ABSTRACT

The failed expedition of Suez in 1956 and France’s subsequent strategic ‘divorce’ from the United Kingdom and the United States lies at the heart of a policy paradigm that has dictated France’s defence posture from de Gaulle’s presidency to the end of the Cold War. Some crucial features of the Gaullist posture remain today enduring references for French presidents in the definition of France’s exceptionalism. While it is so, there have been significant changes since the 1990s when it comes to France’s strategic relations with the United States and the United Kingdom. This article demonstrates the extent and mechanisms of this rapprochement by analysing it through three dimensions of policy change: modes of action, institutional commitments and discourses. The article demonstrates the dimensions’ mutually reinforcing effects and argues that France’s exceptional posture has de facto been reversed.  相似文献

ABSTRACT

While many militaries have tried to capitalize on the potential of information operations in internal war, few have succeeded. I argue that military information campaigns fall short of expectations for two reasons. First, the theory of influence militaries generally embrace – communications as a non-lethal weapons system – is largely invalid. While treating information as a weapons system makes it easier to integrate it into the existing military planning system, this overstates the independent effects of communications on behavior and understates the importance of interactive effects of what commercial marketing theory refers to as the “marketing mix” – product, price, promotion, and placement. It would be more appropriate to treat military information operations as a form of marketing: a composite effort to induce a specific behavior in a target audience by applying a combination of material and ideational instruments. The marketing model suggests that the efficacy of information operations will depend not simply on the message and its delivery (promotion) but on the behavior the sender seeks to induce (the product), the costs of that behavior (the price), and the opportunities available for such behavior (the placement).  相似文献

The United States’ Air Force (USAF) has developed and used unmanned aerial vehicle (UAV) technology to monitor and assassinate dangerous terrorists in Afghanistan, Iraq, Libya, Pakistan, Somalia, Syria, and Yemen. Currently, there are few countries that possess armed UAV and since the US created much of this technology, the USAF is usually part of the training that automatically accompanies the purchase of its UAVs. The research question this article attempts to answer is, “What is the extent of the United States’ Air Force assistance in the training and proliferation of UAV technology to foreign militaries?”  相似文献

This article provides a critical analysis of counterinsurgency in Afghanistan at the tactical level. The efforts of several Naval Special Warfare detachments deployed to Naw Bahar district in Zabul Province, Afghanistan are examined in detail to identify key successes and failures in planning and execution. It defines the operating environment in which the detachments worked and identifies the goals and outcomes of the first and second phases of the counterinsurgency effort. The article concludes by placing the tactical effort in the context of the overall strategy in Afghanistan and suggests that time is the limiting factor to success.  相似文献

In 2003, Libyan leader Muammar Qaddafi agreed to eliminate his country's weapons of mass destruction (WMD) programs and long-range Scud missiles under strict verification by U.S. and British experts and international inspectors. This article examines the negotiation and implementation of Libya's WMD rollback, with a primary focus on its chemical weapons program, and draws some lessons for the future. Although the Libyan case was unique in many ways, some aspects have relevance for other countries, including the critical role played by multilateral nonproliferation organizations, the utility of economic sanctions and export controls, the importance of a flexible U.S. disarmament funding mechanism, the value of rotating technical assistance teams in and out of the country that is disarming, and the desirability of remaining politically engaged with a former proliferator after rollback is complete.  相似文献

As a consequence of intervention in Iraq and Afghanistan, force ratio for counterinsurgency (COIN) has come under increased scrutiny. Reduced to its essence, the issue is simply, ‘How many troops does it take to get the job done?’ This answer has been sought by the US military, academia, and think tanks. There have been numerous responses, culminating in several ‘plug-and-play’ equations for minimum force ratios in COIN operations. Due to the impossibility of determining precisely how many insurgent forces there are, it has become common to base force ratios on the population of the country. In the realm of policy, the question above is posed as, ‘How many of our troops does it take to get the job done?’  相似文献

Graham Farmelo's new book on the early British nuclear weapon program assembles a fascinating cast of characters in a gripping narrative. It particularly succeeds at illustrating the importance of “atomic energy” imagery in the United Kingdom well before the discovery of fission, and provides nuanced insights into Churchill's handling of issues relating to the atomic bomb and scientific expertise. However, in arguing that the British had a “lead” on the manufacture of atomic bombs that was “lost” to the United States during the early Manhattan Project, the book overstates its case, and in the process misunderstands what it took to make the bomb.  相似文献

Australia's interest in nuclear weapons in the 1950s and 60s is usually explained in terms of high politics and grand strategy. This proliferation case study explores, in greater detail than hitherto, the important part played by the Royal Australian Air Force (RAAF) in pressing for a nuclear capability. It seeks to understand the reasons behind the RAAF's lobbying, in particular its previous experience with air power, its visceral desire for advanced manned bomber aircraft, and its strong institutional link to the British Royal Air Force. The decision in 1963 to acquire the supersonic US F-111 strike aircraft, instead of rivals including the British TSR.2, is also considered. Once the RAAF's bomber ambitions were satisfied, interest in nuclear weapons was greatly reduced. Finally, some comments are included on the nuclear interests of other air forces in the British Commonwealth.  相似文献

Several years ago, Ward Wilson presented in this journal a wide-ranging challenge to what every generation of national security scholars and practitioners since the end of World War II has been taught about nuclear weapons. He asserted that nuclear deterrence amounts to far less than its proponents have claimed and provocatively suggested that nuclear deterrence is a myth. Relying upon both empirical and theoretical objections to nuclear deterrence, he concluded that its failures were clear-cut and indisputable, whereas its successes were speculative. Yet in spite of a flourishing trade in scholarly articles, think tank reports, blog posts, and opinion pieces concerning nuclear deterrence, nobody—including nuclear weapons scholars—has ventured more than a limited critique of Wilson's essay. There are, however, serious shortcomings in Wilson's arguments—deficiencies that make his essay an unpersuasive brief against nuclear deterrence. Wilson's thesis could be correct. His arguments, however, are unlikely to persuade any skeptical members of Congress, upon whom future progress in arms control depends, to reconsider the value they attach to nuclear weapons and nuclear deterrence.

Responding to Derrin Culp's critique, the author argues that distinguished nuclear theorists may be wrong because groups of experts have been wrong in the past, that city attacks are central to nuclear deterrence theory because killing civilians en masse is what nuclear weapons do best, and that understanding how effective city attacks would be in war is crucial to understanding how well they would work as threats. Moreover, while it is undeniable that nuclear deterrence works some of the time, this simply is not good enough. Because any failure of nuclear deterrence could end in catastrophic nuclear war, nuclear deterrence must be perfect or almost perfect. This is a very difficult standard to reach.  相似文献

The contemporary history of three countries was marked on July 1974 when the Greek colonels overthrew the legitimate government of Cyprus, Turkey invaded the island to preserve her interests and Greece returned to democracy, but withdrew from NATO. The apathy of her allies was a bitter experience for Greece, considering that the government in Athens was struggling to cope with the consequences of the invasion and Turkey's aggression, as well as with the diplomatic isolation caused by the seven-year dictatorial rule. This paper examines the response of the Greek government and makes particular reference to Karamanlis's archives and Greek parliamentary proceedings. The purpose of the present study is to explore whether Greece was genuinely committed to the settlement of the Cyprus issue and failed due to lack of support or simply ignored the appeals of the Cypriot people and pursued more vital foreign policy objectives, thus contributing to the partition of the island.  相似文献

Politicians, political pundits, and others focus a lot of attention on the political militias in Iraq, usually blaming them for their destabilising effect on the country and insisting that they disband. This study examines the impact that the militias in Iraq have on the Iraqi government's ability to consolidate control over its territory by first explaining how militias rose to prominence in Iraq during the power vacuum created by Saddam Hussein's ousting, then analysing the many ways militias adversely impact the security situation. The study then examines the other side of the argument – that is, why militias enjoy so much support in Iraq among their constituencies, and why they may actually be necessary to achieve stability in Iraq in the short term.  相似文献

It is not too soon to draw cautionary lessons from the inconclusive results of US performance during more than 11 years of Operation ‘Enduring Freedom’ in Afghanistan. As in Vietnam, fundamental difficulties persist in adapting enduring institutions to the requirements of strategy. At the heart of the matter is tension between the assumptions that underlie counterinsurgency as practiced in Afghanistan and organization of the US Armed Forces, State Department, and Agency for International Development. The United Arab Emirates (UAE) has laid out an ambitious plan to become the first Arab country to possess a civilian nuclear energy program. Central to that effort has been the Emirati government's ability to obtain foreign nuclear assistance. This article traces the UAE's strategies for overcoming the obstacles that stood in the way of nuclear suppliers providing assistance. It examines the approach taken by the UAE to assuage the safety and security concerns of nuclear suppliers, how the UAE leveraged its alliances with France and the United States to obtain their cooperation, and its strategies for engaging domestic interest groups in supplier states. The generalizable elements of the UAE's strategies are discussed and used to provide insight into the prospects for other Middle Eastern states' bids to obtain similar assistance. The article concludes with a discussion of the potentially transformative aspects of the strategies employed by the UAE in shaping other countries' pursuit of nuclear energy in the region.  相似文献

This article seeks to explain the basic dynamics of the development of the German military approach in Afghanistan between 2003 and 2010 by looking at the impact of the Bundeswehr’s established uses of historical experience. First, the German military approach in Afghanistan has slowly evolved from a peacebuilding and mediation mission towards a full-fledged combat deployment. Second, the Bundeswehr’s exclusive focus on the World War II experience has contributed to the emergence of the Balkans experience as a formative experience that shaped initial operational thinking in Afghanistan. Third, because a thorough debate on the historical foundation of counterinsurgency remained absent, the operational shift in 2009 was perceived as a return to ‘classical’ military tasks and thus led to an almost exclusive focus on training for combat.  相似文献

This article reassesses the foreign policy legacy of George W. Bush in light of the emerging historical record of his administration. We conclude that, whereas Bush’s foreign policy was in widespread disrepute when he left office in 2009, that reputation is likely to improve – perhaps significantly – in the coming years. We identify six particular arguments that lend credence to an emerging ‘Bush revisionism.’ To be clear, we do not necessarily argue that the balance sheet on Bush’s foreign policy was positive, but the arguments presented here are likely to generate a more sympathetic and favorable historical assessment of Bush’s presidency over time.  相似文献

Since the terrorist attacks of 11 September 2001, the continent of Africa, particularly Greater East Africa, has played an increasingly signifi cant role in United States (US) national security strategy. Transnational security threats and political authoritarianism continue to plague the region, creating calls for greater US and international involvement. Before reacting to the situation, however, it is prudent to pause, reflect, and understand that the United States developed strategic relations with nation-states in the region well before contemporary concerns for international terrorism and ungoverned spaces entered the strategic lexicon. Toward a more comprehensive understanding of Greater East Africa's strategic history, this paper examines the core strategic relationship in the region, US-Kenya relations, its origins and implications, and offers policy recommendations that will affect future international security.  相似文献
