This essay explores the proliferation of small arms and light weapons (SALW) in Nigeria's oil-rich Delta. Its thesis is that the intersections which the global and local environment provide have fuelled the proliferation of SALW in the region. Since the conflict in the region is resource-driven, the global and local context for its resolution must be taken into account. Presently the situation in the region has assumed new dimensions, with the need for its resolution that the forefront of regional and national discourse.  相似文献

Cambodia is a typical example of a post-conflict country where the lack of easily available data to guide policy design is one of the fundamental challenges to be addressed. While Cambodia has benefited from sustained Small Arms and Light Weapons (SALW) collection and destruction programmes since 1998, these have not been accompanied by any data analysis on the impact of gun proliferation and use or on these destruction programmes. In 2005, the Small Arms Survey (SAS) collected data on firearm morbidity and mortality spanning the last ten years. The objective was to develop methods that can be used for data generation in countries without systematic data collection. Using hospital admissions records and a review of the main English newspaper, the data shows that collection and destruction programmes have made a significant difference to human security in Cambodia. The study also reveals that even where no official data is available in a country, researchers can often derive useful indicators.  相似文献

Children on the African continent have suffered immensely from the proliferation and misuse of small arms, including death, injury, displacement, separation from families, loss of access to health, humanitarian and educational services, and lack of economic opportunities. Further, over 300,000 children serve as child soldiers, relying on small arms as their tools of war. The international community has worked to establish protections for children for over 50 years, yet children continue to suffer. The recent UN Special Session on Children adopted ‘A world fit for children’, which, in combination with the Programme of Action agreed upon at the July 2001 UN Conference on Small Arms, begins to address a comprehensive approach to eliminating the negative impacts of small arms proliferation on children in conflict.  相似文献

The armed conflict in the DRC has been characterised by appalling, widespread and systematic human rights violations. It varies from civil war to a war between national armies. Much of the conflict falls between these two categories due to the involvement of foreign troops in civil strife, as well as foreign rebel groups fighting their home government's troops but on Congolese soil. The most pressing need is to cease hostilities and address the humanitarian situation in the country. Questions of justice and accountability, and issues relating to the rule of law will have to be addressed soon in order to achieve a durable peace in the country and in the region. Since there are links between different conflicts in the region, a broader solution should preferably be found. However, this would further complicate an already difficult proposition. Efforts limited to the DRC would be more feasible and could lead to similar measures in other conflict ridden countries in the region. Given the advances made in conventional weapon capabilities, precision should by now be the accepted and expected norm in cyberspace as well. In this article I argue that developing precision cyber weapon systems, to be used during a lawful conflict, can be an important part of a responsible national security strategy to reduce the amount of violence and physical destruction in conflicts. I first describe a precision cyber weapon system in a military context. I then present three compelling rationales for the development of precision cyber weapon systems based on ethical, operational, and financial considerations. To support the position, I address several arguments that have been levied against their development. Thereafter I present several recommendations for a way ahead.  相似文献

Advances in the study of civil war have led to the proliferation of event count data, and to a corresponding increase in the use of (zero-inflated) count models for the quantitative analysis of civil conflict events. Our ability to effectively use these techniques is met with two current limitations. First, researchers do not yet have a definitive answer as to whether zero-inflated count models are a verifiably better approach to civil conflict modeling than are ‘less assuming’ approaches such as negative binomial count models. Second, the accurate analysis of conflict-event counts with count models – zero-inflated or otherwise – is severely limited by the absence of an effective framework for the evaluation of predictive accuracy, which is an empirical approach that is of increasing importance to conflict modelers. This article rectifies both of these deficiencies. Specifically, this study presents count forecasting techniques for the evaluation and comparison of count models' predictive accuracies. Using these techniques alongside out-of-sample forecasts, it then definitively verifies – for the first time – that zero-inflated count models are superior to comparable non-inflated models for the study of intrastate conflict events.  相似文献

Some scholars counter-intuitively argue that the proliferation of nuclear weapons increases international security by substantially reducing the chances for inter-state armed conflict. This school of thought draws heavily on the history of the American-Soviet Cold War rivalry to inform its analysis. The security dilemmas in the contemporary Middle East and South Asia where numerous states have or want nuclear weapons, however, are profoundly different than the competition between the United States and the Soviet Union. States in the Middle East and South Asia today may see nuclear weapons as usable instruments of warfare in contrast to conventional wisdom in the West that views them as weapons of deterrence and last resort. As common sense would have it, American and Allied policy designed to stem the proliferation of nuclear weapons is prudent. American diplomatic intervention, moreover, in regional crises as a third party may be needed in the future in the Middle East and South Asia to lessen the risks of nuclear warfare. Nevertheless, American policy-makers are likely in the future to find themselves facing a nuclear-armed nation-state-or soon to be nuclear weapons-capable state-in a crisis and will have to grapple with the risks of pre-emptive or preventive military action.  相似文献

This article explores how transnational borderlands matter for conflict prevention and, in particular, so-called upstream engagement, which aims to reduce threats to global stability and security that arise from the world’s increasing interconnectedness. Accounting for transnational borderlands in vulnerable regions is crucial for conflict prevention as pursued by the defence and security sector because borderlands are catalysts of the negative side of global interconnectedness: they are business hubs for transnational organised crime, sites of retreat for conflict actors, and safe havens for terrorists. The border areas’ proneness to impunity and the ability of violent non-state actors to govern these spaces illicitly contribute to the emergence of these characteristics. I therefore argue that upstream conflict prevention needs to do two things to address these risks: first, to overcome a national security approach centred on the borderline and instead acknowledge transnational security dynamics in borderlands on both sides of the border; second, to overcome the state-centred governance lens to also consider governance exerted by non-state actors. The article draws on empirical data from a six-year study including over a year of fieldwork in and on Colombia’s borderlands.  相似文献

The Colombian civil war lasted for nearly six decades with approximately 10 percent of its population being displaced over the same period. The implications of this conflict have transgressed international boundaries. Countries such as Ecuador experienced an exodus of victims as well as an increase in the presence of armed groups, along with the proliferation of illegal businesses. Even though the internal social and economic consequences of the Colombian conflict have been documented in the literature, there is yet to be a study addressing these issues from the perspective of impacted neighboring countries. In this work, we contribute to the literature by evaluating whether the influx of asylum seekers and the increasing presence of armed groups in the bordering provinces of Ecuador have lead to an increase in violence among these provinces. We do not find any link between the arrival of asylum seekers and the incidence of violent crimes in the Ecuadorean bordering provinces. Similarly, our results indicate that despite an increase in the presence of armed groups, these regions did not experience an increase in the homicide rates significantly different from the other provinces. The results are robust to various specifications and econometric techniques.  相似文献

As worries have grown about global warming and the sustainability and price of fossil fuels, the demand for nuclear energy has increased, and nuclear power is increasingly viewed as a reliable and clean resource. However, the so-called nuclear renaissance coincides with an international security environment in which the norms of nuclear nonproliferation seem to be eroding. Turkey, a non-nuclear weapon state, plans to generate nuclear power to meet future energy demands, but it is aware of and concerned with regional proliferation trends. Questions have also been raised regarding Ankara's rationale for using nuclear energy, as well as its potential motivations and capabilities regarding future proliferation. This article will provide an overview of Turkey's nuclear energy history and plans, as well as the proliferation-related questions that could arise; it will also look at the domestic debate on nuclear energy and Turkey's status as a non-nuclear weapon state.  相似文献

The popular adage has it that ‘prevention is better than cure’. Given the heavy and enduring costs of armed conflicts, there is no disputing the fact that making efforts to prevent them from breaking out in the first place is better than waiting until it is too late. This entails two things: conflict prevention measures and early warning systems. Anything that could be done to effectively address the root causes of a conflict before it turns violent may fit into the former, while the latter aims to identify threats to these elements so that effective conflict prevention measures can be taken. In other words, ensuring ‘human security’ is the thrust of the former, while the latter serves as a surveillance camera for any deficit in providing the different components of this ‘human security’. It is with these two important issues that this essay deals, with particular reference to West Africa.  相似文献

Soon after India attained its independence from British colonial administration in 1947 the Nagas started waging an armed conflict against India to establish a sovereign independent state in Nagaland in the country's Northeast region. The conflict is today one of the world's longer running and little known armed conflicts. India's central government has tried unsuccessfully to tackle the problem through political reconciliation, use of force, and several development measures. Over the years, it has also undergone several changes in which the situation of conflict deepened whenever India's central government intervened. And yet, the road ahead also faces severe challenges because the demand for bringing the Nagas of India together into a single political entity will not go unchallenged from other ethnic groups. Moreover, a bitter leadership battle divides the Naga rebels and hence any future agreement is likely to be difficult due to factional politics as have happened in the past. Thus one way to satisfy the aspirations of different ethnic groups while protecting the boundaries of the existing states in India is to explore the option of cultural autonomy. This idea is not entirely new, but has lost significance over the years.  相似文献

It is generally understood that conflict can contribute to the spread of disease. This paper explains the reverse: how disease, as an accelerating factor, can result in serious conflict. While not a cause of war itself, HIV/AIDS exacerbates existing tensions: social, ethnic and political. Political constituencies concerned about HIV/AIDS will become frustrated if the state's leadership does not meet their demands. The demand for medical treatment of the disease is certain to exceed supply in all Southern African states. Projects to treat the disease are small and access is limited. The criteria for access, both real and perceived, will play a critical role in determining the level of conflict and disruption that HIV/AIDS will cause.  相似文献

Despite problems of violence domestically, Brazil has played a key leadership role as part of MINUSTAH peacekeeping operations in Haiti since 2004. This article addresses how Brazil's international military engagement is shaping domestic approaches to urban security, and what may be the implications of the use of military strategies, operations, and norms to address issues of public security in Brazilian cities. It is argued that current approaches toward urban security employing military-trained peacekeepers actually represent a continuation of old paradigms, yet these recent militarised approaches are likely evolving into newer and potentially more accountable forms by constraining indiscriminate use of force and establishing a positive state presence in marginal urban areas. As such, the article connects long-established issues of dealing with urban violence in Latin America with ongoing debates in the United States and beyond about post-counterinsurgency approaches to increasingly urban conflict settings. It reflects on potential lessons to be learned from the Latin American perspective, while showing also how these have changed over the last decade. The article concludes that despite the potential utility of force in some urban conflict settings, this approach could entail a normative shift towards legitimising forceful containment of violence, and hinder democratic consolidation in Brazil.  相似文献

In the classical EPQ model with continuous and constant demand, holding and setup costs are minimized when the production rate is no larger than the demand rate. However, the situation may change when demand is lumpy. We consider a firm that produces multiple products, each having a unique lumpy demand pattern. The decision involves determining both the lot size for each product and the allocation of resources for production rate improvements among the products. We find that each product's optimal production policy will take on only one of two forms: either continuous production or lot‐for‐lot production. The problem is then formulated as a nonlinear nonsmooth knapsack problem among products determined to be candidates for resource allocation. A heuristic procedure is developed to determine allocation amounts. The procedure decomposes the problem into a mixed integer program and a nonlinear convex resource allocation problem. Numerical tests suggest that the heuristic performs very well on average compared to the optimal solution. Both the model and the heuristic procedure can be extended to allow the company to simultaneously alter both the production rates and the incoming demand lot sizes through quantity discounts. Many of the world's poorest states have experienced violent conflict in the past decades and it is today widely accepted that armed conflicts require sustained efforts that address not only the military, but also the political, humanitarian, economic and social dimensions of conflicts. For some years there has been a growing international concern with and emphasis on peacebuilding programming in the area of conflict resolution and peacekeeping. In Sierra Leone, a country that was engulfed in a brutal civil war for more than ten years, peace was hard won—a peace that would not have been possible without the presence and active post-conflict assistance of the United Nations (UN). However, Sierra Leone remains in a precarious state, being one of the poorest countries in the world, and needs the commitment of the international community in ongoing post-conflict peacebuilding to sustain its delicate peace. This article examines the challenges, extent and achievements of peacebuilding programming in Sierra Leone, and assesses the prospects for sustainable peace in this once war-torn West African state.  相似文献

Conventional wisdom states that the stability-instability paradox does not explain the effect of nuclear proliferation on the conflict propensity of South Asia, and that nuclear weapons have had a different and more dangerous impact in South Asia than Cold War Europe. I argue that the paradox explains nuclear South Asia; that the similarities between nuclear South Asia and Cold War Europe are strong; and that conventional instability does not cause revisionist challenges in the long run. I develop and probe a psychological causal mechanism that explains the impact of nuclear weapons on Cold War Europe and South Asia. Following the ten-month mobilized crisis in 2002, Pakistani President Pervez Musharraf may have adopted a more moderate foreign policy toward India after experiencing fear of imminent nuclear war, as Soviet Premier Nikita Khrushchev did forty years earlier. I argue that the stability-instability paradox explains Cold War Europe and nuclear South Asia and will, conditional on Iranian and North Korean revisionism, predict the impact of nuclear weapon development on these states' conflict propensities.  相似文献

We address infinite‐horizon models for oligopolies with competing retailers under demand uncertainty. We characterize the equilibrium behavior which arises under simple wholesale pricing schemes. More specifically, we consider a periodic review, infinite‐horizon model for a two‐echelon system with a single supplier servicing a network of competing retailers. In every period, each retailer faces a random demand volume, the distribution of which depends on his own retail price as well as those charged by possibly all competing retailers. We also derive various comparative statics results regarding the impact several exogenous system parameters (e.g., cost or distributional parameters) have on the equilibrium decisions of the retailers as well as their expected profits. We show that certain monotonicity properties, engrained in folklore as well as in known inventory models for centralized systems, may break down in decentralized chains under retailer competition. Our results can be used to optimize the aggregate profits in the supply chain (i.e., those of the supplier and all retailers) by implementing a specific wholesale pricing scheme. © 2003 Wiley Periodicals, Inc. The current nuclear nonproliferation order is no longer sustainable. The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) has weakened considerably over the years, with nuclear have-nots displaying increased dissatisfaction with the status quo. Meanwhile, demands for civilian nuclear technology have led to increased proliferation risks in the form of dual-use technologies. Arms control as we currently understand it—piecemeal treaties and agreements—is no longer sufficient to address the growing threat of proliferation and the frailty of the NPT. This article calls for a bolder nonproliferation agenda pursuing multilateral nuclear disarmament. Disarmament is, in fact, technologically achievable; a lack of political will stands as the only remaining roadblock to a world free of nuclear weapons. A better understanding of the technological feasibility of disarmament, as well as recognition of the diminishing strategic value of nuclear weapons, will help to erode this political reluctance.  相似文献
