This Critical Comment seeks to situate the United Nations Convention on the Law of the Sea (UNCLOS) within the context of South China Sea (SCS) dispute. Bearing in mind that maritime actions of the main disputants – China, Vietnam, and the Philippines – increasingly “securitise” these long-standing disputes and vice versa, the study examines the concept of a maritime “regime complex.” Whereas efforts have being made to examine UNCLOS and indeed the dispute within the framework of a maritime “regime complex,” the key finding shows that the increased “securitisation” of the disputes makes it difficult to envisage effective engagement of UNCLOS as a resolution mechanism. It will also reveal that China's firmly established expansionist agenda in the SCS region is indicative of Beijing's susceptibility to compromise a diplomatic solution to these long-standing disputes. These discoveries are structured around the knowledge that the spatial relation of the SCS critically espouses not only its geo-strategic significance in terms of natural resources endowment, but also the enduring maritime disputes within the region.  相似文献

Little has been written about attempts to alter the domestic political systems of these countries, even though this was central to the missions. The latter two cases were selected as extremes on a ‘degree of difficulty’ scale. In Somalia there was basically no governing structure; the US had to build one in order to end the starvation caused by civil war. In Panama the US took over a government in place and had an alternative national leader; the problem was to change the existing state system. The cases reveal a stress on short‐run security issues over long‐term political questions.  相似文献

While global consensus on the meaning and application of the responsibility to protect (R2P) principle remains tenuous, there is little contention among major actors that the development of the norm should prioritise the prevention of mass atrocities. In particular, Brazil, Russia, India, China and South Africa (BRICS) – which have a role to play that is vital to the future development of R2P as a global norm but which continue to express reservations about the intent and application of the doctrine – have been strong advocates of the preventive aspects of the principle. This rhetorical consensus, however, belies the conceptual and practical challenges that are associated with the prevention of mass atrocities. In this paper, the example of South Africa’s post-conflict reconstruction and development (PCRD) interventions in South Sudan from 2005 to 2013 is used to reflect on the role of external actors in supporting conflict-affected states to implement the preventive aspects of R2P. It is argued that while South Africa, like other BRICS countries, has used the rhetoric that atrocity prevention should be at the core of R2P to legitimise its opposition to military intervention for humanitarian purposes, it has struggled to back this rhetoric with coherent strategies and concrete actions to prevent mass atrocity crimes within its sphere of influence. The gap between rhetoric and practice in the preventive aspects of R2P is not unique to South Africa, but highlights fundamental difficulties inherent to global efforts to prevent mass atrocities.  相似文献

Since the peace agreements of 2002–2003 which ended the second war in the Democratic Republic of Congo, reconstruction of the army has been an inherently political process, in common with other attempts to carry out security sector reform (SSR). This article briefly sketches out the Congolese army's history, then attempts to fill a gap in the literature on Congolese SSR by detailing what can be found of the actual structure and shape of the present army. The efforts that have been made to reform the army are then examined, followed by a conclusion which examines the major issues and possible ways forward.  相似文献

An argument is presented that Valentine Green’s mezzotint engraving ‘Queen Elizabeth at the Head of her Army at Tilbury-Fort, A.D. 1588’ (1792) was inspired by the late 18th-century life-sized group of three figures representing the same subject that was formerly on show at the Tower of London. The mezzotint presented in Acta Historica Reginarum Angliae is the only known image of the original pre-1828 setup of the display, showing the figure of the queen in a skirt-like piece of armour that has since been re-identified as King Henry VIII’s tonlet armour.  相似文献

An examination of past analyses suggests that today's sailors may be less responsive to compensation changes than previous generations. Such a change could make recruiting and retaining high‐quality sailors more difficult. However, variation in researchers' decisions over time may simply have created the appearance of such a change. Our results suggest there is little variation in the pay elasticity over time. In contrast, the different reduced‐form models we use to measure this relationship can explain most of the variation in the literature. Therefore, the evidence suggests that while sailors may have changed over time, their response to compensation has not.  相似文献

Abstract

In connection with the work to find the Fulford battlesite, it is recognised that the techniques required to find the site of a conflict are different from those employed to confirm and research a battlesite. Access to museum storeroom collections allowed the surface fragments from the investigation to be interpreted and also revealed that iron was in all probability gathered together and reprocessed immediately after the battle. Thus, hearth debris is a potential pointer to locate other sites because the metal-working sites at Fulford coincided with the area of action of the battle suggested by other, independent avenues of research.  相似文献

This article highlights a pattern of military adaptation and tactical problem-solving utilized by the Israel Defense Forces (IDF) while engaged in protracted conflict with the Lebanese militant group Hizballah. It discusses the IDF’s recent attempts to institutionalize their historically intuitive process of ad-hoc learning by developing a formal tactical-level mechanism for ‘knowledge management’. The diffusion of this battlefield lesson-learning system that originated at lower-levels of the organization is examined, as well as its implementation and effectiveness during the 2006 Lebanon War. A nuanced analysis of IDF adaptation illustrates the dynamic interplay between both ‘top-down’ and ‘bottom-up’ processes of military innovation.  相似文献

Following a classic Maoist revolutionary war strategy, with both Guevarian and Giapist elements, the African National Congress (ANC) attempted to overthrow, through revolutionary violence, the apartheid government of South Africa. This struggle, which began in 1961 and was eventually suspended in mid-1990, witnessed the general failure of the ANC strategy: for all intents and purposes – and despite all claims to the contrary – the ANC and its armed wing Umkhonto we Sizwe (‘Spear of the Nation’) failed to overthrow of the South African state by force, the purpose for which it was intended. The strongest indication of this was that the ANC was never able to establish (Phase One of revolutionary war) effective internal underground structures of any duration within South Africa. This much was clear when the ANC was unbanned in 1990, but was recognised long before: in October 1986, the ANC stated that ‘despite all our efforts, we have not come anywhere near the achievement of the objectives we set for ourselves’. The ANC's ‘use’ of the UDF structures inside South Africa, in this sense, was not the same thing as establishing effective internal ANC/MK structures in the way that they intended. The ANC/South African Communist Parry (SACP) also underestimated continuously the ability of the government to react strongly and viciously to the ‘Revolutionary Onslaught’: at least part of the blame for this underestimation lay with the promotion of the armed struggle over all other activities. In eidle, the ANC/SACP were unable to reach back effectively into the country to lead a revolution. In the end, the apartheid regime was defeated not by guerrilla action or by revolutionary overthrow, but through the mass action of millions of South Africans.  相似文献

Abstract

In contemporary counter-insurgency campaigns de-escalation is typically achieved by obtaining the local population's collaboration. The rationale underlying this approach is that such collaboration spawns control over the population and therefore weakens the insurgent's position. This article seeks to understand how this approach is practised in the reality of contemporary counter-insurgency warfare. In Iraq as well as Afghanistan counter-insurgents were confronted with fragmented indigenous societies in which the various local segments were dominated by local power-holders. Consequently, obtaining the local population's collaboration required co-option of these agents. As such a strategy of co-option is a highly localized approach, this article focuses on Afghanistan's Uruzgan province and analyzes the implementation of co-option by the Netherlands' Task Force Uruzgan (TFU), which operated there from 2006 to 2010. The analysis discusses how the counter-insurgents obtained a profound understanding of Uruzgan's societal landscape and how co-option of local power-holders became part of the counter-insurgency routine. In the end, co-option was successfully implemented as TFU even succeeded in obtaining the collaboration of previously marginalized elements of the population. However, as the methods employed for co-option were mainly of a persuasive nature, the TFU co-option strategy was less effective in containing the influence of notorious spoilers. Thus this case study provides an insight into the dynamics and limitations of co-option as a tool for de-escalation in contemporary counter-insurgency warfare.  相似文献

The resource debate is easily discerned as part of the ongoing history of farmer–herdsman conflict in the North Central region of Nigeria. Scarcity theorists are adept at linking scarcity with the onset of livelihood conflict while on the other hand resource abundance pundits insist it is profusion and not scarcity that impels conflict. This article traverses these wrangles and proceeds to downplay the resource polemic altogether. It is proposed that the resource debate, despite its profoundness, presents a narrow reading of farmer–herdsman clashes in Nigeria’s North Central region. It is suggested that a number of other factors, including elite land grabbing, ethno-religious identity construction, weak state capabilities, the citizenship question, corrupt traditional institutions, the lack of an effective land tenure system and a widespread culture of impunity, make for better readings of the conflict. Owing to the negative impacts of the conflict on state and society, it is recommended that the state in Nigeria should commit itself to addressing the citizenship question, strengthening the capabilities of security institutions, extirpating the culture of impunity and revaluing its policy on land redistribution.  相似文献

We study a supply chain in which a manufacturer relies on a salesperson to sell the products to the consumers. The sales outcome is determined by a random market condition and the salesperson's service level, both of which are privately observed by the salesperson. Apart from them, there are two types of resellers: a knowledgeable reseller observes the market condition, whereas a diligent reseller can monitor the service level. While delegating to a reseller enhances information acquisition, it may also result in double marginalization and inefficiency. We identify several operating regimes in which double marginalization can be eliminated via simple contracts and establish the benefit of monitoring the salesperson over monitoring the market. Our dominance result is not prone to our model characteristics regarding the complementarity of market condition and sales effort, the relative importance of adverse selection and moral hazard, and the contract form. We then generalize our model and re‐establish the dominance result in the presence of reseller's risk aversion or private monitoring expertise. This article seeks to explain the basic dynamics of the development of the German military approach in Afghanistan between 2003 and 2010 by looking at the impact of the Bundeswehr’s established uses of historical experience. First, the German military approach in Afghanistan has slowly evolved from a peacebuilding and mediation mission towards a full-fledged combat deployment. Second, the Bundeswehr’s exclusive focus on the World War II experience has contributed to the emergence of the Balkans experience as a formative experience that shaped initial operational thinking in Afghanistan. Third, because a thorough debate on the historical foundation of counterinsurgency remained absent, the operational shift in 2009 was perceived as a return to ‘classical’ military tasks and thus led to an almost exclusive focus on training for combat.  相似文献

This essay was written after a team of the Institute for Security Studies visited the Democratic Republic of the Congo (DRC) to share their experiences of the challenges of defence transformation with Congolese officials and members of civil society.

It discusses the South African defence transformation process and experience in detail and highlights the imperative for visionary leadership, commitment and communication as prerequisites for successful transformation. The DRC faces a unique opportunity to design and create an optimal national defence force for itself, which will reflect its new and evolving national policy on defence, and therefore the needs of the nation. This poses an exciting challenge and true opportunity to move beyond survival into a new age. The essay aims to make a contribution to this process.  相似文献

Standard economic concepts of production and cost minimization subject to a production constraint are used to derive the conditions of optimal deployment of home and forward military forces for the production of home security. United States' participation in the NATO alliance is then analyzed in the context of a two‐ally (U.S. and Western Europe) optimal force deployment model of NATO. Next, U.S. force‐basing policy is adduced as an enforcement mechanism for the “transatlantic contract.” Lastly, statistical evidence on burden sharing within Western Europe, and the effectiveness of the U.S. contract enforcement policy, is presented.  相似文献

Recent events demonstrate the complex and adaptive approach employed by Russia to reassert influence in Europe. The changing face of Russia’s strategy commenced in 2007 when it launched a crippling cyber-attack against Estonia. This was followed by a large Russian conventional attack against Georgia in 2008, occupying two large areas of the nation. 2014 witnessed the Russian annexation of Crimea where in just a week, Russia seized control of Crimea “without firing a shot.” The annexation of Crimea was rapidly followed by a Russian inspired and led subversive war in eastern Ukraine. The common thread among these diverse Russian operations is its use of ambiguity to confound and confuse decision makers in the West.  相似文献
