Despite some tentative internal peace agreements, Nigeria continues to face violence from multiple groups. This violence feeds upon itself, with segments of the population being mobilized both for self defense and for pressing their ideological and practical goals. These multiple sources of violence, which the Nigerian government appears unable to control to any significant degree, have a long term corrosive effect on the country's internal stability. There are few reasons to be sanguine as to any rapid changes to the level of overall violence or the relative number of armed groups, although their specific identities may shift. Nigeria represents a good case study of a country in which relatively low but persistent violence by a multiplicity of groups can have major impacts on internal security.  相似文献

The dependence on oil, gas, and mineral exports arguably has a negative impact on economic growth in resource-rich, developing countries. This article looks at the impact of resource dependence on adjusted net savings (ANS) as an indicator of weak sustainability. Our results, based on a panel of 104 developing countries during the recent commodity price boom, confirm a negative relationship between resource extraction and sustainable development as measured by ANS. We further look at the specific role of armed conflict and armed violence as captured by the homicide rate. Armed conflict, which is positively associated with resource dependence, negatively affects ANS per capita according to both our OLS and instrumental variables (IV) estimates. Similarly, armed violence has a detrimental effect on sustainable development. Our IV estimate suggests that a one-point increase in the homicide rate decreases ANS per capita by $60. Since education expenditures are a critical ANS component, we further examine the impact of resource dependence and violence on human capital. Consistent with previous findings, resource-dependent countries underinvest in education but armed conflict and violence do not affect the instantaneous share of education expenditures, hinting at a detrimental effect working through physical and social capital rather than education.  相似文献

Soon after India attained its independence from British colonial administration in 1947 the Nagas started waging an armed conflict against India to establish a sovereign independent state in Nagaland in the country's Northeast region. The conflict is today one of the world's longer running and little known armed conflicts. India's central government has tried unsuccessfully to tackle the problem through political reconciliation, use of force, and several development measures. Over the years, it has also undergone several changes in which the situation of conflict deepened whenever India's central government intervened. And yet, the road ahead also faces severe challenges because the demand for bringing the Nagas of India together into a single political entity will not go unchallenged from other ethnic groups. Moreover, a bitter leadership battle divides the Naga rebels and hence any future agreement is likely to be difficult due to factional politics as have happened in the past. Thus one way to satisfy the aspirations of different ethnic groups while protecting the boundaries of the existing states in India is to explore the option of cultural autonomy. This idea is not entirely new, but has lost significance over the years.  相似文献

This article examines military expenditure and defence policy in Norway from 1970 to 2013. Until 1990 Norwegian military expenditure remained between 2.5 and 3.0 per cent of Gross Domestic Product (GDP). Despite constant GDP shares, the military expenditure could not sustain a large and properly armed mobilization army. The constant nominal defence budgets of the 1990s accentuated the Norwegian Armed Forces' underlying imbalance between tasks, structure and budget. Around year 2000, large organizational reforms were effectuated, in which costs, the number of man-years, and underlying imbalances between tasks, structure and budget were reduced. Military expenditure increased in nominal terms between 2003 and 2013, while real military expenditure remained practically constant.  相似文献

Since the signing of the 1997 Mine Ban Treaty in Ottawa, considerable attention has been given to the problem of uncleared landmines around the world and the thousands of casualties they cause each year. Yet, in all the literature produced on this subject to date, and discussions of the problem in various international fora, mention is rarely made of Burma. This is despite the fact that anti-personnel (AP) landmines have been, and still are, being manufactured and laid in large numbers in that country, with serious consequences for both combatants and non-combatants alike. Neither the Burmese armed forces (known as the Tatmadaw), nor the country's numerous armed insurgent groups, have shown any sign of restricting their use of these weapons. To the contrary, in recent years the use of AP landmines by both sides has significantly increased, making them a major feature of armed conflict in Burma and exacerbating a problem which threatens to haunt that country and its neighbours for years to come.  相似文献

The South African Defence Review 2014 is the country's new defence policy. The Review, which is expected to steer South African defence policymaking for the next few decades, discusses in detail the role of the South African National Defence Force (SANDF) in peace missions in Africa and proposes the direct involvement of the country's soldiers in both military and civilian tasks, from peacekeeping to humanitarian assistance, post-conflict reconstruction and development. This paper contains a critical review of the Review with regard to South Africa's envisaged contribution to regional and continental peace and stability. It is argued that humanitarian assistance and post-conflict reconstruction should not be securitised and that the SANDF should only be tasked with peacekeeping and the establishment of stability and security in fragile in-conflict and post-conflict settings. The humanitarian work should be left to humanitarian and aid agencies, while reconstruction and development should be left to organisations such as the New Partnership for Africa's Development, continental and international development organisations, and local actors.  相似文献

This article looks at the Kashmir conflict in South Asia, which has been going on since 1947, when India and Pakistan became independent from British colonial rule. After looking at some historical background, the article looks at both the external dimension as well as the internal dimension of the conflict. The external dimension tends to focus on Indo-Pak relations over Kashmir and the internal dimension looks at India's repressive state policies within the state of Kashmir. This article uses Mary Kaldor's “New War” thesis as a theoretical framework to understand the situation and pays special attention to the conflict's very complex and multifaceted nature. The article argues that although the levels of violence have differed from time to time in the region since 1947, today the conflict seems to have less to do with Indo-Pak relations or the external side of things and has more to do with the internal dimension and India's undemocratic ways within Kashmir. Today, Kashmir is one of the most militarised conflict zones in the world. The stationing of the Indian military and paramilitary forces in the region has only exacerbated the situation since it is the security personnel who cause much of the problem. The Armed Forces Special Powers Act gives these security forces extraordinary powers in the region, which they often abuse. The armed forces have no real understanding of the local culture or sympathy for local religious sentiments. Poverty, corruption, administrative failure, police brutality, identity politics and human rights abuses are some of the key features associated with this conflict. Methodologically, a number of interviews were carried out with the local people in the region recently. From the data gathered through the interviews, it is very obvious that the people still feel very oppressed and that the situation is still very volatile, fraught with uncertainty. Finally, after making an assessment of the situation, the article tries to suggest methods of peaceful building and conflict management as the way forward.  相似文献

This paper models transnational terrorism as a three‐way strategic interaction involving a government that faces armed opposition at home, which may spill over in the form of acts of terrorism by the state's opponents against the government's external sponsor. The external sponsor also utilises deterrence against potential terrorists, which only lowers terrorism if terrorists are not intrinsically motivated by a deep‐seated sense of humiliation. The model highlights the importance of intrinsic motivation. A rise in the external power's preference for deterrence against terrorism may backfire in these circumstances. Increases in the government's military efficiency against the rebels, who are also terrorists against the government's sponsor, raises overall levels of violence.  相似文献

Since 2004, the Indian government has described the country's Maoist insurgency as a grave threat to domestic security. A study of the sustaining dynamics behind Maoist violence suggests that the rebels are growing operationally stronger due to profits derived from organized crime. Having built up a parasitic economy that operates within the boundaries of nominal state control, they are proceeding to undermine that same control. In effect, the Maoists have assumed characteristics of a Mafia group. With India's economic growth having surged in recent years, their ability to finance aggressive operations and consolidate their subversive infrastructure has increased correspondingly.  相似文献

Abstract

After nearly four years of civil war, Libya continues to be described as an ‘ungoverned space’ where the collapse of state institutions reignited tribal, political, religious and ideological tensions. These accounts, however, obscure Libya’s complex subnational governance, and the role of non-state armed groups in shaping the emerging political orders. By contrast, we contend that distinct subnational political orders have emerged in Libya since 2014 in which actors engage in state-making practices driven by local interests. Using empirical evidence to explore the activity of non-state armed groups during the Libyan civil conflict, we highlight that the local conflict environments in eastern, western and southern Libya provide specific incentives that shape the process of armed group splintering and patterns of violence. The findings demonstrate that claims to authority and notions of statehood extend far beyond the state whereby governance relations are negotiated between state and non-state actors. Conflict patterns, (in)stability and the prevailing political order are therefore conditional on the nature of the dominant actor, their strategies and modes of violence within their areas of influence. Through this analysis, the paper provides a more granular understanding of the local political dynamics that drive violence in Libya and civil wars more generally.  相似文献

Abstract

This article provides a critical review of ‘rebel-to-party transformation’ scholarship. It shows how three flawed assumptions have underpinned much of the literature: (1) an ideal-typical differentiation between rebel group and political party as distinct by their use or rejection of violence; (2) the analysis of armed conflict as breakdown of ‘normal’ politics, and the study of ‘rebel-to-party conversions’ as a gradual, natural shift from violence back to politics; (3) a failure to integrate the study of rebel legacies into an examination of broader authoritarian legacies. These assumptions have clouded our understanding of politico-military organizations in conflict-torn societies, which combine social protest, armed rebellion, political violence, and party politics throughout their history. Drawing on the ‘no peace, no war’ and ‘armed politics’ paradigms, this article revisits these assumptions through the case of Burundi.  相似文献

This chapter discusses the impact Provincial Reconstruction Teams (PRTs) have on the security situation in Afghanistan, specifically in countering the terrorist threat and in counter-narcotics.

The Afghan people define the lack of security as their country's greatest problem. The terrorist activities of groups opposed to the central government and the political process compounded by violence related to the opium trade are seen as the main sources of insecurity. The authors argue that, currently, PRTs should not assume active counterterrorism as an additional main area of operation. The complexity of Afghanistan's security environment and the pressure to have PRTs involved in the counter-narcotics effort underscore the necessity of local knowledge and experience in the PRTs. Participation of indigenous actors, such as NGOs, in the PRT-organisational structure could provide this required expertise.  相似文献

We outline the country's defence policy in historical context, examine its current defence expenditure and capabilities, and document the genesis of recent major changes in security policy. The aim of this article is to consider how Algeria's most prized achievement and treasured memory – the FLN's victory over the French in the war of liberation – has helped stimulate and sustain the violence that has blighted the country since independence. It argues that successive governments have propagated a legend of the war that encourages and legitimises rebellion and armed resistance. By celebrating the actions and achievements of a committed band of revolutionaries they have established a precedent whereby it is every citizen's duty to oppose and resist an unjust government. Time and again therefore, insurgent groups like the FFS, MIA, and AIS have justified their actions and won popular support by portraying themselves as the early FLN's natural heir.  相似文献

This article examines the Ottoman military's escalatory response to violence and frames the Armenian insurrection of 1915 in the historical context of contemporary early twentieth-century counterinsurgency campaigns. A case study is presented, from a military historian's perspective, of counterinsurgency operations conducted by the Ottoman Army's 41st Infantry Division against Armenian insurgents on Musa Da? (Musa Dagh) in an operational area south of Iskenderun (Alexandretta). In this particular operational area, it appears that the modern label which most closely approximates what happened there is ethnic cleansing. Finally, the article concludes with an objective assessment of the effectiveness of the Ottoman Army's counterinsurgency operations.  相似文献

This data study provides the first comprehensive empirical overview of organised violence across the Shia and Sunni Muslim divide, 1989–2017. We present a conceptual framework of sectarian dimensions of armed conflicts: sectarian identities; sectarian ideologies; and sectarian alliances. Our analysis demonstrates the extent to which organised violence has been fought across the Shia-Sunni divide. We also explore the sectarian identity dimension in non-state armed conflicts and one-sided violence. Overall, our study shows that most of the organised violence across the Shia-Sunni divide is driven by states, rebel groups, and militias, rather than communities.  相似文献

On 7 July 1999, the government of Sierra Leone and the Revolutionary United Front (RUF) signed the Lomé Peace Agreement to end the civil war. A central component of this agreement called for the RUF to disarm. A year later, the RUF leader, Foday Sankoh, was in custody and the future of the peace accord in grave doubt. Far from disarming, all parties have been rearming at an alarming rate, in contravention of a 1997 UN arms embargo and despite a regional moratorium on the production, procurement and sale of small arms and light weapons. The political and security situation remains extremely fragile. This article explores the ease with which small arms and light weapons can be obtained, and questions the efficacy of existing armament and disarmament policies. Given the availability of arms, the weakness of the current government, the relative strength of the RUF, and the fluidity of alliances among the country's armed groups, the likelihood of continued conflict in Sierra Leone is great.  相似文献

Abstract

A tremendous amount of important work has been done recently on operationalising the protection of civilians as a military task. The bulk of the discussion has focused on how militaries should respond to direct attacks on civilians. This is an important issue, but thinking about civilian protection should also include a serious examination of the ways in which the approach of military organisations to the problem of ‘spoiler’ groups can affect the level and dynamics of attacks on civilians – importantly, where armed groups are interested in violent control of civilian populations, attempts to ‘dislodge’ them from areas of control may substantially increase the level of violence against civilians (beyond the dangers to be expected from being near areas where active fighting is taking place). In 2009, the United Nations mission in the Democratic Republic of Congo (MONUC) supported the Congolese military in operations to dismantle the Hutu-dominated FDLR (Forces Démocratiques de Libération du Rwanda, Democratic Forces for the Liberation of Rwanda) militia group, at massive human cost. Critics have primarily focused on MONUC's failure to protect civilians from direct attack, consonant with the general discourse on tactics for civilian protection. These criticisms are valid, but in this paper I argue that two crucial additional considerations should be kept in mind: the way that military operations can affect violence against civilians, and the way that moralising the approach to armed groups, even those which have committed serious abuses, can limit military and political options – potentially in ways that increase civilian risk in the name of protecting them.  相似文献

Several countries have used coercive diplomacy to dissuade sponsor-states from supporting non-state armed groups. This study argues that when a sponsor-state and a non-state armed group's common identity creates common aspirations and motives, coercive diplomacy towards the sponsor-state is unlikely to succeed in the long-term. To assess its efficacy, this research examines Turkey's strategy towards Syria in 1998 and in northern Iraq from 2007 onwards. Under the abovementioned conditions, it concludes that there has been no conclusive evidence for Turkey's assumption that its approach would succeed; therefore, it should utilise alternative strategies to coercive diplomacy.  相似文献
