ABSTRACT

The German Sonderweg thesis has been discarded in most research fields. Yet in regards to the military, things differ: all conflicts before the Second World War are interpreted as prelude to the war of extermination between 1939–1945. This article specifically looks at the Franco-Prussian War 1870–71 and German behaviour vis-à-vis regular combatants, civilians and irregular guerrilla fighters, the so-called francs-tireurs. The author argues that the counter-measures were not exceptional for nineteenth century warfare and also shows how selective reading of the existing secondary literature has distorted our view on the war.  相似文献

A statistically based enquiry into recruitment into the British Army over the period 1987-2000 shows that two factors tend to induce young men to enlist: high levels of unemployment in the civilian sector and positive signals from the authorities that the Army is in a recruiting phase. The same result obtains, broadly speaking, in the context of both white and non-white (ethnic minority) recruitment, although the willingness of ethnic minority young men to contemplate an Army career is only about a quarter of that of white men, other things being equal. Correspondingly, the Army shows no signs of reaching the target agreed with the Commission for Racial Equality in 1997 for a 1 percentage point increase annually in the percentage of recruits being drawn from the ethnic minorities. This article has something to say about how the Army might improve its performance in this regard by offering more in-service training and education to otherwise underqualified recruits and concentrating recruitment effort on regions of high ethnic minority unemployment.  相似文献

This essay was written after a team of the Institute for Security Studies visited the Democratic Republic of the Congo (DRC) to share their experiences of the challenges of defence transformation with Congolese officials and members of civil society.

It discusses the South African defence transformation process and experience in detail and highlights the imperative for visionary leadership, commitment and communication as prerequisites for successful transformation. The DRC faces a unique opportunity to design and create an optimal national defence force for itself, which will reflect its new and evolving national policy on defence, and therefore the needs of the nation. This poses an exciting challenge and true opportunity to move beyond survival into a new age. The essay aims to make a contribution to this process.  相似文献

Abstract

This paper examines the nexus between the Japanese strategy and economic–industrial mobilization during the period 1937–1945. From 1937 to December 1941, the country was engaged in a land war of attrition in China. This war requested an immense amount of resources and was associated with armaments procurement strategy with emphasis in the army. However, the Japanese strategic vision assumed that the state was strong enough to engage in one land war against China and in a naval war in the Pacific simultaneously. The basis of Japanese strategy was a utopia. Making things worse, the naval war in the Pacific was conducted against the most industrialized powers in the world [the US and the British Empire (Britain, Australia, India, etc.)]. Finally, the internal Japanese industrial mobilization was associated with immense errors in armaments production (absence of economies of scale and scope, limited raw materials, etc.). Under these circumstances, the defeat was an expected outcome.  相似文献

Abstract

The economics of stolen valor concerns the act of trading on false claims of being awarded valorous military service medals. The U.S. Supreme Court overturned the 2005 Stolen Valor Act, largely on First Amendment grounds. Misrepresentation that devalues the reputation of medals for valor may not violate the revised statute despite decreasing the wage premium and discouraging investment in military effort.  相似文献
