In 2003, the Albanian government declared that in late 2002 it had discovered a heretofore unknown cache of 16 tons of chemical weapons. Tirana requested and received assistance from the West in securing and destroying the materials, a task completed in 2007. Albania has been lauded for its responsible handling of the discovery and for being the first nation to complete the destruction of its chemical weapons under the terms of the Chemical Weapons Convention (CWC). This article argues that the Albanian government has always knowingly possessed the weapons, keeping them a secret until a post-September 11, 2001 international focus on weapons of mass destruction made it politically worthwhile for Tirana to declare and destroy them. The likelihood that the governments of the West turned a willful blind eye to this chain of events is troubling for the credibility of the CWC and confidence in nonproliferation measures in general. Finally, the author recommends measures to avoid and address similar situations in the future.  相似文献

Nonproliferation policies to prevent biological and chemical weapons use are important, but insufficient, particularly in view of the rise of global terrorism. Given the history of developing and using these weapons, it is crucial that governments properly prepare for biological and chemical threats, whether naturally occurring or man-made, such as by developing and managing effective healthcare infrastructure to mitigate widespread illness and injuries resulting from pandemics or terrorist attacks. Although the Middle East is one of the most sensitive and complex areas in the world—especially regarding regional arms control efforts and prevention—coordinating preparedness strategies among states in the region may be possible. Cooperatively addressing biological and chemical threats could lead to constructive progress towards the otherwise elusive goal of establishing a weapons of mass destruction-free zone in the Middle East.  相似文献

There are important similarities between the pattern of behavior Karl Marx identified with respect to commodities—a pattern he called “fetishism”—and the pattern of behavior identified in this article with respect to military force. Marx identified money as the mature expression of commodity fetishism; the author identifies nuclear weapons as the mature expression of the fetishism of force. As such, nuclear weapons function as the currency of power in the international system. This article lays out a theory of nuclear fetishism by adapting four themes that are characteristic of the pattern of behavior known as fetishism: materiality, historicality, efficacy, and reification. By applying these categories to the fetishism of nuclear weapons, the author shows that nuclear weapons represent a new social form consistent with, yet distinct from, other fetish objects.  相似文献

The Obama administration has made a great effort to increase the role of advanced conventional weaponry in US national security thinking and practice, in part to help reinvigorate the global nuclear disarmament agenda by reducing the role played by nuclear weapons in the US defense posture. However, such a strategy is fundamentally flawed because increases in US conventional superiority will exacerbate US relative strength vis-à-vis other powers, and therefore make the prospect of a nuclear weapon-free world seem less attractive to Washington's current and potential nuclear rivals. Consequently, it is highly likely that the impact of efforts to increase US advanced conventional superiority through ballistic missile defense and a conventional “prompt global strike” program will ensure that the Obama administration is adopting a pathway to nuclear abolition on which it is the sole traveler for the foreseeable future.  相似文献

For many years, non-nuclear weapons states have sought binding commitments from nuclear armed states that they would not be the victim of either the threat or use of nuclear weapons—so-called negative security assurances (NSAs). The nuclear weapon states have traditionally resisted granting such unconditional NSAs. Recent U.S. efforts to use nuclear deterrence against the acquisition and use by other states of chemical, biological and radiological weapons, however, have further exacerbated this divide. This article analyzes the historical development of NSAs and contrasts U.S. commitments not to use nuclear weapons with the empirical realities of current U.S. nuclear weapons employment doctrines. The authors conclude that NSAs are most likely to be issued as unilateral declarations and that such pledges are the worst possible manner in which to handle the issue of security assurance.  相似文献

In his 2009 Prague speech and the 2010 Nuclear Posture Review, President Barack Obama committed the United States to take concrete steps toward nuclear disarmament while maintaining a safe, secure, and effective nuclear deterrent. There is an inherent tension between these two goals that is best addressed through improved integration of nuclear weapons objectives with nuclear arms control objectives. This article reviews historical examples of the interaction between the two sets of objectives, develops a framework for analyzing opportunities for future integration, and suggests specific ideas that could benefit the nuclear weapons enterprise as it undergoes transformation and that could make the future enterprise compatible with a variety of arms control futures.  相似文献

The laser technology has made remarkable progress over the past couple of decades.It is being widely employed in diverse domains,such as holography,space sciences,spectroscopy,medical sciences,micro and power electronics,industrial engineering,and most distinctively,as directed energy military weapons.Owing to their active transmissions,laser systems are similar to microwave radars to some extent;however,unlike conventional radars,the laser operates at very high frequencies thus making it a potent enabler of narrow-beam and high energy aerial deployments,both in offensive and defensive roles.In modern avionics systems,laser target indicators and beam riders are the most common devices that are used to direct the Laser Guided Weapons(LGW)accurately to the ground targets.Additionally,compact size and outstanding angular resolution of laser-based systems motivate their use for drones and unmanned aerial applications.Moreover,the narrow-beam divergence of laser emissions offers a low probability of intercept,making it a suitable contender for secure transmissions and safety-critical operations.Furthermore,the developments in space sciences and laser technology have given syner-gistic potential outcomes to use laser systems in space operations.This paper comprehensively reviews laser applications and projects for strategic defense actions on the ground or in space.Additionally,a detailed analysis has been done on recent advancements of the laser technology for target indicators and range-finders.It also reviews the advancements in the field of laser communications for surveillance,its earlier state of the art,and ongoing scientific research and ad-vancements in the domain of high energy directed laser weapons that have revolutionized the evolving military battlefield.Besides offering a comprehensive taxonomy,the paper also critically analyzes some of the recent contributions in the associated domains.  相似文献

During the Cold War, two contending hypotheses dominated theories concerning the economic impact of anus control. The first suggested that when certain prerequisites were fulfilled, arms control agreements served to promote lasting reduction in military spending. The second asserted that instead of promoting savings, arms control encouraged diversion of resources to more advanced and expensive weapons, thus driving defense spending higher. Through the examination of the impact of the Washington Naval Agreements on naval expenditure during the 1920s, this paper provides empirical evidence to support the latter of these competing hypotheses. The United States, Great Britain, and Japan all realized economic savings after signing the Washington Naval Agreements. However, these savings soon eroded as the powers developed more advanced weapons‐systems.  相似文献

Some of the most active arms races are taking place between developed and less developed countries. The inability of less developed countries to compete financially, as well as technologically, with developed countries may be forcing the former to acquire terror weapons (TWP). The Iran–Iraq war in the 1980s and the events of 9/11 proved that the use of TWP is no longer a mere threat; there are several organizations and countries that will not hesitate to use them. This study develops a model of resource allocation in an arms race between a developed country that is characterized by state‐of‐the‐art technology and high GDP, and a less developed country whose technological capability and GDP are much lower. The model is used to predict the optimal mix of weapons of the two countries that are engaged in the arms race. Applying the model to the arms race between Israel and Syria demonstrates its use.  相似文献

This article explores the potential impact of U.S. disarmament leadership on the nuclear diplomacy of North Korea and Iran, the “defiant states.” The first part of the article introduces the concept of “interaction capacity,” which measures a state's integration into international society, based on its physical communication systems and its adoption of shared norms. The theory predicts that lower levels of interaction capacity will generate a greater propensity for nuclear defiance, as the affected states reject and try to resist integration pressures. In the second and third parts of the article, this conceptual framework is applied to the cases of North Korea and Iran. The analysis suggests that efforts to reassert U.S. disarmament leadership could increase the alienation of North Korea and Iran, leading to provocation and escalation of nuclear tensions. The final part of the paper explores the policy implications of this analysis for the potentially defunct six-party talks, for hopes of renewed negotiations with Iran, and for the 2010 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons.  相似文献

The role of norms and military utility in the use of weapons is disputed by constructivist and realist scholars. Through an examination of US decision-making regarding anti-plant and irritant agents in the Vietnam War, I advance this debate in three key ways. First, I develop structural realism’s expectations regarding the role of military utility. Second, I demonstrate that social and material factors are at play in our understandings of both ‘norms’ and ‘military utility’, and that both played a role in US decisions. This article puts forth collection action as a unifying theme for the conference essays on arms trade, control, and production. For each of these topics, collective action failures are related to group size and group composition considerations. Other issues are also examined including the manner in which individual contributions determine the overall level of the associated collective good ‐ the so‐called aggregation technology of public supply. Between the 1960s and the 1990s, the US chemical industry went from lobbying against the Geneva Protocol and promoting increased funding for chemical warfare to refusing to produce binary chemical weapons and assisting with the negotiations of the Chemical Weapons Convention (CWC)—even though the treaty included provisions that could be costly to industry. What happened in those thirty years to make the US chemical industry reverse its position on chemical weapons? This article argues these changes were largely caused by the chemical industry's desire to reform the negative public image it had acquired due to its involvement in the Agent Orange scandal and other high-profile incidents during the 1970s and 1980s. The chemical industry's assistance with CWC negotiations may be explained after an examination of the US public policy literature, which argues that industry will support apparently costly regulations if doing so helps it repair a damaged public image and ensures greater profits in the long run.  相似文献

ABSTRACT

Widespread and often exaggerated generalizations about the global spread weapons of mass destruction (WMDs) have proven to be not only misleading and technologically naïve, but also unhelpful in formulating effective policies to counter their threat. The new book by George Mason University's Sonia Ben Ouagrham-Gormley dispels the popular narrative that governments and terror groups can easily—and inevitably will—develop WMDs, particularly biological weapons, by exploring the complex external and internal conditions that such programs require, as demonstrated by the Cold War-era biological weapon programs of the superpowers. This empirically grounded and realistic assessment of how states try—and often fail—to develop such programs offers a more reliable basis to craft realistic counterproliferation policies that can elicit international support.  相似文献
