Abstract

A tremendous amount of important work has been done recently on operationalising the protection of civilians as a military task. The bulk of the discussion has focused on how militaries should respond to direct attacks on civilians. This is an important issue, but thinking about civilian protection should also include a serious examination of the ways in which the approach of military organisations to the problem of ‘spoiler’ groups can affect the level and dynamics of attacks on civilians – importantly, where armed groups are interested in violent control of civilian populations, attempts to ‘dislodge’ them from areas of control may substantially increase the level of violence against civilians (beyond the dangers to be expected from being near areas where active fighting is taking place). In 2009, the United Nations mission in the Democratic Republic of Congo (MONUC) supported the Congolese military in operations to dismantle the Hutu-dominated FDLR (Forces Démocratiques de Libération du Rwanda, Democratic Forces for the Liberation of Rwanda) militia group, at massive human cost. Critics have primarily focused on MONUC's failure to protect civilians from direct attack, consonant with the general discourse on tactics for civilian protection. These criticisms are valid, but in this paper I argue that two crucial additional considerations should be kept in mind: the way that military operations can affect violence against civilians, and the way that moralising the approach to armed groups, even those which have committed serious abuses, can limit military and political options – potentially in ways that increase civilian risk in the name of protecting them.  相似文献

ABSTRACT

Debates on military intervention and small wars often include the claim that soldiers should operate among civilians in order to avoid civilian casualties and to protect civilians against third-party violence. This article, by contrast, points at negative unintended consequences of military operations taking place in close proximity to local populations: it argues that also risk-tolerant militaries cause civilian casualties and that their presence triggers third-party violence against civilians. The British military, in particular the British Army, exported risk-tolerant practices from Northern Ireland to the Balkans, with sporadic success. But in southern Iraq and in Helmand, British ground operations harmed civilians. The findings suggest that the chances for protection are better in operations where levels of violence are relatively low than in counterinsurgency where troops face ruthless and well-endowed enemies operating among civilians.  相似文献

Foreign Legions in the generic sense have evolved in ways that would surprise Beau Geste. Not only are more foreigners or recent immigrants enlisting in Western military forces, but also the post-Cold War era has seen the revival of warlord militias and Private Military Companies. Western militaries, in particular that of the United States, have also sought to increase their strategic reach through security assistance to regional military forces. While there have been some successes, security assistance has proven to have its limitations, not to mention unintended consequences for civil military relations, democracy promotion, and military efficiency.  相似文献

Why did some Arab militaries remain loyal to authoritarian rulers amid mass uprisings during the Arab Spring while others defected to the opposition? One popular explanation shows this variation with reference to the degree of military institutionalization: institutionalized militaries defected, while patrimonial militaries remained loyal. This article argues that the institutionalization hypothesis does not provide a complete account of the mechanisms through which the degree of military institutionalization leads to either defection or continued loyalty. This shortcoming stems from the fact that scholars have treated military institutionalization as a catch-all concept for three distinct variables: ethnic stacking of the military, patronage distribution, and organizational factionalization. Examining the interaction between these variables highlights the mechanisms through which military defection occurs, and therefore that disaggregating institutionalization into its component parts provides a more complete explanation of military behavior during the Arab Spring.  相似文献

US military operations are increasingly conducted within urban environments and with these operations come the risk of increasing the number of civilian casualties and infrastructure damage. The use of non-lethal weaponry, such as directed-energy weapons, is one method for minimizing collateral damage. This method enables US military forces to effectively fight within urban environments through force escalation capabilities. Using a series of historical examples and future scenarios for urban warfare, this article highlights deficiencies affecting military capabilities in military urban operations, addresses the consequences of collateral damage, assesses the effectiveness of directed-energy weapons in military urban operations and encourages further funding, research and integration of non-lethal weaponry, such as directed-energy weapons, within the US military.  相似文献

There are important similarities between the pattern of behavior Karl Marx identified with respect to commodities—a pattern he called “fetishism”—and the pattern of behavior identified in this article with respect to military force. Marx identified money as the mature expression of commodity fetishism; the author identifies nuclear weapons as the mature expression of the fetishism of force. As such, nuclear weapons function as the currency of power in the international system. This article lays out a theory of nuclear fetishism by adapting four themes that are characteristic of the pattern of behavior known as fetishism: materiality, historicality, efficacy, and reification. By applying these categories to the fetishism of nuclear weapons, the author shows that nuclear weapons represent a new social form consistent with, yet distinct from, other fetish objects.  相似文献

ABSTRACT

Military doctrine assures a nation’s survival. Yet even when faced with a security threat that requires change, militaries rarely innovate but instead adhere to old doctrines that enhance autonomy, reduce uncertainty and claim resources. Existing theories cannot explain an important case of peacetime military innovation when the U.S. Air Force adopted Battlefield Air Interdiction to support the Army’s AirLand Battle doctrine. A revised theory of peacetime military innovation through inter-service cooperation resulting from external and internal threats explains not only why innovation occurred with Battlefield Air Interdiction but also why such successful cases are so rare.  相似文献

Over the past decade, Western military doctrines concerned with matters of irregular warfare and counterinsurgency have emphasised the requirement for properly ‘understanding’ the social, political and cultural environments in which those militaries may operate; the so-called human and socio-political ‘terrain’. This has led to a number of advancements and initiatives designed to facilitate the way that militaries may enhance that understanding. One of those initiatives has been the emergence from within the British military of a doctrine – JDP 04 ‘Understanding’ – designed for that purpose. Using that doctrine and other subsequent publications as a template, this article will examine the utility of ‘understanding’ for those commanders seeking to match military activities with political ends. It proposes that while any advances in understanding the operating environment are to be applauded, the ‘understanding’ of greatest importance is that relating to the feasibility of the strategic objectives at hand. If those objectives lack inherent feasibility, then the development of subordinate forms of understanding, particularly in relation to the socio-political dynamics of target societies, will likely only serve to slow the process of failure.  相似文献

Few would disagree that European militaries have experienced dramatic changes since the end of the Cold War. Much of the discussion on these changes to date has referred to the concept of professionalism. However, this approach became outdated as professions in post-industrialist societies entered a state of crisis as a result of growing competition from a variety of competitors. The present study adapts a new framework from the sociology of knowledge literature – sociology of expertise – into one, sociology of security expertise, which is suitable for study of contemporary armed forces. Its utility is demonstrated through analysis of five European professional military education institutions. The analysis shows that European military organisations are transiting, albeit in various degrees, from one form of social organisation of military knowledge production – associated with the military education model common to traditional military colleges – toward another, which is related to the military education model of national defence universities. Hence it is highly probable that European military organisations lose, either voluntary or unintentionally, their professional character and can no longer be unquestionably assumed to be military professions. Hence, they should be analysed hereafter using the sociology of security expertise framework.  相似文献

After 15 years of war in Afghanistan and Iraq, many now see ‘small-footprint’ security force assistance (SFA) – training, advising and equipping allied militaries – as an alternative to large US ground-force commitments. Yet, its actual military efficacy has been little studied. This paper seeks to fill this gap. We find important limitations on SFA’s military utility, stemming from agency problems arising from systematic interest misalignment between the US and its typical partners. SFA’s achievable upper bound is modest and attainable only if US policy is intrusive and conditional, which it rarely is. For SFA, small footprints will usually mean small payoffs.  相似文献

ABSTRACT

The United States’ global strategic outlook has shifted markedly since the end of major combat operations in Iraq and Afghanistan. As the United States’ strategic posture shifts, the nature of military operations is simultaneously changing rapidly. Many analysts predict that cyber-operations, autonomous weapons systems, artificial intelligence, and clandestine special forces operations will be central features in future conflicts. Although often overlooked by scholars and policy analysts, defence contractors are integral to the development and implementation of these emerging categories of warfare. This inquiry examines the evolving nature of the American defence industry and the roles corporations play in current theatres of conflict. Surprisingly, rather than becoming less reliant on defence contractors after their much-maligned performance in the wars in Iraq and Afghanistan, American military and intelligence agencies have become more dependent on the private sector as technology becomes increasingly central to warfare.  相似文献

The privatization of activities previously performed by government has been a major characteristic of economic policies over the past two decades. This article examines the potential for privatization of military activities in the African context. Four categories in which this has or might occur are mercenaries employed by a government to provide for defence or to supplement its own military; private security company personnel employed to protect economic assets or to advise and train the local military; the contracting out of the provision of goods and services ranging from heavy weapons through to accounting services; and the transfer of non-core activities currently undertaken by the military to other government departments or civilian bodies. Of these, the last is of potential importance in Africa, given the wide range of activities which its militaries have come to perform. Three examples where private sector organisations or other government departments could play a much larger and probably more cost-effective role are peacekeeping, internal security and surveillance, resource protection and rescue activities.  相似文献

“Perception is a second reality!”

This essay discusses the military as a part of wider society and the interactions between the two. It argues that civil—military relations are complex and not always harmonious. In its focus on Africa, the essay describes some differences in the development of African militaries and civil—military relations on the continent as compared with the West, but argues that the differences are merely a matter of degree. As civil—military relations on the continent have been strongly influenced by its colonial history, which caused fear and even dislike of the colonial military, it still impacts on these relations in the post-colonial era. After examining the relationship between the armed forces, democracy and politics in the politically turbulent African environment, it is concluded that a simplistic definition of civil—military relations is difficult to arrive at. The essay identifies the key principles of democratic civil—military relations and, although admitting that these principles are not always easy to adhere to, argues that as Africa develops civil—military relations, African militaries have moved and will move closer to observing these principles. To enhance this process it is essential for African militaries to include civic education programmes at all levels of education and training in order to gain a better understanding of and commitment to these principles.  相似文献

This article examines the nuclear command and control (C2) system implemented in Pakistan since 1998, and discusses its potential consequences for the risk of inadvertent or unauthorised use of nuclear weapons. I argue that troubled civil-military relations and Pakistan's doctrine of ‘asymmetric escalation’ account for the creation of a command and control system with different characteristics during peacetime and military crises. Although the key characteristics of Pakistan's nuclear C2 system allow relatively safe nuclear operations during peacetime, operational deployment of nuclear weapons during military standoffs is likely to include only rudimentary protections against inadvertent or unauthorised nuclear release. The implication of this study is that any shift from peacetime to wartime command and control procedures is likely to further destabilise Indo-Pakistani relations during the early stages of a diplomatic or military standoff, and introduce a non-trivial risk of accidental escalation to the nuclear level.  相似文献

Abstract

Humanitarian Assistance and Disaster Relief (HADR) is increasingly important for East Asian militaries, but there is little scholarship on how HADR relates to broader national strategies. This article considers US involvement in HADR in East Asia in relation to changing conceptions of national power. HADR is frequently described as use of ‘hard’ military assets to further soft power goals. Looking at recent US experiences, this article shows that HADR also serves instrumental ends linked to traditional military objectives. Rather than considering power as ‘soft’ or ‘hard’, it argues that HADR illustrates connections between non-coercive and coercive uses of military power.  相似文献

The United States faces a series of strategic and policy conundrums as it attempts to promote strategic stability in the Persian Gulf and the wider Middle East. This article examines the relationship between a reduced US nuclear arsenal and strategic stability in the Persian Gulf and the Middle East. It argues that a series of interrelated political and military factors play a much more significant role in regional security and stability than the US strategic arsenal, which has never, with a few extraordinary exceptions, played a direct role in maintaining regional security. The United States has constructed a system of regional stability based on conventional deterrence and defense that has seen it forward base forces at various installations in the region in combination with efforts to arm, train, and equip host-nation militaries. Nuclear weapons have never played a prominent role in this regional system. Evidence presented in this article suggests that there is no compelling reason for the United States to abandon and/or modify the defensive system of conventional deterrence and defense by adding nuclear-backed guarantees to the mix.  相似文献

Under what conditions can leaders achieve wartime political–military integration? In the Vietnam War, political–military integration exhibited dramatic variation: in the air war, the US was able to tightly integrate its political objectives and military conduct, but in the ground war, the American military prosecuted a strategy that was both divorced from broader political objectives and was immune from Washington's influence. I argue that the nature of information management between the military and civilian leadership explains the pattern of political–military integration in the Vietnam War more completely than do explanations that focus on the organizational cultures of professional militaries.  相似文献

This paper investigates civil conflict as a product of the survival strategies of African leaders. Specifically, the paper offers a theory of risk substitution that predicts coup-fearing leaders will undermine the military effectiveness of the state when making an effort to extend their own tenure. While ‘coup-proofing’ practices have often been noted as contributors to political survival, considerably less attention has been paid to the influence of these strategies on other forms of conflict. Utilising data from a number of cross-national datasets, the analyses show that having a higher number of ‘coup-proofing’ counterweights significantly worsens a state's civil conflict prospects. A brief consideration of multiple episodes of conflict further suggests that in addition to coup-proofing undermining the counterinsurgency capacity of the state, some leaders are simply indifferent to – or can even potentially benefit from – the existence of an insurgency.  相似文献

ABSTRACT

This paper evaluates Boko Haram’s military capabilities and details the process of how its standing army, driven by these capabilities, came to pose a phased threat between 2013 and 2015 in particular. This was a period when military fighting dominated the insurgency in north-east Nigeria. Whereas there is an abundance of literature on Boko Haram’s histories and the impact of its insurgency on north-east Nigeria, analysis of Boko Haram’s military campaigning is still deficient. Attempting to fill this gap, this paper uses field findings and battlefield case studies from north-east Nigeria to highlight how Boko Haram’s overt front – its standing army – came to supplant its guerrilla operations as the main security threat to the frontier area.

This pivot towards military fighting, for a group initially composed of a few ragtag combatants, on the surface might seem surprising. Yet, whereas Boko Haram may lack the popular support required for ‘people’s war’, classic insurgency theories nevertheless hold some explanatory power for this deliberate shift: away from guerrilla warfare as the expedient of the weaker side, and towards the use of a large standing army of locals to swarm, and sometimes successfully overrun, state forces.  相似文献
