ABSTRACT

Attempts to explain the failure to reform the security sectors in post-conflict countries have often resorted to two sets of explanatory factors: international and local factors. This article seeks to move from that unhelpful dichotomy to an explanation linking both factors. Drawing on a Foucauldian approach and the concept of “counter-conduct,” it examines the rationality and practices of European Union (EU) governmentality and how governing technologies are resisted and reversed by local elites involved in security sector reform (SSR). Instead of understanding power and resistance as binary opposites, this article argues that counter-conduct can be conceived as implicated in the very relations of power that it seeks to resist. To tease out these relations, the article analyzes the EU's efforts in SSR in Bosnia and Herzegovina, where it identifies four forms of counter-conduct: upholding European standards, using the local ownership trap, simulating reforms, and lowering the bar.  相似文献

While the human rights impact of the deployment of state security agencies in the Chiadzwa diamond fields has been explored, it is important to continue to expose the increasing tendency within the sector to take public resources that should be protected by the state and used for the benefit of the people and channel them for personal gain. The security sector stranglehold of President Robert Mugabe and the ruling political party, the Zimbabwe African National Union Patriotic Front (ZANU-PF), has facilitated the siphoning of Chiadzwa diamond revenue into the pockets of individual security personnel. The unfolding sociopolitical crisis in Zimbabwe has also meant that these security personnel have been deployed beyond conflict zones and into traditionally civilian domains, with dire consequences for the public purse. With this in mind, it is asserted that these issues have driven state security agencies to enrich themselves through what is termed in this article as a ‘goat mentality’. The article thus explores the ways in which state security agencies have been deployed and gone on to promote personal enrichment in the Chiadzwa diamond fields.  相似文献

The Congolese security sector reform – disarmament demobilisation and reintegration (SSR-DDR) process has suffered from setbacks in its military sector during the last 10 years, such as insufficient funding, lack of coordination and domestic reluctance to major changes, with as a result, a very fragile and disjointed Army. These problems have deepened as officers have defected from the Army and caused new instability in the East of the Congo. This article aims to analyse the recent mutinies and the reaction by the Congolese government by applying a capabilities-based approach in combination with a typology of spoilers. The objective is to identify and classify the spoilers and answer the questions of why they emerge now and how they are dealt with on a national level. From the analysis, the author suggests that there are several spoilers involved in the current situation – the most powerful being the Congolese and the Rwandan governments, prompting the question of whether an international involvement is necessary to solve the problem.  相似文献

Declared operationally ready in 2016, the African Standby Force (ASF) has not been deployed in its originally designed form. This is not for the lack of opportunities but rather a demonstration of the power of the Regional Economic Communities/Regional Mechanisms (RECs/RMs) – Africa’s sub-regional security structures – over matters of peace and security. Experience gathered from its short existence suggests that the ASF may never be deployed in its current form. It may instead evolve into a robust framework, adaptable mainly by the RECs/RMs, for addressing varied security challenges. Four things are critical to enhancing the utility of the ASF: the political willingness of the RECs/RMs, the strategic interest of the member states, predictable and sustainable financing, and clarity on the role of the African Capability for Immediate Response to Crisis, the temporary battlegroup that was created to provide the African Union with a rapid response capability, pending the ASF’s operationalization.  相似文献

After inconclusive elections in 2012, Lesotho had a coalition government for the first time, made up of three political parties that had a narrow majority in parliament. The new government, however, faced several challenges, some of which were of its own making. The agreement among the three parties was to literally divide the government into three parts, leading to a continuous stalemate in its operation; the most serious consequence was the prorogation of parliament and the resultant attempted coup. The flight of the prime minister to South Africa and his return under a Southern African Development Community (SADC) security detail provided a short-term solution to Lesotho's security crisis. Under Cyril Ramaphosa's mediation, the prorogued parliament was conditionally opened and the election date set for 28 February 2015. However, the security dilemma – whereby the prime minister, who is also minister of defence, has no control over the military – remains. When elections are held, there does not seem to be a guarantee that they will be held in peace; moreover, there are now fears that the losers will not accept the results of the elections because of the security vacuum in Lesotho. This article argues that peace can only be salvaged by enhanced SADC security before, during and after the elections. It argues that the SADC mission should remain beyond the elections to oversee the constitutional changes that are necessary for ensuring long-term stability. On their own, Lesotho politicians are unlikely to be able to work together in order to move the country forward.  相似文献

While global consensus on the meaning and application of the responsibility to protect (R2P) principle remains tenuous, there is little contention among major actors that the development of the norm should prioritise the prevention of mass atrocities. In particular, Brazil, Russia, India, China and South Africa (BRICS) – which have a role to play that is vital to the future development of R2P as a global norm but which continue to express reservations about the intent and application of the doctrine – have been strong advocates of the preventive aspects of the principle. This rhetorical consensus, however, belies the conceptual and practical challenges that are associated with the prevention of mass atrocities. In this paper, the example of South Africa’s post-conflict reconstruction and development (PCRD) interventions in South Sudan from 2005 to 2013 is used to reflect on the role of external actors in supporting conflict-affected states to implement the preventive aspects of R2P. It is argued that while South Africa, like other BRICS countries, has used the rhetoric that atrocity prevention should be at the core of R2P to legitimise its opposition to military intervention for humanitarian purposes, it has struggled to back this rhetoric with coherent strategies and concrete actions to prevent mass atrocity crimes within its sphere of influence. The gap between rhetoric and practice in the preventive aspects of R2P is not unique to South Africa, but highlights fundamental difficulties inherent to global efforts to prevent mass atrocities.  相似文献

This article reassesses the foreign policy legacy of George W. Bush in light of the emerging historical record of his administration. We conclude that, whereas Bush’s foreign policy was in widespread disrepute when he left office in 2009, that reputation is likely to improve – perhaps significantly – in the coming years. We identify six particular arguments that lend credence to an emerging ‘Bush revisionism.’ To be clear, we do not necessarily argue that the balance sheet on Bush’s foreign policy was positive, but the arguments presented here are likely to generate a more sympathetic and favorable historical assessment of Bush’s presidency over time.  相似文献

This article seeks to explain the basic dynamics of the development of the German military approach in Afghanistan between 2003 and 2010 by looking at the impact of the Bundeswehr’s established uses of historical experience. First, the German military approach in Afghanistan has slowly evolved from a peacebuilding and mediation mission towards a full-fledged combat deployment. Second, the Bundeswehr’s exclusive focus on the World War II experience has contributed to the emergence of the Balkans experience as a formative experience that shaped initial operational thinking in Afghanistan. Third, because a thorough debate on the historical foundation of counterinsurgency remained absent, the operational shift in 2009 was perceived as a return to ‘classical’ military tasks and thus led to an almost exclusive focus on training for combat.  相似文献

The discovery that Iraq had no weapons of mass destruction (WMD) in 2003 raised the question of why Saddam had prevented UN weapons inspectors from fully accounting for his disarmament. The leading explanation for Saddam’s behavior is that he valued ambiguity as part of a strategy of ‘deterrence by doubt’. This article argues that Iraq’s obstruction of inspectors in the late 1990s was motivated by his desire to shield Iraq’s regime security apparatus from UNSCOM’s intrusive counter-concealment inspections. The failure to understand how strongly Saddam’s concerns about his personal safety drove Iraq’s contentious relationship with UNSCOM set the stage for the invasion of Iraq in 2003.  相似文献

Decision-making in defense acquisition programs in the Republic of Korea (ROK) has been problematic, especially in highly advanced complex systems. The highly disputed force modernization program for the ROK Air Force’s fifth-generation fighter, dubbed the Fighter eXperiment, went through extreme turbulence during the type selection phase. The gist of the turbulence became evident through poor institutional coordination within the defense acquisition authorities that eventually forced them to rescind the decision generated from their own yearlong efforts, thus basically shooting themselves on the foot. The paper highlights the background of the program and reviews the institutional elements that influenced the decision-making process, and conclude that the absence of an effective coordination mechanism has made decision-making in complex defense programs even more troublesome.  相似文献

Since the 2003 war in Iraq, private military and security companies (PMSCs) have become increasingly legitimate actors in modern conflicts. Despite this normative shift, rumours in March 2015 regarding the use of South African mercenaries in Nigeria to combat Boko Haram insurgents caused an international outrage, while the Nigerian government remained nonchalantly silent on the matter. This article investigates the impact of mercenaries on the conflict in the last six months of the Jonathan government. Using primary and secondary qualitative research, it assesses the role that PMSCs played in Nigeria’s counterinsurgency strategy, along with the ensuing reaction of international and local media to the outsourcing of violence to foreign companies. The article concludes that – notwithstanding the improved image of PMSCs in the world, and the actual impact of the contractors on the Nigerian counterinsurgency effort – the stigma of mercenaries continues to plague the industry, particularly on the African continent.  相似文献

Over the past few years there is an apparent re-regionalization of al-Qaeda activity, intensified by the ongoing Middle East turmoil. Its main characteristic is a trend towards the abandonment of focoist strategies and their replacement by more popular-based ones. This article aims at evaluating their capacity to implement such a strategy shift and sustain the required level of violence. As a means of evaluating this capacity, this article proposes the use of a DIME (diplomatic, informational, military, and economic) framework, which will hopefully provide an alternative angle of theorizing and understanding ‘armed non-state actors’ (ANSAs). The model is applied in the case of al-Qaeda in the Arabian Peninsula (AQAP), which appears to have effectively developed the military and informational dimensions, due partly to its own prowess and partly to the Yemeni state's weaknesses and the shortcomings of counterinsurgency. In contrast, the economic and diplomatic dimensions suffer from the lack of resources and the anti-systemic nature of AQAP.  相似文献

By drawing on the literature about security regimes, this article posits the idea that a particular type of regime, which can be termed a “tacit security regime” (TSR), has begun to emerge between Israel, on the one hand, and several Gulf Arab states, on the other. It is a regime which, unlike liberal institutional variants that attempt to privilege the promotion of collective norms, remains configured around perceptions of threats to be countered and strategic interests to be realized. By examining the development, scope, and scale of this nascent TSR, this article explores the extent to which Israel, mindful of Washington, DC’s regional retrenchment, sees the emergence of such a regime as redefining the political and strategic contours of Israel’s relations with much of the Middle East.  相似文献

This work is about how the United States military has become dependent on networked technology. As arguably the largest contributor to national security, it has become so dependent that its chief doctrine integrates networked technology into nearly every specialty, with particularly intense focus on Network Centric Warfare. As the military’s old guard is replaced by the highly technical Millenial Generation, there is cause to pause when assuming this techno-acuity brings nothing but advantage and success. Vulnerabilities stemming from such extensive dependence offer opportunities for exploitation that have not gone unnoticed. The first step to moving forward from this point is to fully understand the extent to which the military has become dependent on computer networks. It might be the Millenials’ war today, but it would be quite unwise for the United States military to think about it and fight it in a purely Millenial way.  相似文献

Among the multiple dimensions of the tous azimuths modernisation of Chinese naval forces, the development of China’s anti-access capacity has recently elicited considerable interest. The important link between this capacity and an overarching vision of the use of force – i.e. a naval doctrine – has, however, often been left implicit. This article shows that the particular development of China’s naval anti-access forces – more precisely, forces with an impact on the naval balance – can be explained by a shift of China’s naval doctrine towards a distinctly pre-emptive posture, which, itself, stems from the set of constraints imposed by the framework of ‘local war under informationised conditions’.  相似文献

In the South China Sea, China neither implements power-maximizing policy nor engages a peaceful approach. Instead, China implements both coercion and cooperation in pursuing its strategic interest in the disputed area. How can we explain China’s paradoxical behavior? This article claims that the best way to explain China’s policy in the South China Sea is to understand the character of dualism in China’s strategic culture. Following constructivist theory that stresses culture, this article argues that Chinese duality approach in the South China Sea is rooted in the philosophy of Daoism. The symbol of Yin-Yang depicts Chinese assertive as well as cooperative behavior in dealing with the South China Sea dispute. Although from a normative perspective Daoism recognizes pacifism and non-violent behavior, the most important feature of Daoism is the assumption that reality consists of two opposing elements that are mutually embedded.  相似文献

With the Canada First Defence Strategy, Canada has put forth a major opportunity to reconcile national security imperatives and industrial policy. The Jenkins Report (2013) set out to examine ways to use that procurement effort to foster key industrial capabilities (KICs) that would put the Canadian defence industry at an advantage both nationally and internationally. The Canadian defence industry should then develop highly focused capabilities with a view to moving up global value chains. As such, KICs that hold the best potential should be selected. They should be sustained through a range of strategies that are however contingent on the elimination of policy gaps. This leads to a balancing act between the need to control intellectual property assets versus accessing them in a world where national boundaries are eroded. Canada’s industry should target opportunities outside North America while continuing to focus on better integration with the North American industry.  相似文献

Although the Islamic State in Iraq and al-Sham (ISIS) is seen as a novel manifestation of Islamic extremism, it is in fact the latest, albeit perhaps the most effective, of a long line of revivalist movements in the Islamic and the Arab worlds. Its motivations – hisba and jihad – differ little from its predecessors and its ambitions – to create a state organised in accordance with the precepts of the Islamic caliphate – reflect a long-standing Islamic ambition. It differs, of course, in terms of the sophistication of its political and military strategies, which mirror the contemporary complexities of the world in which it operates, but its objectives recall long-standing Islamic ideals, even if articulated in radically brutal and extremist ways. More importantly, perhaps, ISIS or Da’ish, to give it its Arabic sobriquet, reflects the enormous degree of resentment inside the Middle East at the ways in which Western powers have intervened in regional affairs over recent years, particularly their support for regimes and economic systems there that have betrayed, in the popular imaginary, the essential principles of social justice that lie at the root of Islamic vision of ideal social order. Indeed, in many respects, its analysis of the world in which it operates and of the objectives it seeks differ little in essence from those any other resistance and rejectionist movement, whether religious or sectarian. More specifically, it has been the sectarian conflict that resulted from the reversal of political order in Iraq as a result of the 2003 American-led invasion that has driven the success of the movement in capturing widespread Sunni support. Whether it can manage the complexities of the administration of a state remains open to question.  相似文献
