By European Union and NATO standards, Greece consistently allocates substantial human and material resources to defence. The Greek defence burden (i.e. military expenditure as a share of GDP) has invariably been appreciably higher than the EU and NATO averages. The paper applies an autoregressive distributed lag model (ARDL) to present cointegrated estimates of the demand function for Greek military expenditure, in which domestic political factors and external security determinants are incorporated. Our empirical findings suggest that Greek defence spending over the period 1960-1998 has been influenced by both external security concerns, namely Turkey, as well as changes in the domestic political scene.  相似文献

ABSTRACT

This article is the conclusion to a special issue that examines the European Union (EU), peacebuilding, and “the local.” It argues that technocracy—particularly EU technocracy—shapes the extent to which local actors can hope to achieve ownership of externally funded and directed peace support projects and programs. Although some actors within the EU have worked hard to push localization agendas, a number of technocracy linked factors come together to limit the extent to which the EU can truly connect with the local level in its peace support activities. While the EU and other international actors have invested heavily into capacity building in conflict-affected contexts, the EU’s own capacity has not necessarily been built to address the scalar problem of accessing the local in ways that are meaningful.  相似文献

ABSTRACT

This article uses the case of illegal street vending in Harare to explore the interface between urban governance and politics. Drawing on the ideas of urban governance and informal governance, it illustrates how polarisation between the opposition political party Movement for Democratic Change-dominated municipal council and the Zimbabwe African National Union Patriotic Front-led government is affecting governance in general and in particular Harare municipality’s ability to handle the illegal street vending problem. While the paper essentially identifies political expediency as the major reason why a lasting solution is elusive in handling the illegal street vending problem, it acknowledges that there are broad reasons for its persistence. ABSTRACT

This article examines local contestation against the European Union Rule of Law Mission in Kosovo (EULEX), manifesting itself in local actors publicly demanding a change in the mission’s mandate and/or its operations. The article investigates how EULEX’s actions and its effectiveness are perceived and reacted upon by the local actors. It shows that local contestation is mainly fueled by (1) conflicting sovereignty claims by the majority Albanians and the minority Serbs; (2) the understanding of sovereignty by parts of society as entailing exclusive authority; and (3) dissatisfaction with the mission’s effectiveness. By addressing EULEX from a bottom-up perspective—that of the local actors—the article underlines the limitations of EU policies in post-conflict Kosovo.  相似文献

ABSTRACT

Romania faced one of the most dramatic transitions from authoritarian communism to become a democracy and a member of the North-Atlantic Treaty Organization (NATO) and the European Union (EU). The backbone of building a democratic society has been civilian control of the military. This article briefly describes the norms and institutions of democratic control of the intelligence services in Romania and assesses how the mechanisms of democratic control have worked in practice after almost three decades of reform. We argue that many of the post-1989 reforms have been only superficial implemented and monitored, particularly after Romania joined NATO and the EU. The article concludes that the democratic control of intelligence in Romania is an unfinished business. There are structural shortcomings embedded in the process of democracy consolidation that need to be addressed.  相似文献
