This essay traces the image of Germany that emerges from the reports of Colonel Frederick Trench (1857–1942), British military attache in Berlin from 1906 to 1910. At this time, the British Army possessed only the most limited intelligence‐gathering apparatus and had to rely heavily on the reports of military attaches for information about their continental rivals. Trench, who believed that Germany planned to wage war against Britain and said so categorically in his reports, was the main source of data on the German Army. From the limited surviving records of who read these reports and how they responded to them, this essay posits that Trench's views contributed to the growing British perception of a German threat, a perception that did much to influence British strategic planning in this period.  相似文献

Abstract

How does morale relate to tactical and operational failure? Is it a cause or an effect? Using the Italian Army at Caporetto as a case study, this article explores the cyclical relationship between battlefield performance and morale. Combining quantitative analysis of army statistics with qualitative analysis of various official and private sources, this article analyses morale before the battle and during its opening phase. Italian morale appears surprisingly resilient and decisions to surrender or desert frequently relied on objective assessment of events rather than demoralisation. In this case it was battlefield defeat which turned disaffection into a full- scale morale crisis.  相似文献

Tactical learning is critical to battlefield success, especially in a counterinsurgency. This article tests the existing model of military adaption against a ‘most-likely’ case: the British Army’s counterinsurgency in the Southern Cameroons (1960–61). Despite meeting all preconditions thought to enable adaptation – decentralization, leadership turnover, supportive leadership, poor organizational memory, feedback loops, and a clear threat – the British still failed to adapt. Archival evidence suggests politicians subverted bottom-up adaptation, because winning came at too high a price in terms of Britain’s broader strategic imperatives. Our finding identifies an important gap in the extant adaptation literature: it ignores politics.  相似文献

Historians have noted that both German and French war preparation in 1914 fell victim to the inadequacies of traditional threat-based planning: vulnerability to ‘threat deception’ which caused each to underestimate or mischaracterize the threat; a tendency to ‘mirror-image’ by fitting intelligence into preconceived notions of how the enemy was expected to behave; and ‘group think’ that discouraged a serious consideration of alternative scenarios. This article applies the ‘Balance of Power Paradox’ to explain why, at the dawn of the twentieth century, war planning in both Germany and France was driven by an acute sense of weakness which encouraged each side to fashion highly ‘risk acceptant’ strategies. In particular, he examines why and how French commander-in-chief General Joseph Joffre evolved and rationalized his audacious, and disastrous, Plan XVII to leverage French weaknesses and prevent the stronger German Army from bringing the full weight of its military strength to bear against France. The potential implication of this historical vignette is that leaders, and by extension military planners, of both strong and weak states focus on the constraints faced by their opponents, and assume that they can avoid the limitations of their position, while their opponent cannot.  相似文献

This article outlines the controversy surrounding the thesis advanced by Terence Zuber that there never was a Schlieffen Plan and that German war planning in 1914, far from having the aggressive edge that historians have attributed to it for decades, was in fact designed to deal with a Franco-Russian attack on Germany. In addition to reviewing the debate precipitated by Zuber's thesis, this article also takes a closer look at how Germany prepared for war in the years 1906–14, and particularly how it ended up embarking on that war in August 1914. Such an investigation of German war planning, with particular emphasis on the war plans of the younger Moltke, will serve as a critique of Zuber's controversial thesis, and it will be shown that while Zuber maintains that there never was a Schlieffen Plan, Schlieffen, Moltke and their contemporaries were certain that such a plan existed. In 1914, Moltke did not shrink from implementing his own version of Schlieffen's strategic thinking when war broke out.  相似文献

This article aims to review some of the key lessons learnt by the Royal Ulster Constabulary's (RUC) Special Branch in the 37 years of the troubles in Northern Ireland. Above all counter-terrorism is an intelligence led operation and Special Branch are the key agency for this in all UK police forces, who have now benefited enormously from the expertise that the RUC's Special Branch built up over the years and have passed on to their colleagues throughout the UK. Intelligence is more often than not a human role and relies on human agencies, which was the case in Northern Ireland. The bulk of intelligence gathering was carried out at quite low levels although the sifting and analysing of it became a more specialist skill. Electronic intelligence and computerised systems were often quite low down in the order of priorities and uses, which tends to confound popular impressions. Agents, informers and good old fashioned ‘coppers’ who knew their patch were much more important both in terms of gathering information and in terms of undermining the terrorists morale from within and it was these factors that fundamentally defeated the IRA in Northern Ireland.  相似文献

This article compares the philosophy and practice of command in the British and US Armies during the Italian Campaign of 1943–44. It assesses pre-war influences on the command approach adopted by each army, and shows how refinements derived from wartime experience enabled British and American commanders to successfully utilise mission command principles to outfight the German Army in the latter years of World War II. This examination directly challenges the historical consensus that Allied commanders were disadvantaged by an inability to exploit the advantages of mission command, and that the German Army retained superior command practices, despite its other failings, throughout the fighting between 1939 and 1945. These conclusions hold additional relevance to modern military organisations which have emphasised mission command as the optimal solution to effective command in battle since the 1980s, but from an inaccurate understanding of German, British and American command traditions and experience that persists to this day.  相似文献

The period from December 1940 through to the spring of 1941 saw the British Army win a series of rapid and decisive victories over Italian and Vichy French forces in North and East Africa and the Middle East. A key feature of these operations was the extensive British use of fast-moving all-arms mobile formations utilising superior speed and mobility to out-manoeuvre considerably larger Italian formations. A number of reasons have been given for the British Army adopting this mode of warfare, but the paper contends that the best explanation is that they were an organic evolution from methods used by the British Army in ‘small wars’ throughout the early twentieth century, use of mobile ‘frontier columns’ at the operational and tactical level of war being described and recommended by Callwell himself and visible with the Army in practice in operations in India and the Middle East in particular. The inter-war period saw the combination of this model of warfare with post-First World War military technology, notably tanks, close air support and coordination by wireless. Colonial operations in this period also saw some utilisation of what would later be identified as ‘Special Forces’ – also used extensively in the Desert War – the most obvious example being Captain Orde Wingate's Special Night Squads in Palestine in 1938.  相似文献

Much intellectual effort in the post‐Cold War US Army has been put into examinations of how best to conduct MOOTW and urban warfare. One of the main problems for the Army in this respect is the fact that these operations require a good deal of initiative to be displayed by troops at the lowest command levels. This has not normally been forthcoming. There is, in the Army, a ‘zero‐defects’ culture that is stymying the necessary initiative. Only when this culture has been properly appreciated and tackled will the Army that has proved itself so adept at the ‘big war’ be able to conclusively tackle the ‘small war’.  相似文献

The revival of nuclear strategy in US policy and scholarship has been strengthened by arguments that the ‘nuclear revolution’ – the assumption that thermonuclear bombs and missiles had made major war too dangerous to wage – does not affect international behaviour as much as nuclear revolution advocates claim. This article shows that the Soviet leader Nikita Khrushchev indeed regarded nuclear war as too dangerous to wage, a decision which manifested itself not so much in foreign policy or military doctrine but in his determination to avoid war when the possibility arose. We argue that Khrushchev’s experience provides us with a more useful way to characterise the nuclear revolution and suggest some implications of this argument for contemporary debates about nuclear weaponry.  相似文献

A functional conceptualisation of morale is proposed, which focuses its meaning on motivation and the willingness to act rather than mood and group dynamics. Morale, it is argued, emerges from the subtle interrelationships of the many factors known to affect military means. It can be assessed both qualitatively and quantitatively, allowing the interaction between morale and policy to be explored in a manner that facilitates insight into the strategic process. A case study from the North African campaign of World War II is presented to explore in detail the relationship between morale and the art of war – strategy.  相似文献

This comment addresses the Rohlfs–Sullivan analysis titled: ‘The Cost-Effectiveness of Armored Tactical Wheeled Vehicles [TWVs] for Overseas US Army Operations.’ The analysis evaluated policies to replace Type 1 and 2 TWVs with Type 3s. There is no evidence the analysis factored in fatality causes, fatality relationships to vehicles, or compared survivability of vehicles. Furthermore, it did not note when Type 3 TWVs were requested, when they impacted fatalities, or TWV use policies. It also assumed Type 3 TWVs prompted negative unit behaviors while discounting evidence of positive behaviors. In summary, the analysis is incomplete and should be revised.  相似文献

Clausewitz was much preoccupied with the apparent contradiction between real and absolute war. Why did war in history so rarely exhibit the extremes of violence and energy implied in the pure concept of war? Clausewitz’s commentators have usually followed him in thinking that this was a genuine problem in need of a solution, but I want to question that view. I will argue that Clausewitz did not have a coherent philosophy of absolute war, and therefore the contradiction he posited between real and absolute war was equally meaningless – as, too, was his effort to resolve it by claiming that some real wars approached or even attained the absolute form of war. The real problem was not the opposition of real and absolute war, but the self-contradictory theory of absolute war.  相似文献

US national security guidance, as well as the US Army’s operational experiences since 2001, emphasizes the importance of working closely with partner countries to achieve US strategic objectives. The US Army has introduced the global landpower network (GLN) concept as a means to integrate, sustain and advance the Army’s considerable ongoing efforts to meet US national security guidance. This study develops the GLN concept further, and addresses three questions. What benefits can the GLN provide the Army? What are the essential components of the GLN? What options exist for implementing the GLN concept? By developing the GLN concept, the Army has the opportunity to transition the GLN from an often ad hoc and reactive set of relationships to one that the Army more self-consciously prioritizes and leverages as a resource to meet US strategic objectives.  相似文献

ABSTRACT

German security and defence policy has undergone substantial transformation. This transformation requires an unprecedented level of political leadership, suggesting that Germany needs to solve the dilemma of how to supply leadership to increasingly demanding partners. What are the conditions under which German leadership can unfold in security and defence policy? To what degree do German role-conceptions of international agency and role-expectations of German leadership coincide? What kind of leadership outputs are produced? This study offers a comprehensive analysis of German security and defence policy in terms of supply (role conceptions) and demand (role expectations). We outline three leadership role conceptions present in the German strategic debate, which we then assess in the context of the Wendtian theory of cultures of anarchy. We then analyse Berlin's leadership in terms of outputs via the case study on Anchor Army and the Framework Nations Concept. We conclude that while Germany has tried to match leadership role expectations both rhetorically and in action, Berlin's leadership inputs have so far been insufficient. This has led to an imbalance in terms of role conceptions and expectations hampering effective German leadership in security and defence policy.  相似文献

For some, a specific feature of the French armed forces' adaptation process in the adaptation process would be the capacity to look inward instead of outward in order to identify relevant solutions to tactical/doctrinal problems. This article questions such a narrative, and argues that the French armed forces are as quick as any to borrow from other countries’ experiences. In order to do so, this article introduces the concept of ‘selective emulation’, and compares the French and German military adaptation processes in Afghanistan. The article argues that there is indeed something distinctive about French military adaptation, but it is not what the fiercest defenders of the French ‘exceptionalism’ usually account for.  相似文献

ABSTRACT

Recent historical research exposed the myth of self-restraint as the distinctive feature of British counterinsurgency during decolonisation. This article shows that the revisionist historiography of British counterinsurgency has important, but unnoticed, implications for political scientists. Specifically, historical scholarship challenges the predictions and causal mechanisms of the main social scientific theses of civilian victimisation in counterinsurgency. Using revisionist historians’ works as a source of data, I test those theses against Britain’s decolonisation conflicts. I find that they do not pass the test convincingly. I conclude that political scientists should be more willing to explore the theoretical implications of new historical evidence on counterinsurgency campaigns.  相似文献

For many years a curiosity in the collection of the Royal Armouries, IV.2, or the ‘Blind Basinet’, is a fascinating example of an early 16th century great basinet not so much for what is present but for what is not. The lack of any means of seeing out of the helmet has led to a number of traditions regarding its provenance and purpose. A detailed examination of the helmet’s interior, as well as comparison with some other contemporary pieces, shows that it is an unfinished piece of armour. It was left at the stage where the sights and breaths would have been pierced, but they were left unfinished until some later modifications created a display piece, one which can still be seen at the Royal Armouries in Leeds.  相似文献

This article re-evaluates the origins of the armistice of November 1918, drawing on German, French and British primary sources and on insights from work by political scientists on war termination. It examines why the German government decided to request a ceasefire and why the US, Britain and France decided to grant one. At first sight these decisions appear paradoxical in the light of the military-political situation at the time. In accounting for them the article stresses (on the German side) the campaigning on the Western Front over the previous months and (among Germany's opponents) the diplomatic tensions between Washington, London and Paris. Between them these considerations caused an unexpected and temporary convergence of perceived interests in favour of ending the conflict.  相似文献

The British provided unprecedented shelter, training and supplies that made possible the revival of a new and better Belgian Army after the crushing German victories in 1940. Starting in Wales in 1940 as a small and disunited group, the Belgians improved more than any of the Allied exile ground forces. By 1944, their independent brigade fought well in Normandy and Belgium, restoring national pride and proving the worth of British help. The parallel and interdependent processes between the British and their Continental guests allows this analysis of the Anglo‐Belgian experience to be useful in considering British Army interactions with the other exiles as well.  相似文献
