针对信息网络对自适应指挥控制的重要影响,通过EINSTein系统建立了基于一体化信息网络的自适应指挥控制模型;仿真演示了自适应作战的典型过程,获得了兵力毁伤仿真实验数据;通过运用兵力损失交换比理论,分析了自适应指挥控制的作战效益。计算结果表明:自适应指挥控制能在交战对手单方面强化自身内部组织时,增强自身的作战组织性,提高部队的整体作战能力,它是适应一体化联合作战的新型指挥控制方式,是一体化联合作战指挥的必然选择。 相似文献

This article explores how armed forces in EU member states work with and view social media in national and international settings, and what the patterns of convergence/divergence are on these issues. To that end, a questionnaire targeted at EU armed forces was constructed. An index of qualitative variation was calculated to explore the relative convergence among respondents (n = 25) on issues of risks and opportunities with using social media nationally and internationally. Consistent with previous research on European armed forces, we found higher levels of divergence than convergence. Contrary to our expectations that similar challenges, joint international standards, and membership in international organizations would foster convergence with regard to social media use in areas of deployment, we found that convergence appeared foremost pertaining to the domestic level. This paper examines whether non-lethal weapons (NLWs) enhance the capability of the US armed forces to conduct irregular warfare (IW) operations. With expectations that the operational environment will only continue to become more complex in the future, NLWs may reduce the level of violence received, as well as dispensed, by US forces while performing tasks in the IW spectrum. We argue that NLWs increase the ability of US forces to address the long tail of warfare and their deployment should be increased in the near term. 相似文献

This article examines the geopolitical dynamics associated with the African Union (AU) and United Nations hybrid operation in Darfur (UNAMID) from the start of the Darfur conflict in 2003 until the time when UNAMID became fully operational in 2011. It provides an overview of the complex forces and geopolitical dynamics that affected the deployment of UNAMID and shaped its unique hybrid character. It mainly highlights those primary geopolitical factors that hindered the full deployment of UNAMID. It is concluded that this period was a showcase for the newly established AU and its support for its member states, as well as a new approach for the international community to maintain international peace and security in alliance with regional organisations. 相似文献

This commentary analyses the international response to the crisis that struck the Central African Republic (CAR) in early December 2013. It examines three intertwined dimensions defining the courses of action available to policymakers dealing with pre-genocidal crises: the politics and institutional manoeuvring shaping the United Nations (UN) Security Council's decision to authorise an enforcement mission without deploying ‘blue helmets’ on the ground; the operational complexities involved in launching rapid reaction forces; and the interdependent logics between peacebuilding and atrocity prevention. The author argues that there are three ways for the UN Secretariat to ensure a more effective response to CAR-type situations: generating political will to respond swiftly to deteriorating crises leading to widespread abuses of human rights by advancing the concept of Responsibility to Protect as a core component of states' national interests; developing strategic frameworks for the deployment of multi-plural missions equipped to avert the actual or potential threat of atrocities; and developing joint early warning and scenario planning between peacebuilding and atrocity prevention agencies. 相似文献

The 1940 Norway campaign was the first truly modern joint operation in which ground, sea and air forces all played major roles. With three services involved over a huge theater of war, the normal friction in obtaining and disseminating intelligence and information that one finds in a joint operation was multiplied. As the two sides were fairly evenly matched, effective use of intelligence and information provided a decisive advantage. This paper analyzes the use of information and intelligence of both sides at the strategic, operational and tactical levels. Both sides performed poorly at the strategic level but the Germans proved far superior to the British at the operational and tactical levels. The paper challenges several common assumptions on the importance of intelligence and information in joint campaigns. 相似文献
