The Indian Army, a force trained primarily for conventional warfare, has been engaged in internal counter-insurgency operations since the 1950s. Despite such a long innings on a counter-insurgency mode, little attention has been accorded within military circles to doctrinal innovation for waging sub-conventional warfare in India's democratic political context. At best, the Army continues to view counter-insurgency duty as secondary to its primary duty of defending India from external conventional threats. By conceptualizing a counter-insurgency strategy of ‘trust and nurture’, this article aims to fill this critical doctrinal gap in India's military policy. The author argues that a counter-insurgency strategy of ‘trust and nurture’ based on democratic political culture, measured military methods, special counter-insurgency forces, local social and cultural awareness and an integrative nation-building approach will result in positive handling of India's internal security problems. The author utilizes India's counter-insurgency experiences in Assam, Mizoram, Nagaland, Punjab, and Operation ‘Sadhbhavana’ in Jammu and Kashmir as illustrative empirical indicants in order to validate the ‘trust and nurture’ strategy.  相似文献

Since 2004, the Indian government has described the country's Maoist insurgency as a grave threat to domestic security. A study of the sustaining dynamics behind Maoist violence suggests that the rebels are growing operationally stronger due to profits derived from organized crime. Having built up a parasitic economy that operates within the boundaries of nominal state control, they are proceeding to undermine that same control. In effect, the Maoists have assumed characteristics of a Mafia group. With India's economic growth having surged in recent years, their ability to finance aggressive operations and consolidate their subversive infrastructure has increased correspondingly.  相似文献

The spectacular commando-style terrorist strike on Mumbai in November 2008 exposed India's lax internal security structure. As nearly all the security apparatus broke down during the long spell of attacks, massive public outrage flared up across the country calling for a firmer government response. Shockingly, India has done little to prevent a recurrence and a new security threat faces the country every single day not merely before but even after the Mumbai attacks. In contrast, Pakistan's Inter Services Intelligence and the Lashkar-e-Taiba have successfully evaded pressures from both India and the international community and continue their terror campaign against India under the “Karachi Project” with the explicit intention to unsettle South Asia. Classified documents indicated that India is at the forefront of a cataclysmic “nuclear terrorism” threat from a “combination of Pakistan-based terrorists and homegrown radicals.” This article analyses the danger posed by the Indo-Pak radical groups targeting India and India's lack of preparedness to the new security threat from the “Karachi Project.”  相似文献

This paper considers the case of Kashmir to examine the relation between the people of the contested land (Indian-occupied Kashmir) and one of the nation states claiming it (India, in this case) in a game-theoretic framework. The motivation for this paper was whether it was possible to rationalize the lack of democratic space in Kashmir, relative to other states in India (especially since the founding fathers of the country had announced such democratic practices to be the guiding principles of the new nation) and at the same time, a highly rigid stance of the Indian Government on the Kashmir issue. An otherwise standard political economic model is used to capture how the way in which citizens determine their allegiance to one or the other nation state (India or Pakistan) can, in turn, affect the nation state's (India's) policies towards the contested land. I conclude that if the Indian Government perceives allegiance of the citizens to be determined primarily by partisan preferences of the citizens, not so much by their preferences for policies, then the government rationally concentrates on minimizing its disutility due to deviations from its ‘most-favorite' policy. This understanding rationalizes the policies of the Indian Government towards Kashmir. More importantly, it points towards areas that need consideration for any peace-making process to take-off.  相似文献

The absence of formal diplomatic relations between India and Israel from India's hesitant recognition of Israel in 1950 and the establishment of full relations in January 1992, was the result of a complex interplay between two sets of tensions. The first involved the Arab–Israeli dispute, and India's sympathies with a post-colonial Arab world and with the Non-Aligned Movement; the second involved accommodating Muslim opinion within India. Normalization has proceeded more strongly as the growth of Hindu nationalism has weakened Muslim leverage on Indian foreign policy.  相似文献

This article examines the ‘political’ and ‘military’ strategies used by the Indian state successfully to quell the Sikh insurgency in Punjab, and applies these lessons to controlling the Sunni insurgency in Iraq. At a conceptual level, this article argues that insurgencies are both a ‘military’ and ‘political’ phenomenon, and that ways to quell them can be either ‘military’ or ‘political,’ or a combination thereof. At the empirical level, this article argues that stability cannot be restored to Iraq until Sunni political actors are effectively brought into the mainstream political process through either ‘military’ or ‘political’ means, or a combination thereof. The analysis in this article provides substantive depth and detail to these otherwise seemingly straightforward propositions.  相似文献

India has increasingly high aspirations in the Indian Ocean, as enunciated by politicians, naval figures and the wider elite. These aspirations, its strategic discourse, are of pre-eminence and leadership. India's maritime strategy for such a self-confessed diplomatic, constabulary and benign role is primarily naval-focused; a sixfold strategy of increasing its naval spending, strengthening its infrastructure, increasing its naval capabilities, active maritime diplomacy, exercising in the Indian Ocean and keeping open the choke points. Through such strategy, and soft balancing with the United States, India hopes to secure its own position against a perceived growing Chinese challenge in the Indian Ocean.  相似文献

ABSTRACT

This paper evaluates Boko Haram’s military capabilities and details the process of how its standing army, driven by these capabilities, came to pose a phased threat between 2013 and 2015 in particular. This was a period when military fighting dominated the insurgency in north-east Nigeria. Whereas there is an abundance of literature on Boko Haram’s histories and the impact of its insurgency on north-east Nigeria, analysis of Boko Haram’s military campaigning is still deficient. Attempting to fill this gap, this paper uses field findings and battlefield case studies from north-east Nigeria to highlight how Boko Haram’s overt front – its standing army – came to supplant its guerrilla operations as the main security threat to the frontier area.

This pivot towards military fighting, for a group initially composed of a few ragtag combatants, on the surface might seem surprising. Yet, whereas Boko Haram may lack the popular support required for ‘people’s war’, classic insurgency theories nevertheless hold some explanatory power for this deliberate shift: away from guerrilla warfare as the expedient of the weaker side, and towards the use of a large standing army of locals to swarm, and sometimes successfully overrun, state forces.  相似文献

The purpose of this paper is to provide a better conceptualization of insurgent strategies. Specifically, I shall examine Che Guevara's ‘Foco’ theory of insurgency, as it is one of the most theoretically popular and most pervasive strategies of insurgency currently practiced throughout the world. After briefly examining the origins, objectives, and theoretical strengths of the Foco theory (also known as the Vanguard Theory), I will argue that Guevara's theory suffers from an internal tension that I term the ‘Vanguard's Dilemma’. The significance of this dilemma creates a tension within the Vanguard Theory that can be fatal for insurgents if properly exploited by counterinsurgent operations. This paper will examine in detail this dilemma and show how it can be exploited. Given that several insurgent groups within Iraq and Afghanistan currently adhere to the Vanguard Theory of insurgency, a proper understanding of this insurgent strategy is an essential first step in the long road towards confronting and winning asymmetrical conflicts.  相似文献

Since the end of the Cold War, India's strategic horizons have moved beyond its traditional preoccupations in South Asia. India is developing a strategic role in East Asia in particular. At the same time India's strategic thinking has undergone a revolution, as the country that prided itself on non-alignment has moved closer to the West. But India's culture, history and geography still fundamentally shape its worldview. In engaging with East Asia, India is guided by a mosaic of strategic objectives about extending its sphere of influence, developing a multipolar regional system and balancing against China. The interplay of these objectives will frame India's role in East Asia in coming years.  相似文献

For 74 days in mid-1999, India waged an intense war against intruding Pakistani forces on the Indian side of the Line of Control dividing Kashmir in the Himalayas. The Indian Air Force (IAF) was a key contributor to India's eventual victory in that war. Among other things, the IAF's combat performance showed how the skillful application of air-delivered firepower, especially if unmatched by the other side, can shorten and facilitate the outcome of an engagement that might otherwise have persisted indefinitely. It also showed that a favorable position in the conventional balance remains strategically useful even in conditions of mutual nuclear deterrence.  相似文献

This article analyzes India's efforts to deploy a Ballistic Missile Program (BMD). The article has three objectives. First, it argues that scientific-bureaucratic factors and India's incapacity to deter Pakistan's use of terrorist proxies have driven its quest for BMD. Second, the article also evaluates the current state of India's two-tiered missile defense shield. In spite of various claims on the part of India's defense science establishment, the paper estimates that India still lacks a deployable BMD system and is still far from developing an effective strategy of deterrence-through-denial. Third, the article analyzes the implications of the development of India's BMD system for nuclear stability in South Asia. The article shows how India's BMD capacities, however limited, have indirectly exacerbated the security concerns of India's regional rival, Pakistan.  相似文献

In January 2004 U.S. President George W. Bush and Indian Prime Minister Atal Behari Vajpayee announced the Next Steps in Strategic Partnership (NSSP), a bilateral initiative to expand cooperation in the areas of civilian space activities, civilian nuclear programs, and high-technology trade and to expand discussions on missile defense. Today, India and the United States view the NSSP initiative as a tool to transfer high-technology items to India without compromising U.S. nonproliferation goals. The success of this proposal depends on U.S. efforts to modify its nonproliferation regulations and India's efforts to implement stringent regulations to control the flow of sensitive technologies within its borders. This report examines the Indo-U.S. NSSP initiative and associated agreements, discusses the set of reciprocal steps agreed upon by India and the United States, reviews the extent of technology transfer permissible under existing U.S. nonproliferation regulations, and presents some preliminary conclusions on the NSSP agreement.  相似文献

Sixteen years after stepping out of the nuclear closet, India's nuclear posture, some of its operational practices, and hardware developments are beginning to mimic those of the original five nuclear weapon states. Several proliferation scholars in the United States contend that India's national security managers are poised to repeat the worst mistakes of the superpowers’ Cold War nuclear competition, with negative consequences for deterrence, crisis, and stability in South Asia and the Asia-Pacific region. This article takes a contrarian view. It dissects the best available data to show why the alarmist view is overstated. It argues that not only are the alarmists’ claims unsupported by evidence, their interpretation of the skeletal and often contradictory data threatens to construct the very threat they prophesize.  相似文献

In 1955, the New Zealand government authorised the creation of a Special Forces unit to operate with British forces in Malaya to counter a communist-inspired guerrilla insurgency. Drawing upon the operational experiences of the New Zealand SAS largely taken from the Cold War period, and underpinned by Colin Gray's Special Forces essentials of ‘economy of force’ and ‘expansion of choice’, this article will show how New Zealand's SAS is now accepted not only as a respected and relevant part of the nation's military capability, but also empowers its political decision-makers with the confidence to take on significant, and at times difficult, strategic foreign-policy choices.  相似文献

Its long history and destabilising impact notwithstanding, banditry has received scant academic attention in India. Confined mostly to occasional and incident-driven media reportage, the socioeconomic factors that fuelled insurgencies and banditry and the milieu which provided a context for the operations of these outlawed movements received little attention. Cinematic representation of the social banditry phenomenon in the country, based on little or no first-hand research, as a result, suffered from ingenuousness and failed to emerge from the romanticised depiction of insurgency and terrorism which Bollywood, India's movie industry, is known for. Bandit Queen, the biopic of Phoolan Devi, in contrast, stands apart. Scathing criticisms regarding its use of sex as a tool for commercial success notwithstanding, the movie succeeds in drawing the viewers' attention to the persisting social cleavages in India. Using rape as its central theme, it shocks its audience into acknowledging the reality and relevance of social banditry in a country where governance remains an absent entity for a vast majority of its people. That most Bollywood movies depicting social issues have continued to remain aground in romanticism and irrelevance makes Bandit Queen even more relevant in times to come.  相似文献

ABSTRACT

Decade-long security cooperation and counterterrorism engagements in Nigeria have failed to bring down Boko Haram or at least weaken its terrorist structures and transnational spread. I argue that disconnects between counterterrorism-assistance seeking states and their superpower sponsors are implicated in the intractability of Boko Haram's insurgency in Nigeria. Why is the U.S. counterterrorism intervention to individual MNJTF countries (i.e. troop contribution, military funding and intelligence support) ‘lopsided’, ‘fragmented’ and ‘unevenly distributed;’ and how are these implicated in the fight against Boko Haram terrorism? This has impacted negatively on MNJTF countries – lack of cooperation, divisiveness and individualism in coordinating and forging offensives against Boko Haram. These concerns interface several blind spots in the picture of external influences on military’s approach to Boko Haram. I elicit primary data from top military officers. I conclude by predicting the implications and consequences of these counterterrorism complexities, and their potency to defeat or encourage Boko Haram terror.  相似文献

Since 2002 the Colombian government has been implementing a series of policy initiatives that have sought to coordinate state resources in a neo-classical counterinsurgency approach to fight the country's main insurgent group, the Fuerzas Armadas Revolucionarias de Colombia (FARC), and recover and consolidate the territory. Despite impressive operational successes against the insurgency and other illegal groups, the government has been unable to reassert its control and build legitimacy via the state-building effort known as ‘Consolidación’, in some of the most recalcitrant areas of the country. This article examines two areas where government efforts at consolidation appear to be failing to discuss the limits of COIN theory and practice.  相似文献
