Despite a generally valiant effort on the part of the United Nations (UN) since 1999 to bring peace and stability to the Democratic Republic of the Congo (DRC), the country continues to be destabilised by rebel forces. These armed movements pose a constant threat to the fragile transition in the DRC, and security in the country is continuously undermined. This article examines rebel forces in the DRC from two perspectives. Firstly, it examines such movements as a manifestation of sub-national terrorism. Secondly, it examines armed movements from the perspective of so-called ‘ungoverned spaces’. The view taken in this article supports the scholarly insight and argument that in countries such as the DRC, armed movements and militias are filling power vacuums that are the result of the inability and lack of military capacity of weak states to fight these movements effectively. Specifically, the eastern and north-eastern parts of the DRC have been major conflict zones where sub-national terrorists employ terror as a strategy. In this context, the DRC is severely affected by terrorism – a phenomenon in the DRC that is intimately linked to the failure to effect sustained development and to consolidate accountable and effective governance.  相似文献

The Ecuadorian state has long been absent from the regions along its northern border with Colombia. I argue that this lack of state presence has allowed non-state armed groups and criminal organizations space to not only operate from these areas, but also, to challenge and change the relationship between local populations and the Ecuadorian state. After reviewing theoretical approaches to concepts of changing security paradigms and ungoverned space, the article details the conditions that have allowed armed groups, specifically the FARC, to take advantage of the lack of state presence along Ecuador's northern border.  相似文献

The implications for African states of the recently created International Criminal Court should be carefully considered. There are far-reaching limitations placed on the ICC's jurisdictional scheme, both temporally as well as by the preconditions to the exercise of jurisdiction in the form of territoriality and nationality. The Court's powers may also be constrained out of deference to the grant of an internationally acceptable amnesty, and national courts may be constrained to recognise immunities from prosecution for high-ranking officials. These limitations need to be properly understood so that the ICC can be effectively utilised by African States to declare and act upon their commitment to the principle of individual criminal liability for those responsible for the most serious crimes.  相似文献

The article focuses on the interface between ethnicity and national security in Nigeria. It critically explores the negative mobilization of ethnicity in Nigeria's fourth republic, and how this has been shaping (and reshaping) the democratization process, particularly in the management of cooperation and conflict over contestations for power and other resources. The re-democratization of Nigeria in 1999 has been preceded with high expectations of meaningful reductions in the high level of insecurity witnessed under the long years of military suzerainty. However, this has not been the case. Rather, what is obtained is an increase in national insecurity on a much larger scale. This article argues that one of the banes of national security in the Nigerian state is ethnic politics, which continues to witness changes in context and character with grave consequences for the future of democracy. The central argument is that ethnicity has always been a major driver of politics and conflicts in Nigeria and the trend is not likely to change anytime soon.  相似文献

本文基于情绪安全感理论,探讨初中生情绪不安全感与攻击行为的关系,采用问卷调查的方式,对新疆某市区274名初中生进行调查。结果显示:①初三年级间接攻击水平显著高于初一年级(F=4.41,p<0.05);②初一、初二年级情绪不安全感水平显著高于初三年级(F=8.31,p<0.001);③初中生情绪不安全感与攻击行为之间存在显著正相关(r=0.32,p<0.01)。调查结果表明,降低初中生的情绪不安全感水平,有助于减少其攻击行为的发生。  相似文献

This study explores the correlates of perceived insecurity among the households in Pakistan. For this purpose, data from the third round of Pakistan Panel Household Survey are merged with terrorist incidents taken from Global Terrorism Database. The results illustrate that objective risk, signified by violence in the district of residence, and victimization play an important role in the formation of perceived insecurity. Moreover, males and residents of rural areas feel more insecure than females and urban residents, respectively. Furthermore, spatial variation in violence indicates that terrorist attacks in the first-order contiguous districts (i.e. the immediate neighbors) are also associated with subjective insecurity. These are crucial findings because behavioral changes, such as perceived insecurity, could force the households to make suboptimal investment decisions. More importantly, since changes in behavioral parameters may be highly persistent, this study cautions that violence in Pakistan may have potentially long-term impacts on social welfare.  相似文献

The commencement of opal mining in Ethiopia a decade ago has attracted the involvement of poor peasants, wealthy traders and traffickers. Although the academic and official literature on artisanal small-scale opal mining (ASOM) has primarily focused on the loss of wealth owing to a lack of skill and its traditional nature, this study explores the multidimensional insecurity that the discovery and mining of opal stones in the Delanta wereda of Wollo has brought about. This study contends that the ASOM industry has brought a new and previously unknown body of wealth to a society that is not used to the circulation of huge amounts of money in its narrow geography of commerce, engendering multidimensional insecurity. To make things worse, the network of patrimony and rentierism connecting locals with powerful people at the regional and federal level has given licence to illegal wealth extraction at the cost of exacerbating local insecurity. The qualitative data for the study was collected using interviews, focus group discussions, non-participant observations and document analyses at Delanta mining sites, the Wegel Tena town administration and Dessie city.  相似文献

Countries in transition often experience increased levels of crime, making their citizens vulnerable to the exploits of criminals. The lack of reliable statistics hampers the development of sound crime reduction strategies. This essay considers the value of victim surveys as additional sources of information to augment official police data. It presents the findings of such a survey undertaken in Dar es Salaam and compares them with findings obtained in similar surveys of Cape Town, Durban, Pretoria and Johannesburg. The information obtained in the survey conducted in Dar es Salaam provides valuable insights into crime rates and patterns. In comparing the results of the survey in Dar es Salaam, some interesting trends emerged around the theft of vehicle parts and vehicle theft, violent crimes, the levels of violence employed in burglaries and the use of weapons. The information gleaned from these surveys will go far in developing crime reduction strategies and measures that will be effective and appropriately targeted.  相似文献

This study contends that an analysis of the nexus between leadership and security offers useful insights into explaining conflict by stating that the conceptualisation of these argots, especially through the definition of leadership as a process, helps to explain and address Nigeria’s security challenges. By arguing that leaders’ ability to establish mutuality with their followers in any situation and set collectively-generated means for attaining these set goals for societal security, the study shows how such a relationship creates a secured state. This is not the case in Nigeria, where leaders’ security decisions are influenced by external actors rather than by their followers. By showing that the Nigerian ruling elite’s security agendas intersect with dominant global notions of security while neglecting genuine security interests of ordinary Nigerians, the study contextualises the complex global and local security interests in Nigeria. The lack of an intersection at home, however, has contributed to the emergence of extremists such as the Boko Haram sect, as well as the escalation of the acts of violence they perpetrate. As national insecurities become complex and intractable, ‘elegant’ or unilinear solutions – such as a military approach – lack the capacity to address these problems.  相似文献

ABSTRACT

Scholars have written extensively on the multiple roles and functions of female bodies. Their depictions in areas such as reproduction, sex, oppression and empowerment, peace and protest, weakness and strength, among others, have been examined through the ages. In addition, the objectification of female bodies in terms of rape, mutilation, forced pregnancy, physical assaults and forced labour within the domestic sphere and the society at large have been articulated. One notable gap in the literature in this regard has to do with a focus on the emerging trends in which armed groups are exploitatively engaging female bodies in their activities. This study, therefore, relies on interviews with Internally Displaced Persons (IDP) in Durumi and Lugbe camps, Abuja, two officials of Non-Governmental Organisations (NGOs) working with displaced persons in the selected camps, development partners, documents, and published sources to examine the diverse ways in which the Boko Haram group has objectified the female body (as objects of sexual gratification, procreation, propaganda and profile enhancement, care-giving and gatekeeping as well as weapons of suicide bombing) and the socio-cultural factors fuelling their actions toward females in the northeastern part of Nigeria.  相似文献

This article examines the recruitment and transportation of internally trafficked children from Benue State in the north-central geo-political zone of Nigeria to Oyo State in the south-western zone of Nigeria. The study is essentially qualitative: with the aid of the snowball sampling technique, in-depth interviews (IDIs) were conducted with drivers, employers and trafficking agents in two recipient communities in Ibadan. The findings show that human rights abuses manifest at the recruitment, transportation and destination phases. The human rights abuses include the recruitment of underage children for domestic work outside their immediate family environments; transportation under inhumane conditions; restriction of movement at traffickers' ‘warehouses’; non-disclosure of amount payable for the services of domestic servants by agents/traffickers; exclusion of domestic servants in wage negotiations; and violence by employers. In view of these, there is a need for the National Agency for the Prohibition of Trafficking in Persons to strengthen its internal trafficking campaign.  相似文献

This article details the history and philosophy behind major changes in police tradition and organisation in Nigeria in 1955. Women in the Nigeria Police Force (NPF), influenced by their background as enforcers of societal norms, developed a type of social-work-oriented policing. Using primary and secondary sources of historical information, this article discusses the origin of women in the NPF, the specialised role of women in police work, and the changes that have been effected in the roles and functions of women in policing in Nigeria. Situated within the conceptual frameworks of patriarchy and gender, this article argues that gender biases impeded the incorporation of women into the police and, when eventually introduced, gender limitations constrained their roles, operations and activities.  相似文献

Though laws have been enacted in different parts of Nigeria to address some aspects of gender-based violence, domestic violence persists with serious consequences for social and economic development. Nigeria has not enacted specific domestic law that is applicable throughout the federation, despite the United Nations mandate to all countries to adopt and enforce such laws by 2015. This article examines the causes and nature of domestic violence in Nigeria, and the legal reform needed to address the situation. In addition to library sources, the study used focus group discussions and individual interviews (involving the general population, key informants, legislators and traditional rulers) to discover that enacting specific national domestic violence legislation is necessary to address the problem in Nigeria, but enacting laws alone is not a magic bullet.  相似文献

This paper reviews recent developments among African regional organisations in undertaking peacekeeping operations, as well as in preparing for future missions. It focuses on those that have been the most active: the Organisation of African Unity/African Union, the Economic Community of West African States and the Southern African Development Community. The paper goes on to briefly describe and analyse the activities of the French, UK, and US capacity-building programmes designed to develop African peacekeeping capacities. The author then identifies some specific concerns and recommends actions to help meet today's challenges. The paper concludes with a short analysis of African organisations' capacities and proclivities to provide a peacekeeping force for Sudan.  相似文献

This paper explores the circumstances around the enactment of new anti-homosexual legislation in Nigeria and Uganda, examining five categories of insecurity faced by lesbian, gay, bisexual, and transgender (LGBT) people in the context of these laws: physical violence; extortion and blackmail; arbitrary arrest and detention; displacement from home; and loss of work.  相似文献

The provisions of the 1999 Constitution, which recognises the existence of a single police force and forbids parallel police organisations, have oftentimes generated controversies among actors in the Nigerian federal polity. Rising insecurity precipitates lingering questions on the utility and adequacy of a single, highly centralised and centrally controlled police force given Nigeria’s geographic vastness and demographic diversity. Conversely, arguments have also dwelt on the dangers of fragmentation considering Nigeria’s psychosocial, economic and political nature. This article attempts to balance these arguments by analysing policing and the operations of the Nigeria Police Force (NPF) through the lens of the subsidiarity principle. Subsidiarity is a governance principle in federations, captured in the founding documents of the European Union (EU), which prescribes that governmental powers, authorities and duties should be held by the tier that can best perform them equitably, efficiently, effectively, suitably and based on interest and need. Drawing largely on interviews with purposively selected police scholars, political actors, civil society organisations and police personnel, the paper contends that this principle offers a pragmatic solution to the perennial problems of intergovernmental frictions on the use of the police within the context of governance in the Nigerian federation.  相似文献

Abstract

The emergence of the Islamic sect, Boko Haram, and its transformation into a terrorist organisation has dominated recent discourse in the fields of political science and security studies, both within and without the socio-politico enclave known as Nigeria. Much of the discussion has centred on the extra-judicial execution of its founder, Mohammed Yusuf, which purportedly intensified the radicalisation of the group, and whether or not the sect receives operational and/or financial support from foreign terrorist associations. The interest of others has been to forecast the possibility of the internationalisation of the group's activities. This paper aligns with those whose interest is to identify and proffer ways of resolving factors that predisposed the Nigerian state to the levels of violence perpetrated by Boko Haram, with a view to averting much greater crises in the future. It adopts some historicism in demonstrating that the responsibility for the deepening insecurity in the country resides in the Nigerian state structure, which has often been seen as willing to sacrifice the well-being of the many for the benefit of a few. On the whole, the paper utilises state fragility as the framework of analysis by identifying the incapacity of the state in effective service delivery, which has as a result created a situation of mass unemployment and extreme poverty that has fanned the Boko Haram uprising. It concludes that a sustainable solution to the crisis lies in addressing the root causes of inequality, unemployment and poverty, with which most Nigerians, particularly in the north, subsist.  相似文献

ABSTRACT

This article discusses the shortcomings of the “de-radicalization doctrine” in sub-Saharan Africa. The issues raised are illustrated by the war against Boko Haram, which involves Nigeria, Niger, Chad and Cameroon. Relying on interviews with security officers, insurgents, civil servants, displaced people, humanitarian workers and Muslim and Christian clerics in Nigeria, Niger and Chad since 2005, the investigation shows that the four states focused on repression rather than demobilisation programs in prison or outdoors. The Boko Haram crisis is mainly a story of mismanagement. The article thus challenges the assumptions of the “de-radicalization doctrine” in Muslim Africa South of the Sahara. First, attempts to de-radicalize jihadi terrorists tend to focus too much on religious fanaticism and the exegesis of the Quran. Secondly, they are neither feasible nor efficient. Finally, they obscure priorities that are more important to counter extremism and demobilize insurgents.  相似文献

ABSTRACT

The paper explores connections between corruption and military effectiveness. It positions efforts to defeat Boko Haram in Nigeria within the doorstep of governance challenges. The empirical evidence has documented how the ebb and flow of corruption affected the effectiveness of military responses to defeat Boko Haram. The findings reveal that corruption in the defence sector weakened the military’s capacity to respond to security threats swiftly. However, efforts to address corruption positively led to enhanced military capacity, leading to a temporary victory.  相似文献
