This paper reviews recent developments among African regional organisations in undertaking peacekeeping operations, as well as in preparing for future missions. It focuses on those that have been the most active: the Organisation of African Unity/African Union, the Economic Community of West African States and the Southern African Development Community. The paper goes on to briefly describe and analyse the activities of the French, UK, and US capacity-building programmes designed to develop African peacekeeping capacities. The author then identifies some specific concerns and recommends actions to help meet today's challenges. The paper concludes with a short analysis of African organisations' capacities and proclivities to provide a peacekeeping force for Sudan.  相似文献

It is generally understood that conflict can contribute to the spread of disease. This paper explains the reverse: how disease, as an accelerating factor, can result in serious conflict. While not a cause of war itself, HIV/AIDS exacerbates existing tensions: social, ethnic and political. Political constituencies concerned about HIV/AIDS will become frustrated if the state's leadership does not meet their demands. The demand for medical treatment of the disease is certain to exceed supply in all Southern African states. Projects to treat the disease are small and access is limited. The criteria for access, both real and perceived, will play a critical role in determining the level of conflict and disruption that HIV/AIDS will cause.  相似文献

This paper argues that the crisis of electoral democracy in Zimbabwe and Cote d'Ivoire is a result of underlying structural and institutional deficiencies within national and regional multinational institutions. It assesses the extent to which they have been ‘enablers’ or ‘spoilers’ of electoral-based transitions to democracy. Yet it avoids generalisations of the security sector's involvement in political transitions. In terms of structure, the paper is divided into four sections. Section one will briefly discuss the theoretical perspectives of the election-democracy trajectory. It argues that although elections are a major variable for democracy, unless the ‘ecology of elections’ is conducive, elections may not be an instrument of transition to democracy. The second section analyses the militarisation of politics and the role of the security sector in aiding or stalling democratisation. Section three will assess the role of regional organisations such as the Southern African Development Community, Economic Community of West African States and the African Union in electoral-based political transitions in Africa. Lastly, the paper will discuss how the security sector and multinational African institutions can aid political transitions to democracy in troubled African countries.  相似文献

With the end of the Cold War and apartheid, a process of demilitarisation and dramatic cuts in military spending has marked the transition to democracy in South Africa. Between 1989 and 1997 the South African defence budget was cut by more than 50% in real terms, with most of the cuts coming from the procurement budget, which was cut by nearly 70% in real terms during the same period. These cuts have had a significant impact on the country's defence industrial base. However, there has been surprisingly little research on the changes to defence companies that have taken place since the late 1980s. This paper makes a start at rectifying that deficiency by providing an analysis of the restructuring of the major defence‐dependent companies over the period 1988–97. It uses a number of financial ratios and other measures of corporate performance to compare their experience with non‐defence companies in the rest of the South African economy during the same period.  相似文献

The drivers of HIV/AIDS in the South African Police Service (SAPS) and impact of the disease on this workforce are neglected areas of research. Existing evidence suggests that while the occupational risk for contracting HIV is low, there are factors associated with the profession that, if left unmanaged, place police officers at risk of contracting HIV. This study's two aims are to identify the potential pathways of HIV infection within policing services and determine the probable impact of HIV/AIDS on SAPS. Through a systematic literature review on HIV/AIDS within police services, and by analysing selected SAPS human resource data, the causal pathways and impact of HIV/AIDS on police services are explored. The study finds that police officers (particularly male officers) are likely to be highly susceptible to HIV infection as a result of risky sexual behaviours born out of occupational characteristics such as high levels of stress, difficult working conditions, living away from home and interactions with sex workers. The problem is exacerbated by the ‘macho’ culture that often prevails among police officers. HIV/AIDS interventions within SAPS must focus on sustained behaviour change. Further, HIV programmes must equip officers with the knowledge and awareness to avoid engaging in high-risk sexual practices that may compromise their health and the effectiveness of the policing service.  相似文献

Since achieving political independence African countries have been involved in policies of regional co-operation and integration. Africa's leaders see regional integration as a way to harness resources collectively, to penetrate global markets and to attract foreign direct investment. The experience of African undertaking suggests, however, that regional co-operation has faced many obstacles and that co-operation arrangements in future will not be easy. Importantly, regional co-operation in Southern Africa raises issues of loyalties, resource availability, duplication of efforts and competition. Added to this is the aspect of globalisation, which is creating new economic challenges as well as new opportunities for regional integration.  相似文献

Firearms have played a significant role in exacerbating invidious forms of violence in Papua New Guinea. Victimisation rates in the National Capital District (NCD) are amongst the highest in the world. Port Moresby, the country's largest and fastest growing urban centre, accounts for some 34 per cent of all nationally reported crimes, despite accounting for only 5 per cent of the country's population. The Southern Highlands Province (SHP) is also rife with violent armed conflict. This feature reports on the findings from an armed violence assessment administered in NCD and SHP by the Small Arms Survey with support from the United Nations Development Programme (UNDP). This assessment yields a number of critical and counter-intuitive findings that take issue with the conventional wisdom concerning armed violence in Papua New Guinea and should influence prospective interventions to mitigate insecurity and reduce arms availability and demand.  相似文献

Semper aliquid novi Africa affert’ (out of Africa this is always something new) wrote the Roman scholar Pliny the Elder, and that has been all too true of catastrophe and misery in modern times. Yet despite Africa's problems, the continent also offers many examples of humankind's most commendable achievements. This is one such story. It is the account of the successful struggle by a small but well disciplined and well led African army to protect a vital national resource, a role performed with dedication and consistent success since 1987. The fight against poaching in Botswana is a peculiar form of low-intensity conflict that poses significant political, operational and technical challenges. This article identifies some of those challenges and notes how the Botswana Defence Force overcame them, providing an example that may profitably be emulated elsewhere. The article also calls attention to evolution of military roles and missions in reaction to the novel threats of post the Cold War world.  相似文献

After inconclusive elections in 2012, Lesotho had a coalition government for the first time, made up of three political parties that had a narrow majority in parliament. The new government, however, faced several challenges, some of which were of its own making. The agreement among the three parties was to literally divide the government into three parts, leading to a continuous stalemate in its operation; the most serious consequence was the prorogation of parliament and the resultant attempted coup. The flight of the prime minister to South Africa and his return under a Southern African Development Community (SADC) security detail provided a short-term solution to Lesotho's security crisis. Under Cyril Ramaphosa's mediation, the prorogued parliament was conditionally opened and the election date set for 28 February 2015. However, the security dilemma – whereby the prime minister, who is also minister of defence, has no control over the military – remains. When elections are held, there does not seem to be a guarantee that they will be held in peace; moreover, there are now fears that the losers will not accept the results of the elections because of the security vacuum in Lesotho. This article argues that peace can only be salvaged by enhanced SADC security before, during and after the elections. It argues that the SADC mission should remain beyond the elections to oversee the constitutional changes that are necessary for ensuring long-term stability. On their own, Lesotho politicians are unlikely to be able to work together in order to move the country forward.  相似文献

The South African Defence Review 2014 is the country's new defence policy. The Review, which is expected to steer South African defence policymaking for the next few decades, discusses in detail the role of the South African National Defence Force (SANDF) in peace missions in Africa and proposes the direct involvement of the country's soldiers in both military and civilian tasks, from peacekeeping to humanitarian assistance, post-conflict reconstruction and development. This paper contains a critical review of the Review with regard to South Africa's envisaged contribution to regional and continental peace and stability. It is argued that humanitarian assistance and post-conflict reconstruction should not be securitised and that the SANDF should only be tasked with peacekeeping and the establishment of stability and security in fragile in-conflict and post-conflict settings. The humanitarian work should be left to humanitarian and aid agencies, while reconstruction and development should be left to organisations such as the New Partnership for Africa's Development, continental and international development organisations, and local actors.  相似文献

This article outlines some of the pressing causes of war that have plagued Africa since independence. Wars in Africa are unique in some respects because of the particular history of the African continent. However, a close look at the wars in Africa today reveal many contradictions. Whereas many other continents have progressed since their struggle for independence, African communities are still encumbered with large-scale conflicts. Many causes have been suggested for this dire state: greed, extreme ethnic diversity, and colonialism but the solutions to conflict remain stubbornly out of reach. Despite being well-endowed with natural resources, Africa remains the poorest and the most politically unstable region in the world. A comprehensive understanding of Africa depends on understanding these contradictions.  相似文献

The mandate to promote human rights in Africa is a challenging one and the African Commission on Human and Peoples' Rights, whose mandate it is, will have to use partnerships, such as NEPAD and other supportive multilateral institutions to fulfil it. The African human rights enforcement mechanism can only be as strong as the African peoples themselves make it. This paper examines the African Commission on Human and Peoples' Rights and looks at the role of the Commission in the New African dispensation following the adopting of the Constitutive Act of the African Union and the adoption of the New Partnership for African Development (NEPAD).  相似文献

The Author, a former Vice‐President and Minister of Government and Justice in Panama, describes the demilitarization process in his country since 1989. A historical summary traces militarization up to the fall of General Noriega and his Panamanian Defense Forces. The factors and stages in demilitarizing the latter back to a civilian police force are described together with the personnel, financial and educational policies implemented. The successful prosecution of money laundering-related cases in Southern Africa is by no means rich. No single country can report more than ten such prosecutions. Yet there is acknowledgement all round that economic crime, especially in its organised form, is of significant magnitude in key areas that are logically and empirically associated with money laundering. Law enforcement agencies, some of which have been established in the last 12 months, are under pressure to give value for money both in terms of reducing the incidence of money laundering and of combating underlying criminal activities from which proceeds are derived. This article discusses dealings with the proceeds of market-based economic crimes encountered in Southern African countries and looks at how authorities have responded to these crimes.  相似文献

The creation of an African Capacity for Immediate Response to Crisis (ACIRC) is a sign of Africa's willingness to take its destiny into its own hands. Presented as a reaction to the slowness of the development of the African Standby Force (ASF), it is also a response to some of the ASF's conceptual weaknesses. This decision reflects a wish to establish an instrument better equipped to deal with the challenges Africa is facing. Departing from the (sub)regional logic of the ASF results from a desire to take into account the transnational nature of threats, while its enlarged mandate is meant to offer Africa the capacity to intervene in all kinds of conflicts, including by undertaking peace enforcement activities. But the obstacles on the road towards the actual creation and mobilisation of this capacity should not be underestimated. These include material difficulties, but also political tensions, between ‘small’ and ‘big’ states as well as between the African Union and subregional organisations. The risk then is high that the ACIRC, whose announcement came as a reaction to France's intervention in Mali, ends up joining the ranks of the many ‘anti-imperialist’ phantoms haunting the history of the Organization of African Unity/African Union (OAU/AU). Confronted by events considered ‘neocolonial’ initiatives, African actors have indeed traditionally reacted by launching grand projects that never got off the ground. However, by actually establishing this new instrument, they may also demonstrate that times have definitively changed.  相似文献

South Africa's military has, since the First World War, been an oft-used and effective tool in the conduct of South African foreign policy, but this role has not always translated into power for Defence Department principals in its formulation. South African Defence Ministers for most of the country's history have played a minor role in the making of foreign policy; despite a change in this dynamic between approximately 1975–1990, the post-apartheid era has once again seen a diminishment of Defence's power in this arena. This article examines why Defence Ministers have generally been such weak players, with an eye toward disaggregating whether this was a product of interpersonal relationships with Cabinet and – most importantly – the Head of State, or whether this influence (or lack thereof) was more a function of South Africa's international standing. While determining who has influence on this process is difficult given the primacy of the national leader in making foreign policy and a lack of insider accounts by participants in the process, this article relies upon several interviews with participants and knowledgeable observers that help illuminate the process and Defence's role in it.  相似文献

This paper explores the contribution of the African Union (AU) to human security promotion in Africa. It contends that human security concerns informed the formation of the AU. Through the efforts of the AU Commission, the African ruling elite and policy-makers have become aware of human security doctrines. Human security ideas have been integrated into AU binding agreements, declarations, decisions and policies. The commission is now in the difficult, yet most important, phase of trying to persuade significant numbers of the African ruling elite and civil society to accept human security as a guiding principle and the desirable norm. Through the African Citizens' Directorate (CIDO), the commission is using indigenous African civil society groups to institutionalise human security doctrines in Africa. The commission faces serious challenges in its efforts to make human security the only security norm. While member states of the AU that have never been comfortable with the introduction of human security doctrines into the continental integration project are tacitly undermining the CIDO's ability to work with civil society groups to institutionalise the doctrines in Africa, the leaders who enthusiastically supported the integration of human security doctrines into the documents and work of the AU have seemed in recent times to be less resolute in their support of AU Commission's human security work.  相似文献

In the wake of heightened media and political pressure about the Darfur humanitarian catastrophe, the African Union (AU) hurriedly deployed its monitors in Darfur, to be augmented later by a protection force to safeguard the monitors, albeit without adequate pre-deployment and logistic assessment. Without doubt, the Darfur crisis has become the AU's major preoccupation for the past year. The deployment of the African Mission in Sudan (AMIS) since June 2004 has presented many challenges to the AU and its partners. A restrictive mandate, inadequate troops to cover Darfur, serious operational, logistical and capacity shortfalls have combined in an inextricable way to present the AU's mission to some observers as spineless and ineffective. The UN and partners have acknowledged the lead role of the AU in Darfur, and have been very supportive with assistance in these critical deficient areas. How the AU will take advantage of this favourable environment and optimise the benefits from its partners will be crucial to its success in Darfur. The article emphasises the need for the AU to strengthen its capacity and expertise at all levels of command through technical cooperation and appropriate assistance from the UN and partners. The entire world is waiting to see how Africa delivers on this critical assignment.  相似文献

That West African criminal networks have contributed to the growth of organised crime in Southern Africa is clear. Though often remarked upon, these networks are seldom understood. This essay assesses the information available on how these groups, mainly Nigerian, have penetrated and operated in the region. Technology, mobile phone and the internet, for instance, as well as a reliance on close-knit ethnic groups enable networks to expand their illicit activities very rapidly and at the expense of national law enforcement agencies. Affected by economic decline in Nigeria and blaming that decline on the West, some Nigerian networks view their crimes as justifiable and legitimate business. South Africa, since the end of apartheid is the main focus but Mozambique, Zimbabwe, Angola and Namibia are important points in the chain. Drug trafficking, advance fee fraud, kidnapping, cheque and credit card fraud, stolen goods and trafficking in humans are all part of the repertoire.  相似文献
