中国国防科技政策与军民一体化

中国军民一体化的发展对实现军事现代化有着重要意义。为了实现发展国民经济与国防建设双赢,中国国防制定了军民一体化战略。中国军民一体化的道路分两个步骤,第一是军转民阶段;第二是发展军民两用技术阶段。军民两用技术的研发与发展将积极推动我国军事现代化发展。

各民族文化与教育在发展过程中都面临着冲突与融合的问题。本文从多元文化视角下民族教育的内涵入手,通过对文化冲突的深入剖析,总结了民族教育中文化冲突的表现形式,得出了要通过多元文化整台教育的理念以及改革学校教育来融合民族教育中的文化冲突。     

Fighting Separately: Jointness and Civil-Military Relations in India

How do countries transition from single service to joint operations? This article engages with the discussion on military innovation to argue that civil–military relations are the most important driver for jointness. In doing so it examines jointness in the Indian military. Relying on archival research and primary interviews this article sheds new light on the operations of the Indian Peacekeeping Forces (IPKF) in Sri Lanka from 1987–1990, the 1999 Kargil War and the Post-Kargil defence reforms. The main argument is that the Indian military’s transition to jointness has been ‘incomplete’ primarily because of its prevailing model of civil-military relations. This model prevents civilians from interfering in the operational issues of the military, including on matters pertaining to jointness. It therefore recommends more forceful civilian intervention to overcome the prevailing single service approach.

一起管道燃气火灾爆炸事故爆炸点形成原因探讨

通过对一起居民住宅管道燃气泄漏火灾爆炸事故现场破坏程度的勘查,分析了在管道燃气泄漏后,由于燃气化学组分和理化性质的不同,室内环境因素影响扩散条件的不同,不同浓度的爆炸性混合气体在不同的部位出现了不同的形成过程,从理论上论证了管道燃气的泄漏点不一定就是中心爆炸点的火灾现场现象。     

Leadership at NATO: Secretary General Manfred Woerner and the Crisis in Bosnia

NATO's post-Cold War transformation, as well as the military alliance's decision to use force in Bosnia in 1994 and 1995, has been examined from multiple perspectives. Among an array of diplomatic, historical and political approaches, however, analysts have given little attention to the role played by NATO's top civilian leader in Brussels, the Secretary General. On the crisis in Bosnia, no research has been devoted to the leadership of Secretary General Manfred Woerner, who oversaw NATO as it moved toward aggressive military action in the Balkans. Using an approach that examines the Secretary General's leadership from three perspectives, this article provides the first assessment of Woerner's role in shaping alliance policy on Bosnia. The findings suggest that Woerner was a critical leader in influencing NATO decisions, which provides new explanations for NATO's conduct in the Balkans, and speaks to the broader literature on NATO's evolution after the Cold War.     

The Economic Effect of Military Facility Contraction: A Naval Case Study

The global financial turmoil of 2008 has resulted in the curtailment of military expenditure in most western countries. At a sub-regional-level reductions in the level of activity at a major military facility can have significant economic impact. In the light of this, the paper has two objectives: to analyse the impact of the decision to terminate naval shipbuilding at the United Kingdom’s Portsmouth Naval Base; and, for illustrative purposes, to examine the possible economic consequences of further contraction at the facility. In pursuit of these aims, it is necessary to establish the output, income and employment generated by the base using a bespoke input–output model. The methodology employed can, with appropriate adjustments, be utilised in other military or civilian contexts.     

装备一体化设计中基于约束和实例的维修性冲突解决方法研究

分析了装备一体化设计过程中维修性约束及维修性冲突的特点。在此基础上,结合并行设计、协同设计领域内的相关研究,提出了基于约束和实例的维修性冲突解决方法,该方法发扬了约束法和实例法解决冲突的优势,弥补了单一解决方案存在的不足。最后以某型飞机电动机设计为例对该方法进行了说明。

案例教学法是以案例为媒介的一种启发式教学方法。案例教学在数学教学中有重要作用,它有助于丰富和加深学生对数学理论知识的理解,把握好数学案例教学方法,对于培养和锻炼学生的分析解决实际问题的能力有着积极作用。

针对基层火灾调查人员在发现与提取火灾微量物证中存在的实际问题,从火灾微量物证的概念、特点和种类出发,归纳总结了火灾现场不同火灾微量物证的发现、提取与包装方法,给出了发现与提取火灾微量物证的基本要求和应注意的问题。     

联合国利比里亚维和行动案例研究

中国维和警察在协助利比里亚政府组建警察部队、恢复法治、培训当地警察、监督指导当地警察执法、缓解冲突等方面较好地履行了职责,受到维和警察总部和当地民众的好评。深入了解该任务区的机制和特点,总结经验,吸取教训,对于中国维和警察工作大有益处。     

Ex-combatants Working for Peace and the Lebanese Civil Society: A Case Study in Non-communal Reintegration

Abstract

This article investigates the factors that made few Lebanese ex-combatants, who fought each other during the Lebanese civil war of 1975 and who believed they were fighting for a just cause, able to work together to establish the Fighters for Peace (FFP) association to preach peace and peaceful coexistence. It demonstrates that ex-combatants, who are cause-oriented individuals, can overcome their differences and hatred towards each other and work together for the purpose of civil peace. This can happen, if ex-combatants gradually reintegrate back into society following a two-phase model proposed by the authors.

通过对一起违法销售及使用不合格消防产品案件调查取证、讨论分析,运用相关的法律法规知识,阐述了违法销售、使用不合格消防产品双方应负的不同责任,从而作出责令使用单位停止使用、没收销售单位不合格消防产品等消防行政处罚决定。     

论文化背景知识对外语阅读理解的影响

运用图式理论解释了阅读理解的心理过程,叙述了文化背景知识对阅读理解的作用和影响,对一项文化背景知识测试结果进行了分析和讨论.研究结果表明:学习和运用文化背景知识的能力是阅读能力中不可缺少的重要组成部分;了解文化背景知识的渠道是多种多样的;学生的文化背景知识水平有待于进一步提高.     

从M16自动步枪看军事技术创新

文章以M16的创新实践为例,并以二战时火箭动力战机、中国95式自动步枪、F4鬼怪式战机为对比,分析了军事技术创新的认知、实践与评估三个阶段的特殊功用与应关注的焦点,特别强调了认知与评估两个阶段的重要意义所在：认知决定了技术创新的方向与成败,评估则是为战斗力的潜在提高转化为现实提高确定规范。
