Africa and the 2015 NPT Review Conference

African states' attendance at and participation in the preparations for the 2015 Review Conference of the Parties to the Treaty on the Non-proliferation of Nuclear Weapons (NPT) has produced mixed results, with the continent acting as both agent and bystander in respect of certain issues. African agency is evident in, for example, its position as a member of groupings on Iran's nuclear weapons programme and the Middle East Nuclear Weapons Free Zone. Less agency is evident in states' individual actions. This underscores the importance of African states' preference for multilateralism. However, African agency is also less evident in African multilateral efforts at the NPT preparatory meetings. The impact of these developments on the 2015 NPT Review Conference is too soon to tell but may bode ill for African agency.     

On the Road to the 2015 NPT Review Conference

The second session of the Preparatory Committee for the 2015 Review Conference (RevCon) of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) highlighted two issues in particular—progress toward a Middle East Weapons of Mass Destruction–Free Zone and the Joint Statement on the humanitarian impact of nuclear weapons—that may not only greatly affect the health and vitality of the NPT and the 2015 RevCon, but possibly also have implications for the international nonproliferation regime as a whole. Dr. William Potter, director of the James Martin Center for Nonproliferation Studies, interviewed Ambassador Cornel Feruta, chairman of the 2013 PrepCom, to discuss these and other issues related to the meeting and the future of the treaty and its review process.     

MAKING THE AGENDA STICK Lessons Learned From the 2007 NPT PrepCom

After the conclusion of the 2008 Preparatory Committee (PrepCom) for the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Nonproliferation Review interviewed Ambassador Yukiya Amano of Japan, who presided over the 2007 session of the PrepCom in Vienna. He provided valuable insights into his preparations for the PrepCom and shared his thoughts on some of the most pressing issues that confronted his chairmanship and the PrepCom as a whole. The interview also provides useful perspectives on the future of the strengthened review process.

基于双自适应小波变换的JPEG2000数字水印算法

针对小波变换提出一种双自适应算法,并将该算法应用于JPEG2000压缩过程中的小波变换,在此基础之上,又提出一种适合于JPEG2000的数字水印算法．该算法利用JPEG2000压缩中的双白适应小波变换,将水印嵌入到量化后的小波系数中．实验证明,该算法具有较好的不可见性和较强的鲁棒性．     

The 1907 Naval War Plans and the second Hague peace conference: A case of propaganda 1

The phenomenon of mutual sea denial had rendered offensive naval actions such as commercial blockade impossible in the narrow seas around Europe. Consequently, the First Sea Lord, Admiral Sir John Fisher, abandoned commercial blockade for the safer option of interdicting enemy commerce on the high seas where the Royal Navy could control communications. The proposal to extend immunity to all private property at sea at the 1907 Hague Conference threatened this strategy. As part of a wider campaign to convince the British establishment to oppose immunity, Fisher created the 1907 Naval War Plans to directly influence Cabinet decision-making. Fisher's close involvement in the creation of the ‘Plans’ indicates that they are an expression of Fisher's strategic vision. Moreover, Fisher's attempt to influence the Cabinet asks questions of the bureaucratic decision-making process within the British establishment before 1914.
