This paper undertakes an empirical analysis of the economic effects of military spending on the South African economy. It estimates a neo‐classical model common in the literature at the level of the macroeconomy and at the level of the manufacturing sector. An attempt is made to improve upon the model by allowing the data to determine the dynamic structure of the model through an ARDL procedure. No significant impact of military spending is found in aggregate, but there is a significant negative impact for the manufacturing sector. This suggests that the cuts in domestic military procurement that have occurred since 1989 could lead to improved economic performance in South Africa through their impact on the manufacturing sector. 相似文献

With the end of the Cold War and apartheid, a process of demilitarisation and dramatic cuts in military spending has marked the transition to democracy in South Africa. Between 1989 and 1997 the South African defence budget was cut by more than 50% in real terms, with most of the cuts coming from the procurement budget, which was cut by nearly 70% in real terms during the same period. These cuts have had a significant impact on the country's defence industrial base. However, there has been surprisingly little research on the changes to defence companies that have taken place since the late 1980s. This paper makes a start at rectifying that deficiency by providing an analysis of the restructuring of the major defence‐dependent companies over the period 1988–97. It uses a number of financial ratios and other measures of corporate performance to compare their experience with non‐defence companies in the rest of the South African economy during the same period. 相似文献

This article examines the relationship between defence expenditure and economic performance in South Africa, both prior to and after that country's first fully democratic election in 1994. Prior to 1994 defence expenditure decisions were largely dominated by non‐economic factors; since then defence spending has declined in reaction to, inter alia, the need to address a number of socio‐economic inequities. After 1975 in particular, military industrialisation in South Africa placed a disproportionately high burden on the country's industrial resources and natural economic and technical capabilities. However, although this suggests that the opportunity cost of domestic arms production has been fairly high, the country's poor economic and development performance since the mid‐1970s is a function of underlying structural deficiencies and institutional constraints rather than the consequence of inordinately high defence spending levels. 相似文献

This paper provides a contribution to the growing corpus of knowledge and understanding of the interaction between economic growth and defence spending in South Africa by specifying a Keynesian simultaneous equation model and estimating the system for the period 1961 to 1997. The model contains a growth equation, a savings equation, a trade balance equation and a military burden equation and when estimated by single equation and systems estimation methods is relatively well specified. There is evidence of an overall negative effect of military spending on the economy over this period, though the significance of individual coefficients is low. There is certainly no evidence of any positive impact, suggesting that cuts in military spending do present an opportunity for improved macroeconomic performance. 相似文献

Violent conflict escalated in Africa in 2014, with five sub-Saharan states – the Central African Republic (CAR), Nigeria, Somalia, South Sudan and Sudan – accounting for an estimated 75% of all conflict-related deaths on the continent. This paper provides an overview of the five major sub-Saharan African conflicts in 2014 and considers the underlying causes and dynamics in the Seleka/anti-Balaka conflict in the CAR, the Islamist threats of Boko Haram and al-Shabaab in Nigeria and Somalia, the civil war in South Sudan, and the long-running conflict between Sudan's government and southern and Darfuri rebels. The paper unpacks the general trends evident in these conflicts and the implications for the settlement thereof, including the targeting of civilians, ethnic and religious mobilisation and the state as epicentre of violence. Previous research into the impact of military expenditure on employment finds considerable variation across countries. This paper adds to the debate by examining the long run relationship between military burden and manufacturing employment in South Africa. Such an analysis provides an opportunity to test for crowding‐out effects and the impact of the marked decline in military spending on the South African economy. The paper finds evidence supporting the view that military expenditure will have a detrimental impact on long term manufacturing employment, adversely affecting industrial structure and efficiency. 相似文献

Since the mid-twentieth century, the East and Southern African regions have been mired in complex and overlapping security and development challenges, including ethnopolitical conflicts, terrorist insurgencies, the proliferation of small arms and light weapons (SALWs), and overwhelming economic crisis. These challenges have had implications for human security, socio-economic development, territorial authority, sovereignty and the stability and legitimacy of political regimes in the affected states. The adequacy and relevance of the regional responses to these challenges is the subject of ongoing debate, to which this paper now adds. Among other factors, this paper identifies competition for regional dominance and institutional inadequacies as accounting for the inability of regional governance bodies to respond adequately to the challenges they face. Consequently, it recommends the expansion of the mandate of the Regional Economic Communities (RECs) beyond regional economic integration to include peacebuilding and a deepening of the institutional efforts focused on security cooperation and conflict management. 相似文献

Understanding contemporary conflicts in Africa remains directly dependent on the approaches employed to decipher or interpret them. This article first examines the bias of conventional approaches (inherited from the Cold War) and then those of a series of supposedly “newer” approaches. Relying primarily on West African examples, it offers a brief overview of current knowledge, issues, and avenues for research, based on three apparent characteristics of a “new generation” of conflicts: the regionalization of wars, the privatization of violence and security, and the recourse to extreme forms of brutality. These three major trends bear witness to a rapid transformation of war and armed violence over the past 20 years, but they are not sufficient to establish a radical historical break between “old” and “new” conflicts in Africa. By concealing elements of continuity a priori, the most influential “new” approaches actually make it impossible to ponder their own limits. To that end, fashionability and struggles for influence within the Africanist field play a major role in perpetuating dominant, sensationalistic, or simplistic (and invariably incorrect) portrayals of African conflicts. 相似文献

The perpetuation of an otherwise astute fissile material safeguards model by the current non-proliferation regime raises a number of concerns, not least the efficacy of the approach in reducing clandestine weapon developments and the nuclear terrorism threat. Mindful of potential shifts in illicit nuclear material and weapon acquisition, following an excessive focus on fissile material safeguards and the proliferation of nuclear weapon technology, this article uses proliferation trend and scenario analysis in a bid to identify potential proliferation threats and non-proliferation opportunities. The results of the article's assessment of reported incidents (1992–2013) involving theft, unauthorised possession, and attempts to smuggle or sell highly enriched uranium (HEU), plutonium, low-enriched uranium (LEU), natural uranium and uranium yellowcake reveal a decline in occurrences involving fissile material but an increase in uranium yellowcake incidents, particularly in Africa. Presumptions that yellowcake may have provided the newest threat to clandestine weapon developments and nuclear terrorism wane amid concerns over possible biases in reporting, scepticism over an organised and demand-driven nuclear black market, and the difficulties of non-state actors’ development of crude nuclear weapons off the tedious yellowcake conversion-enrichment-fabrication pathway. To secure Africa's uranium yellowcake from potential proliferators, the article proposes concerted domestic, regional and multilateral non-proliferation efforts. 相似文献

Many African countries gained political independence in the 1960s. This era of independence came with promises and great expectations of economic, political and social development. Fifty years later, it is certain that the promises and expectations of independence have not been easily realised. Perennial violent conflicts have continued to ravage many countries in Africa, causing the catastrophic breakdown of law and order. Therefore, one of the major issues in conflict resolution discourse in Africa is how to develop functional mechanisms for the prevention of violent conflicts. This article examines the capacity of the International Criminal Court (ICC) to act as a mechanism for conflict prevention in Africa. Notwithstanding the doubts and uncertainties associated with the impact of law on conflict transformation, this article argues in the main that the ICC contributes to conflict prevention in Africa by expressing global norms of international law, challenging the culture of impunity in some countries, contributing to general deterrence, speedily intervening in some violent conflicts, and contributing to building some records of atrocities by identifying who did what. 相似文献

This article presents a synopsis of Community of insecurity: SADC's struggle for peace and security in southern Africa, published by Ashgate in 2012. It focuses on SADC's efforts to establish a common security regime; conflict and peacemaking in southern Africa between 1992 and 2011; and the prospects of SADC becoming a security community. It summarises the reasons for SADC's difficulties in the sphere of regional security and politics, namely the weakness of member states, their unwillingness to surrender sovereignty to communal mechanisms, and the absence of common values among them. The main conclusion is that these problems lie primarily at the national level and cannot be solved at the regional level. SADC is a forum of states and it cannot do anything that these states will not permit it to do. 相似文献

Using annual data collected from 1988 to 2015, this study provides evidence of a non-linear relationship between military spending, economic growth and other growth determinants for the South African economy. The empirical study is based on estimates of a logistic smooth transition regression (LSTR) model and our empirical results point to an inverted U-shaped relationship between military spending and economic growth for the data. Furthermore, our empirical results suggest that the current levels of military spending, as a component of total government expenditure, are too high in the South African economy and need to be transferred towards more productive non-military expenditure in order to improve the performance of economic growth and other growth determinants. 相似文献

This research sets out to establish how the youth in South Africa view military service, and what factors affect the ability of the South African National Defence Force (SANDF) to attract suitable recruits to staff its modern, technologically advanced military. Due to high levels of youth unemployment, South Africa has sufficient persons volunteering for military service. The problem lies with recruiting sufficient quality personnel with the right profile and abilities. To establish what affects enlistment, focus group discussions were conducted with learners from eight schools to determine what influences their career choices, what deters them from or attracts them to military service, their perception of the military profession, their knowledge of the military, and the influence of factors such as race and gender. The conclusion is reached that the SANDF is not considered an employer of choice due to poor service conditions, a decline in the prestige of the military, unfavourable aspects associated with military culture, a growing ‘knowledge gap’ and disconnect between the military and South African society, the estrangement of certain race groups, and the masculine nature of the military. These aspects need to be addressed if the SANDF wishes to attract learners with good academic credentials. 相似文献

Consider a distribution system with a central warehouse and multiple retailers. Customer demand arrives at each of the retailers continuously at a constant rate. The retailers replenish their inventories from the warehouse which in turn orders from an outside supplier with unlimited stock. There are economies of scale in replenishing the inventories at both the warehouse and the retail level. Stockouts at the retailers are backlogged. The system incurs holding and backorder costs. The objective is to minimize the long‐run average total cost in the system. This paper studies the cost effectiveness of (R, Q) policies in the above system. Under an (R, Q) policy, each facility orders a fixed quantity Q from its supplier every time its inventory position reaches a reorder point R. It is shown that (R, Q) policies are at least 76% effective. Numerical examples are provided to further illustrate the cost effectiveness of (R, Q) policies. © 2000 John Wiley & Sons, Inc. During the night of 15 December 2013, fighting broke out between factions of the Sudan People's Liberation Army (SPLA) in Juba, the capital of the Republic of South Sudan. The fighting pitted forces loyal to President Salva Kiir against those loyal to former Vice President Riek Machar. Five days later, Uganda sent troops into South Sudan, advancing a number of reasons for intervention, including that it had been invited by the legitimate government of South Sudan to ensure order; it needed to evacuate Ugandan citizens caught up in the fighting; it had been asked by the United Nations Secretary-General to intervene; and that the regional organisation, the Intergovernmental Authority on Development had sanctioned the intervention. As the conflict escalated, Ugandan troops started fighting on the side of forces loyal to Kiir. The underlying reasons for the intervention were clearly economic, but those advanced were legal. This article discusses both sets of reasons and concludes that the economic reasons are more persuasive. Nevertheless, while some of the legal arguments (such as being invited by the legitimate government of South Sudan) can be asserted, others are clearly dubious. In addition, the participation of Ugandan troops in the fighting on the side of the Kiir government renders the intervention illegal. 相似文献

This paper studies production planning of manufacturing systems of unreliable machines in tandem. The manufacturing system considered here produces one type of product. The demand is assumed to be a Poisson process and the processing time for one unit of product in each machine is exponentially distributed. A broken machine is subject to a sequence of repairing processes. The up time and the repairing time in each phase are assumed to be exponentially distributed. We study the manufacturing system by considering each machine as an individual system with stochastic supply and demand. The Markov Modulated Poisson Process (MMPP) is applied to model the process of supply. Numerical examples are given to demonstrate the accuracy of the proposed method. We employ (s, S) policy as production control.
