ABSTRACT

The debate concerning the Nigerian terrorist Boko Haram is typically simplified across two false dichotomies. First, it is treated as either a local conflict in northeast Nigeria with its epicentre in Borno State or part of a broader conflict in Northwest Africa (and beyond), encompassing northern Cameroon, southern Chad, Niger, and reaching into Libya and Mali. The second dichotomy concerns whether it is animated by local material conditions on the ground, or is part of a broader anti-West jihad. The Boko Haram insurgency is not that simple. It is, rather, a multidimensional conflict and can change overtime.  相似文献

Internal ethnic conflicts appear to be protracted and intractable across the globe in the 1990s. A rare success tory is the struggle resolved between the land‐locked West African Republic of Mali and its Tuareg nomadic inhabitants. They rebelled in 1962–64 and 1990–94. The Malian government, which shares borders with seven other states, eventually defused the insurgency mainly by incorporating the Tuareg into its security forces. The author had a prominent role in this and examines the lessons that deserve to be far better known for the world at large.  相似文献

Mali has been a battleground for more than a year now. While the armed conflict came in the aftermath of the Libyan crisis that left the regional security environment depleted, it also served as a catalyst for the collapse of state authority in Mali. This created conditions conducive for the proliferation of, and attacks by, radical religious armed groups in the northern regions of the country, including the Tuareg armed movement: the National Movement for the Liberation of Azawad (MNLA). But, far from being a new phenomenon, the Tuareg-led armed insurrection in the northern regions is as old as the post-colonial Malian state, and continues to pose tremendous challenges in West Africa and the Sahel region for both regional and extra-regional actors. The recent crisis in the Sahel region is seen as one of the most serious since the end of the Cold War, with anticipated dire long-term impacts on the security of the region and beyond. While attention is predominantly focused on defeating the jihadist groups that have threatened the survival of the Malian state, one must not lose sight of the fact that the ‘Tuareg Factor’, as represented by the rebellion launched by MNLA, remains critical both in terms of appreciating the deterioration of the situation and attempting to frame long-lasting solutions. The paper argues that the Tuareg's persistent recourse to rebellion against Bamako needs to be understood within a historical trajectory that takes into consideration three key parameters: firstly, the post-colonial state in Mali and its African leadership's relations with the descendants of the Tuareg communities; secondly, the amalgamation created by the so-called war on terror; and, finally, the contradictions of the democratisation process of the 1990s.11 This article is based on field research carried out between 2008 and 2013 on the ‘Resurgence of Tuareg-led Rebellions’.  相似文献

The March 2012 coup in Mali opened the door to expanded territorial occupation in northern Mali by Tuareg separatists and subsequently armed Islamist extremists. French forces intervened at the behest of the interim government in Mali. This article examines how various actors frame the conflict to their advantage. While the Malian government and France are allies, the position of various Tuareg actors shift over time as they strategize and weigh the value of allegiance with the French. Local extremist organizations are labeled as terrorists and are targeted as enemies. This article argues that the conflict has been decontextualized and framed within the ‘war on terror’. France’s decision to intervene and to expand their regional military presence, rather than exit, is legitimized by the framing of their intervention as integral to counterterrorism efforts.  相似文献

Since Mali achieved independence from France, the marginalised Tuareg population of Mali has sought independence and the right to form their own nation, ‘Azawad’. These efforts have continuously been frustrated by the Tuaregs' neighbours, due to competing nationalist pride and interests in the mineral resources believed to lie under the northern Malian soil. Thus far, the Tuaregs of northern Mali have been largely neglected and denied both inclusive and effective governance by the various Malian governments from the southern Malian capital of Bamako. When negotiations have failed, Tuareg attempts to seize their own independence through violence have been brutally crushed by the Malian government. The Malian government will neither advance the interests of the Tuaregs nor allow them the freedom to pursue their own path in the world. The advent of the ‘Arab Spring’ in Libya provided another opportunity for the Tuaregs to pursue their dreams of an independent Azawad. Tuareg fighters returning from Libya carried with them both considerable combat experience and stockpiles of arms that they used to temporarily free their homeland. Unfortunately, the Tuaregs' whirlwind conquest of northern Mali was undone by the emergence of a new transnational threat in the Sahel. Al-Qaeda in the Islamic Maghreb (AQIM) supplanted the previously victorious Tuaregs and attempted to turn Azawad into a Taliban-esque caliphate. French intervention defeated AQIM, but set the stage for a continuation of the cycle of violence and instability borne from the unwillingness of the international community to support the Tuaregs' legitimate right to self-determination.  相似文献

ABSTRACT

The conventional wisdom about the 1992 US intervention in Somalia is that it was a quintessentially humanitarian mission pushed by President George H. W. Bush. This article challenges that interpretation, drawing on newly declassified documents. The Somalia intervention, I argue, was largely a pragmatic response to concerns held by the US military. In late 1992, as the small UN mission in Somalia was collapsing, senior American generals worried about being drawn into the resulting vacuum. Hence they reluctantly recommended a robust US intervention, in the expectation that this would allow the UN to assemble a larger peacekeeping force that would take over within months. The intervention ultimately failed, but the military learned useful lessons from this experience on how to achieve smoother UN handoffs in the future and thus effectively shift longer-term stabilisation burdens to the international community.  相似文献

Abstract

Libya in 2011 witnessed a real process of political change, though different from all the policy-oriented jargon equating transition with a teleological transition to democracy. Due to the resilience of the Qadhafi regime in power and with the essential role of NATO intervention, the process was eased out by a eight-month civil war. Governance in post-Qadhafi Libya was not done through the rebuilding of centralized authorities. But it took the specific form of the emergence of multiple non-state actors embedded in local dynamics and then connected with weakened central authorities that had access to the huge Libyan resources. That raised complex questions about the quality of this mode of governance, especially at a time of pressing problems for Libya and its neighbors, whether direct ones (Tunisia, Egypt, Mali) or farther countries across the Mediterranean sea: terrorism with the expansion of Da’esh into the country and flows of refugees crossing Libya’s uncontrolled borders and flowing into Italy and then Europe by thousands.  相似文献

Abstract

The Sahel has gained attention in international politics as one of the central theatres in the war on terrorism. International actors in this war seek alliances with states in the region, reinforcing the latter’s military strength and their legitimacy from outside. At the same time, increasingly-connected young populations question the legitimacy of their states, and contest that legitimacy from within and below. In the absence of states delivering any reasonable form of social contract, young people become torn between different governing orders and find themselves in a liminal space. In this article we present the cases of youth in Mali and Chad, who find themselves in a period of re-definition of their position in society and hence search for legitimate structures representation. In this search they may frame their belonging in terms of ethnicity, religion or political opposition – and increasingly also in adherence to global citizenship. New information flows and connectivity among young people in these regions, and between them and the diaspora, has given a new turn to their search for citizenship/belonging and rightful representation. However, whether their search will be successful in this geopolitical context is questionable.  相似文献

Abstract

The siege of the northern Syrian town of Kobane was lifted in January 2015. The Kurdish defenders there had triumphed against Islamic State (IS). The conflict then moved on. It moved on, though, with the United States, the United Kingdom, and other Western powers having adopted, almost by default, the Kurds as proxy fighters in this conflict. The Kurds, however, are a divided and fractious nation spread across three states and historically famous for fighting among themselves. In employing the Kurds as proxies against IS, as this article shows, these Western powers must be aware of the unintended consequences that can result.  相似文献

Since 2002, NATO's territorial missile defense has evoked continuous debates between NATO states and the Russian Federation. Thirteen years have passed without reaching a common denominator. This article provides a comprehensive overview of the historical background of the debate and the technical details of the missile defense system, highlighting its shortcomings and the state of its deployment process. It also contrasts the military-technical and political arguments of both sides, before addressing the applicable norms of international law to highlight violations and the effect of this noncompliance on existing arms control measures.  相似文献

In this article, we study generalizations of some of the inventory models with nonlinear costs considered by Rosling in (Oper. Res. 50 (2002) 797–809). In particular, we extend the study of both the periodic review and the compound renewal demand processes from a constant lead time to a random lead time. We find that the quasiconvexity properties of the cost function (and therefore the existence of optimal (s, S) policies), holds true when the lead time has suitable log‐concavity properties. The results are derived by structural properties of renewal delayed processes stopped at an independent random time and by the study of log‐concavity properties of compound distributions. © 2015 Wiley Periodicals, Inc.
