Ten days after the attacks on the World Trade Center and Pentagon US President George W Bush addressed a joint session of Congress. In an emotional speech he declared war on terrorism and vowed that the US would not rest until all of the perpetrators were brought to justice and A1 Qaeda destroyed. In virtually the next breath he hastened to add that the US-led campaign would not be a war on Islam, a promise Muslims might have found more reassuring had the President not sounded so much like a Baptist preacher. Whatever its propaganda value, the speech distorted the reality of the struggle facing the West while tacitly acknowledging an important truth. Since terror is merely a weapon in a larger struggle, there can be no war on terrorism per se. The West faces a counterinsurgency campaign on a global scale. Winning the hearts and minds of disaffected people in lands where terrorism thrives must be central to conducting this campaign. 相似文献

This article argues that the Taliban's revolutionary war (RW) program is puritanical reform informed by the Islamic legal duty of al-amr bi'l-ma‘ruf wa'l-nahy ‘an al-munkar (‘commanding what is good and forbidding what is reprehensible’). It also examines the history of this duty with examples of puritanical reform movements emerging from Berber tribes in North Africa and tribes in Arabia. Furthermore, the importance of this duty in Wahhabi Saudi Arabia, and its exportation to Pakistan where Taliban leaders imbibed this ideology, are discussed. Finally the article shows that corruption and abuses by the Afghan regime have given impetus to puritanical reformers: the condition precedent for puritanical reform is pervasive wrongdoing in an Islamic society. 相似文献

This article attempts to identify the motives and methods of China’s Three Warfares by analyzing its history, logic, and agents. Military intelligence forms a vital element of counter-insurgency operations. When the Colombian military suffered setbacks at the hands of the FARC in the 1990s, military intelligence received much of the blame. It was also accused of human rights violations. With the help of US. financed Plan Colombia, military intelligence has been reorganized, expanded, strengthened with upgraded technical capabilities, constrained to operate within defined legal boundaries, and refocused to match the government's strategic priorities. Human intelligence has laid the groundwork for impressive tactical and operational results since 2006. Nevertheless, like all intelligence services, that of the Colombian military continues to experience problems of structure and political outlook. 相似文献

This article examines the ‘political’ and ‘military’ strategies used by the Indian state successfully to quell the Sikh insurgency in Punjab, and applies these lessons to controlling the Sunni insurgency in Iraq. At a conceptual level, this article argues that insurgencies are both a ‘military’ and ‘political’ phenomenon, and that ways to quell them can be either ‘military’ or ‘political,’ or a combination thereof. At the empirical level, this article argues that stability cannot be restored to Iraq until Sunni political actors are effectively brought into the mainstream political process through either ‘military’ or ‘political’ means, or a combination thereof. The analysis in this article provides substantive depth and detail to these otherwise seemingly straightforward propositions. 相似文献

ABSTRACTThis paper concerns the lesser known British counterinsurgency (COIN) operations in Northeast frontier of India during the First World War. Officially known as the ‘Kuki Operations’, it was considered as part of the Great War. Carried out in isolation from press and public, and shelved in colonial archives, the event remained invisible until today. Yet, it registers a critical case of colonial COIN doctrine where the ‘moral effect’ doctrine was employed without being questioned. It unleashed enormous amount of organized violence, ranging from shoot at sight to indiscriminate burning of villages, wholesale destruction of property and livestock, prevention of cultivation and rebuilding of villages, forced mass displacement in jungles or in ‘concentration camps’, and collective punishment (communal penal labour and payment of compensation) after the war. This paper argues that the theory of ‘minimum force’ and the practicability of the ‘moral effect’ doctrine as applied by the Empire, sit oddly with each other at the frontier, where violence was seen both as a natural and moral orders. Violence as an ‘imperatively necessary’ method to bring order in a disorderly frontier, in the opinion of colonial state, informs and registers Northeast India as geography of violence. 相似文献

The idea of ‘clean’ bombs, nuclear weapons with a reduced amount of radioactive fallout resulting from their fission part, has met much ridicule since its public inauguration in 1956. Many scholars have regarded the bombs as a propaganda tool, stopping short of analyzing their role in the transformative phase of US nuclear strategy in the 1950s. This paper reexamines the clean bomb episode through 1958, shedding light upon the dynamic relationship between the development of nuclear weapons technology and the evolution of nuclear strategy from massive retaliation to flexible response. It also discusses the mechanism and momentum of nuclear weapons technology innovation until the US suspended nuclear testing in late 1958. 相似文献

Abstract This article answers three questions: What is the nature of the Long War? How is progress (or lack thereof) to be assessed? Where is it likely to go next? An appreciation of Clausewitz shows that practical centers of gravity exist for the Long War, and that the conflict pivots upon the ability to persuasively link ideology to events via a strategic narrative. A close examination of an illustrative case study, the interaction between the US and the late Abu Musab al-Zarqawi in Iraq 2004 – 2006, shows that Al Qaeda has suffered a severe setback, but also that the nature of the war is set to shift yet again. Further tangible progress for the US requires waging the Long War as a global counterinsurgency based on a strategy of ‘selective identification’ (versus pure ‘disaggregation’) as well as an understanding of how to more effectively craft a strategic narrative. 相似文献

The collapse of the Soviet Union precipitated the massive expansion of drug use and trade in Russia. The country now has one of the largest populations of injecting drug users in the world and has become the largest single-country market for Afghan heroin. In 2003 the Federal Service for the Control of the Drugs Trade was created to coordinate a comprehensive counternarcotics strategy appropriate to the scale of this threat. The service continues to face a number of challenges in its early stages of development. Loyalty and Defection: Misunderstanding Civil-Military Relations in Tunisia During the ‘Arab Spring’

Scholars have widely adopted the view that the behaviour of the Tunisian military during the ‘Arab Spring’ constitutes a positive case of military defection. This paper argues that, contrary to this dominant interpretation, the military remained loyal to the authoritarian civilian leadership throughout the protests as it had repeatedly done in the past. Defection occurred, however, within the Police and the National Guard, which are mistakenly portrayed as having been loyal to Ben Ali. The paper shows that scholars have sought to explain exactly the opposite of what actually happened and, thus, it questions their conclusions regarding civil-military relations in Tunisia. 相似文献

The study shows how ‘strategic military refusal’ in Israel developed as a rational and institutional means to influence security policies. As opposed to the perspective that sees military refusal as a spontaneous individual act, the study illustrates how organizations operate to distribute military refusal in order to pressure decision-makers to change their military policies. This strategy has proven to be effective when the military is involved with groups that threaten it with refusal – which threatens the military's operational ability and its official and apolitical image. These include soldiers whose civilian authorities, rather than their military commanders, are perceived as an epistemic authority regarding security issues. The case study refers to the impact of strategic military refusal in Israel on security policies and the military doctrine. This was influenced by leftist groups, which, although they belonged to the parliamentary opposition, had dominant presence in the military ranks. Furthermore, the study examines the effect of the use of strategic military refusal on the model of military recruitment. 相似文献
