In the ten years since the establishment of South Africa's first inclusive democratic government, an ambitious, extensive and systematic process of reform has been carried out in the governance of security. The process is widely regarded as having been successful and a model for other processes of ‘security sector reform’ in the context of transitions from authoritarian forms of governance to democratic ones.

That this been achieved with hardly a shot fired in anger is a remarkable achievement and a credit to visionary political leadership as well as organisational capacity, in other words to effective security governance.

At the same time, progress has been uneven and sometimes fragmentary, policy intentions and commitments have not always been translated into practice, the end results have not been to everyone's liking, and transformation has engendered its own pathologies. Thus several challenges remain in improving security governance.

This article provides a broad overview of the roles played by the various actors in the governance of the security sector, including the executive, parliament and civil society. It examines the main policy frameworks and touches on organisational transformation, because it is impossible to deal with governance in isolation from these issues. Policy processes and the frameworks they give rise to—in particular—are critical for effective governance. This article deals with the defence, safety and security and intelligence fields. A comprehensive overview would need to include the governance of criminal justice and foreign policy. The article does not seek to make an overall evaluation of governance, but to identify achievements, shortfalls and challenges.  相似文献

Africa and for that matter the Gulf of Guinea cannot be indifferent to the global energy politics of the 21st century. The increasing importance of the region has attracted major actors in the energy sector. The competing interests of these actors are played out in various forms. This heightened interest in the region, especially with the discovery of oil in huge commercial quantities, has brought the importance of the area into focus in global oil politics. This paper looks at the importance of the region in light of the huge energy potentials of the Gulf of Guinea and how the institution of proper governance systems could serve as an important factor in ensuring the proper management of the resource.  相似文献

A comprehensive maritime interdiction strategy to attack the insurgent's logistic system was a key element in the defeat of the Tamil Tigers. The campaign of maritime interdiction required the Sri Lankan Navy (SLN) to attack LTTE arms smuggling, sea piracy, and maritime terrorism. The SLN degraded the insurgency's robust maritime logistical network while also devising tactics to engage the maritime insurgents who reacted with swarm and suicide boat tactics. The efforts of the SLN forced the Tamil Tigers to confront the government's final land offensives with diminished resources, thus collapsing a three decades’ old insurgency in a matter of months.  相似文献

It is widely acknowledged that maritime security in the Gulf of Guinea is a highly complex phenomenon involving a variety of issues (legal deficiencies, inadequate military equipment, and challenges like corruption, political unrest and youth unemployment) as well as a multiplicity of external responders. To make sense of the impact that external actors have when they address this complex problem through various maritime capacity building endeavours, this article argues that there is a need to understand the attractiveness of capacity building vis-à-vis the widely acknowledged need for a comprehensive approach, as well as the difficulties of translating the potential for comprehensiveness into practice (as important aspects of the problem remain largely unaddressed). Further, it is argued that it is important to appreciate that even if these gaps – i.e. the aspects that maritime capacity building currently leaves unaddressed – represent a ‘failure’ to deliver a comprehensive response, they are at the same time illustrative of how the maritime capacity building activities of various external actors also ‘succeed’ in having an impact on this regional security landscape – for instance, by influencing how certain aspects of this multifaceted problem are prioritised, whilst others are only marginally addressed, if at all.  相似文献

Children on the African continent have suffered immensely from the proliferation and misuse of small arms, including death, injury, displacement, separation from families, loss of access to health, humanitarian and educational services, and lack of economic opportunities. Further, over 300,000 children serve as child soldiers, relying on small arms as their tools of war. The international community has worked to establish protections for children for over 50 years, yet children continue to suffer. The recent UN Special Session on Children adopted ‘A world fit for children’, which, in combination with the Programme of Action agreed upon at the July 2001 UN Conference on Small Arms, begins to address a comprehensive approach to eliminating the negative impacts of small arms proliferation on children in conflict.  相似文献

There has been a failure by the international community to establish an effective system of prosecution for the trial of captured Somali pirates. This failure is in part due to the inability of the United States and by developed countries in Europe to carry out their responsibility as prescribed under international laws dealing with the prosecution of captured pirates. Owing to domestic political pressures, it has become politically expedient to outsource the trial of captured Somali pirates to Kenya and other developing countries in the East African region. By the end of 2009, Kenya had signed six memoranda of understanding with Canada, China, Demark, the United Kingdom, the United States and the European Union. Kenya has become the single largest destination for the trial of captured Somali pirates whose victims are not Kenyans; the attacked vessels do not fly the Kenyan flag, the attacked ships are not managed by Kenyans and the crimes did not occur in Kenya's territorial waters. Outsourcing as constructed, conceived and implemented at present is morally and legally wrong. It has left a weak and poor country to shoulder the responsibility of the international community. This paper examines the reasons for outsourcing and its implications for Kenya.  相似文献

This article revisits Zimbabwe's land question from the vantage point of having been written five years after the ‘fast-track’ land redistribution programme was launched. Without belittling the accomplishments of land reform in the first 19 years of the country's independence, it is generally clear that the sweeping programme of 2000–2003, the most comprehensive of its kind, created a new paradigm. Clearly, the consequences will take many years to work themselves out through the country's political, economic and social fabric.

The article briefly defines what may be termed ‘old’ and ‘new’ versions of Zimbabwe's land question before outlining the salient aspects of the reform process itself. It then assesses the outcomes of the redistribution, the apparent lacuna between ‘land’ and ‘agrarian’ reform, and the debate that the reform process itself has kindled. Transforming land distribution into qualitative agrarian reform has proved an Achilles heel in the arguments put forward by the proponents of the fast-track programme. Finally, recommendations are provided as to what is necessary to secure land and agrarian reform in the short, medium and long term.  相似文献

Policies to counter the threat of weapons of mass destruction (WMD) have, for the most part, been modeled on strategies originally devised to counter the danger of nuclear proliferation. While useful in countering a traditional CBN (chemical/biological/nuclear)/WMD threat, current counter-proliferation and non-proliferation regimes are insufficient to meet the challenge of maritime terrorism. Maritime terrorism represents a new category of threat; one that partially overlaps with conventional WMD, but for which – due to the scope and nature of the maritime industry – traditional counter-proliferation policies may be inadequate and even inappropriate. This article outlines the means by which maritime shipping can be used as WMD and discusses the policies implemented to deal with these threats, in light of the challenges presented to traditional conceptualizations of WMD and counter-proliferation strategies.  相似文献

By comparing the Somali experience of piracy with the emerging situation in the Gulf of Guinea, I show that increases in the enforcement aspects of state capacity in the Gulf of Guinea states are necessary but not sufficient tools to combat the emergence, growth, and institutionalisation of piracy. Such tools would require state-building measures that would minimise the incentives of individuals to join piracy organisations and they would have to effectively deal with youth unemployment, income inequality, and environmental degradation.  相似文献

ABSTRACT

After two centuries of almost non-stop warfare since Independence in 1819, Colombia now finds itself at a crossroads. One path entails the construction of a culture of peace in the aftermath of the 2017 disarmament of the Fuerzas Armadas Revolucionarias de Colombia (FARC). Another trajectory entails a profound transformation of war. Colombia is increasingly leaning toward reconfigured warfare. The most prominent feature of this redefined security panorama is the re-conception of boundaries, both physical and ideational. One is reminded of the chilling observation of Gabriel García Márquez that a country ‘condemned to one hundred years of solitude did not have a second opportunity on earth.’  相似文献

A transit vessel traffic scheduling algorithm has been developed to limit the negative effects on cargo volume throughput in two‐way waterways where separation distances between transiting vessels must be maintained and passage restrictions may hold. It runs in time that is polynomial in the number of ships involved in the computation and finds schedules which increase the utilization of waterways. Three examples illustrate its use. The first example is situated in the Sunda Strait where the algorithm is used to enhance the safety of merchant shipping against a terrorist threat. It illustrates important features of the algorithm and demonstrates how it can be used with cross traffic. The second example is situated in the Strait of Istanbul and offers a comparison between the developed algorithm and the transit vessel scheduling algorithm of Ulusçu et al., J Navig 62 (2009), 59–77. This was done using a plausible model of the Strait of Istanbul. The third and last example shows how the algorithm can be used to schedule transit vessel traffic in two‐way waterways with junctions. This feature is especially useful in congested waters with a high risk of collisions like the Inland Sea of Japan. Guinea-Bissau's transition toward democracy has been violent and disruptive. Despite holding elections and attempts to promote economic and social development, the latest government, under President Yala, is not equipped to bring stability or even a more democratic state. A politicised military, inexperienced opposition and corrupt government officials have contributed to the current poverty and instability. Although unlikely to be deposed by the fragmented opposition, Yala is not secure within his own party and is likely to use his position to weaken his opponents. As a Catholic, Yala has been careful to avoid religious conflict by reassuring Muslim citizens that they will not be marginalised. The economy is precarious and poverty has not been addressed. Guinea-Bissau is dependent on foreign donors for its financial needs. Guinea-Bissau has begun military operations against rebels opposing the Senegalese government and the battles seem likely to continue to cause regional instability. Without external intervention political and economic development looks remote.  相似文献

The article analyses the Spanish military transformation. This process started in 2004 as a means to adapt the force structure, organization and capabilities of the Spanish military to meet present and future threats in compliance with NATO’s initiatives, thus ensuring the continuity of the equipment modernization, professionalization and the adjustment of the country’s defence architecture to the post-cold war environment. A decade later, although transformation is still a priority for the Ministry of Defence, limited political will, a lack of strategic guidance, poor resource management and the effects of the economic crisis are compromising its development. This article describes the Spanish military transformation and assesses its value in adapting the country’s armed forces to the current and prospective security environment.  相似文献
