舰艇防空火力规划与调度方法研究 总被引:2,自引:1,他引:2
根据舰艇防空武器拦截过程的时间连续性和拦截效果的不确定性特点,提出了智能规划和优化调度相结合的舰艇防空计划生成方法。在规划阶段,先用智能规划描述语言PDDL对舰艇防空问题进行建模;针对新的来袭目标或观察的拦截结果,利用智能规划的高效行动推理能力,快速生成可能的备选行动方案;在优化调度阶段,对已生成的备选方案的行动系列进行时间、资源冲突处理,并计算选择出当前最佳拦截方案。与现有的采用离散化处理的武器-目标分配方法相比,该规划与调度过程充分体现了拦截过程的连续性,拦截效果的不确定性,拦截过程中的武器协同,以及最佳拦截时机的选择等,更好地描述了舰艇防空的实际过程。最后,通过蒙特卡罗仿真试验,验证了算法的有效性,为舰艇的自动化防空提供了一种新的解决办法。 相似文献

Abstract Will China's development of a new generation of nuclear weapons impact US-China security relations in important ways? One's answer depends on how one views the following: whether or not Chinese leaders believe that they are only now acquiring a secure second strike capability; the scope of coercive power that secure second strike capability provides to conventionally inferior actors; the meaning of China's ‘No First Use’ Doctrine; and the prospects for escalation control in future crises. This article investigates how US national security planners have envisioned the emerging strategic environment during the early twenty-first century and evaluates how their perceptions of this strategic environment have changed during these years. This conceptual evolution can be seen in how defense planners define threats, identify defense priorities, and design security strategies. Five key strategic planning documents serve as the basis for this analysis and illustrate significant shifts in how the US government has envisioned its own security requirements as well as the context within which its strategic vision will need to be realized. These planning documents are: (1) Joint Vision 2020, (2) the Bush Administration's 2002 National Security Strategy of the United States, (3) the Obama Administration's 2010 National Security Strategy, (4) US Strategic Defense Guidance entitled Sustaining US Global Leadership: Priorities for 21st Century Defense, and (5) the US Chairman of the Joint Chiefs of Staff's Capstone Concept for Joint Operations: Joint Force 2020. 相似文献

In marked contrast with previous decades, defense issues in Argentina have started to receive increasing political attention over the last few years. The main goal of this article is to account for this new found interest in defense policy. The article contends that this revival could be accounted for by both the implementation of a neo-developmentalist strategy and a type of control that emphasizes civilian oversight over the armed forces. Both factors have promoted the implementation of policies that favored an increase in the military budget, the reconstruction of the defense industry and the establishment of a new military doctrine. By any objective measure, defense institutions in Central and Eastern Europe have all but universally been incapable of producing viable defense plans that are based on objective costing and operational planning data. This situation exists in spite the provision of considerable Western advice and assistance, let alone reporting to and receiving assessments by NATO’s International Staff under Partnership for Peace, as well as via the integrated defense planning and reporting systems. An explanation for this systematic failure across European post-Communist defense institutions can be found in the continued slow development of an over-arching policy framework which directs and approves all activities of the armed forces, as well as the de-centralization of financial decision-making down to capability providers. The essay ends with an examination of the adverse effects of the early introduction of planning programming, budgeting system (PPBS), have had on the development of effective policy and planning capabilities within these defense institutions. 相似文献

The last decade has seen several advances in the study of deterrence. These advances have sparked some strong disagreements regarding interpretation of the models and what their contributions signify. This paper appraises the discussions from a model theoretic perspective. It is argued that when comparing rivalling models three aspects; (i) target, (ii) criteria and (iii) type of purpose should be taken into account in order to make a proper appraisal. Informed by these aspects it is evident that the three deterrence models analysed address different aspects, in different ways and to different ends. From this perspective, the so-called Perfect Deterrence model must be recognised as a clear advancement in the research field. Some U.S. military leaders have asserted that the United States, Japan, Australia, and India and the Republic of Korea are developing multilateral defense cooperation to deter aggression and uphold norms much like North Atlantic Treaty Organization (NATO) has in Europe. Frequent military exercises and China’s threats to freedom of navigation (FoN) and North Korea’s nuclear missiles comprise the motive force for such cooperation. However, cooperation thus far has been trilateral and minimal, given divergent national interests and dispersed geopolitical locations. Cooperation among Japan, Republic of Korea (ROK), and the United States is increasing given the threat, but ROK’s public opinion is divided about Japan. Australia, Japan, and India have increased cooperation with the United States but are reluctant to conduct FoN operations with the United States to challenge China’s expansionism in the South China Sea. If China becomes more aggressive and blocks FoN or seizes territory, development toward an Asian NATO is possible. 相似文献

The US government initiated a Defense Counterproliferation Initiative to address the concern that, in the post-Cold War years, the proliferation of nuclear, biological, and chemical weapons would be widespread and create a significant challenge to the US military’s combat operations. In particular, non-nuclear states might use chemical or biological warfare agents against US forces with the belief that nuclear weapons would not be used against them in retaliation. Following the events of September 11, 2001, defense strategy and policy shifted to a wider view of the threat of adversarial use of “weapons of mass destruction” (WMD) and the term “counterproliferation” was replaced by “combating” or “countering WMD.” Over time, the Defense Department increasingly moved away from counterproliferation principles with the detrimental effect of losing capabilities that US forces still need for contemporary adversaries. This shift has been aggravated by other US government agencies’ use of “counterproliferation” in lieu of what would have been termed “nonproliferation” activities in the 1990s. The loss of clarity within the US government on these terms has led to the inability to focus the “whole of government” on this significant national security challenge. To alleviate this challenge, the US government needs a top-down initiative to refocus policy on the distinctly different aspects of WMD with respect to military combat operations, combating terrorism, and homeland security. 相似文献

On War’s unfinished state has been a source of difficulties for interpretation for 180 years. By establishing a hierarchy of revision among the parts, we propose a criterion that can bring any part of On War in line with the most advanced stage of Clausewitz’s thinking. We exemplify the utility, illustrate the underpinnings and appreciate the potential of this criterion. We argue that the criterion offers the prospect of a shared, coherent, fully consistent and faithful rendering of Clausewitz’s theory of war. 相似文献
