教学中尝试进行了教材内容和教学方法上的创新,将国内外关于民族政治研究的重要成果汇集并整理成教学内容,在研究方法上尝试将政治学理论与民族学、社会学、心理学内容相结合,使教学内容上涵盖国内民族研究和国际民族研究,在讨论和解释的理论工具上则体现多学科的交叉,最后以读书研讨的方式培养学生对问题分析的理论思维能力.     

边疆边防和边疆政治学

从马克思主义的时代品格和科学精神出发,探讨边疆、边防和边疆政治学理论的研究方法、概念及研究范畴.试图对边疆理论研究作一些粗浅的尝试,特别是对边疆政治学的研究领域、范畴、目的、方法,以及与其他学科的关系进行了较为具体的研究.     

动态教学法在《政治学原理》课程教学中的运用

政治学原理课程在授课过程中存在着教材内容的确定性和稳定性,而无论从国际国内形势还是从政治学研究而言,政治学所关注的范围和内容又都处于动态的不断发展变化的。笔者以为,只有在授课中具体运用动态教学法,通过联系学生自身、联系社会现实、联系国家大事、联系国际政治等实际,才能使政治学原理课程在马克思主义基本原则的指导下,更富有时代特征和生活气息,使学生真正学有所获。

从政治的高度和制度的角度透视中国共产党的国防和军队现代化发展道路,可以得出以下结论：军队建设必须服从服务整个国家建设的大局,走与经济建设协调发展之路;坚持党对军队的绝对领导制度,既是国防和军队现代化的政治保证,也是国家和政治现代化的军事支撑。

Militias and the Politics of Legitimacy

Abstract

Militias and rebels depart from different angles when it comes to the politics of legitimacy. While rebels have to address the issue of legitimacy early on in order to gain popular support, militias can rely on some kind of ‘borrowed legitimacy’. Based on this observation, the paper introduces militias as special form of organised violence visible in many civil wars and fragile states as well as elaborates on the politics of legitimacy typical for militias. By distinguishing different forms of militia violence (counter-insurgency, counter-rival and counter-crime), the articles shows how militias respond to major challenges in legitimizing violent actions.     

Armed Groups and the Politics of Legitimacy

This article serves as an introduction to a special section on the question of the legitimacy of non-state armed groups. Starting with a short discussion of the literature on armed groups as political actors, the authors emphasize the importance of the often-underestimated dimension of legitimacy. After having conceptualized legitimacy in more detail, the article addresses three key challenges armed groups usually face regarding the politics of legitimacy: first, they need to legitimize the use of violent means; second, for moral and material support, they depend on beliefs of legitimacy; and third, they need to simultaneously address various domestic and international audiences. Finally, the authors highlight a number of pending questions for further research on armed groups.

软权力理论是冷战结束后国际政治领域中的一个重要理论。该理论是针对冷战后期国际格局和国际政治领域权力性质和源泉的变化而提出的,冷战结束后随着国际格局的深刻调整和全球一体化趋势加快,软权力理论更加引起人们的普遍关注。在对软权力理论的由来、构成及其它与传统权力的关系、中国软实力建设的现状进行分析的基础上,强调实现中国和平崛起过程中加强软权力建设的重要性。     

试论处置群体性事件中的公开工作与秘密工作

既要惩治群体性事件中的违法犯罪,又要同辖区群众保持良好的警民关系,是公安边防部队在处置群体性事件中遇到的一个难题.兴城公安边防大队正确处理公开工作与秘密工作的关系,根据处置工作需要恰当采取公开与秘密两种不同的处置方式和方法;正确处理正常状态下工作与特殊状态下工作的关系,把特殊状态下工作的功夫用在平时;正确处理"红色"信息员和"灰色"信息员的关系,敢于在关键时刻启用"灰色"信息员,较好地解决了这一问题.     

Legitimacy and the Politics of Recognition in Kosovo

Abstract

How do contemporary secessionist movements gain international recognition of their claims to self-determination? I argue that international recognition is forthcoming when a sufficient number of states believe a claim to self-determination ought to be accepted. That is, states recognize claims to self-determination when they perceive them to be legitimate. To convince outsiders of the legitimacy of their claims, separatist movements invoke resonant norms and symbols in a moral economy that structures decision-making. I contrast this argument with prevailing explanations of recognition dynamics. To illustrate the argument, I examine the diplomacy surrounding Kosovo’s independence bid and unilateral secession.

Military Maladaptation: Counterinsurgency and the Politics of Failure

Tactical learning is critical to battlefield success, especially in a counterinsurgency. This article tests the existing model of military adaption against a ‘most-likely’ case: the British Army’s counterinsurgency in the Southern Cameroons (1960–61). Despite meeting all preconditions thought to enable adaptation – decentralization, leadership turnover, supportive leadership, poor organizational memory, feedback loops, and a clear threat – the British still failed to adapt. Archival evidence suggests politicians subverted bottom-up adaptation, because winning came at too high a price in terms of Britain’s broader strategic imperatives. Our finding identifies an important gap in the extant adaptation literature: it ignores politics.
