Much has changed since the United Nations was established in 1945. New challenges confront the organization including global warming, global diseases and global terrorism. Responding to these challenges requires continual change, adaptation and learning—a hallmark of the stewardship of current UN Secretary General Kofi Annan. In 1997 Annan announced major structural changes to streamline the organization, follow up five years later by another initiative to clarify, simplify and rationalize the organization and subsequent efforts to streamline UN peacekeeping. The UN has also forged new partnerships with civil society and the private sector. Important as these changes are, reform of the General Assembly and the Security Council hold the organization hostage to the vested interests of key member states. There are a number of options to make the Council more representative including regionalism, population distribution, economic weight, culture/religion/civilization and democracy. Clearly the largest challenge is the absence of representation for Asia, Africa and Latin America. Currently Germany, Japan, India and Brazil have strong claims—plus at least one candidate from Africa. Should these four countries decide to act in unison, they could force reform of the Security Council  相似文献

Recruiting more women into peacekeeping operations due to the perceived unique contributions they are said to make to missions has been widely advocated by the United Nations (UN) and other agencies as a means to overcome the unintended consequents of deployments – mainly the ongoing reports of sexual abuse of locals by male soldiers. However, taking into account the broader gender debates surrounding women’s contributions to peacekeeping, and by considering the experiences of women in the South African National Defence Force (SANDF), this study reveals the challenges women face in realising these widely advocated contributions. These challenges include the current recruiting processes, the self-perception of female soldiers, the deeply patriarchal ideologies within South African society, and the hyper-masculine culture which overwhelms the military. The study concludes that, for women to be properly utilised, a reassessment of recruitment processes in the SANDF is necessary, gender training should be prioritised, and an androgynous soldier identity should be advocated.  相似文献

The Biological and Toxin Weapons Convention (BTWC) underpins the international regime to control biological weapons. The strength of the treaty however relies on national implementation. The first step for many states party to the Convention is drafting appropriate national laws and regulations. So far, 32 countries in Africa are signatory to the BTWC. More recently, in 2004, the United Nations Security Council adopted resolution 1540, which requires all UN Member States to put in place legislation to prevent the illicit trafficking of material that could be used to develop weapons of mass destruction. The need for such wide-ranging legislation is recognised African countries but its creation and implementation pose specific challenges.  相似文献

Particularly in African operations, United Nations (UN) peacekeeping forces have faced significant problems in restoring stability. In at least a few situations, unilateral national military interventions have been launched in the same countries. In the cases of Sierra Leone and Côte d’Ivoire, the British and French interventions respectively played a significant role in re-establishing stability. Lessons from these operations suggest that if effective coordination and liaison channels are established, such hybrid unilateral-UN missions can in fact be more successful than “pure” peace operations.  相似文献

This commentary traces the increasing importance of early warning in United Nations (UN) peacekeeping, an emphasis that has emerged in connection with the evolution of protection of civilians mandates in UN peacekeeping missions. It examines the current and emerging practice of early warning in UN peacekeeping as well as the challenges faced, drawing on case studies from the UN missions in South Sudan and the Democratic Republic of the Congo. The authors also propose a set of basic principles upon which early warning in UN peacekeeping operations might be approached in the future.  相似文献

Many of the world's poorest states have experienced violent conflict in the past decades and it is today widely accepted that armed conflicts require sustained efforts that address not only the military, but also the political, humanitarian, economic and social dimensions of conflicts. For some years there has been a growing international concern with and emphasis on peacebuilding programming in the area of conflict resolution and peacekeeping. In Sierra Leone, a country that was engulfed in a brutal civil war for more than ten years, peace was hard won—a peace that would not have been possible without the presence and active post-conflict assistance of the United Nations (UN). However, Sierra Leone remains in a precarious state, being one of the poorest countries in the world, and needs the commitment of the international community in ongoing post-conflict peacebuilding to sustain its delicate peace. This article examines the challenges, extent and achievements of peacebuilding programming in Sierra Leone, and assesses the prospects for sustainable peace in this once war-torn West African state.  相似文献

In Africa, most of the present conflicts are civil, intra-state wars where belligerent groups use guerrilla tactics to achieve various political, economic or ideological objectives. The atrocities and the effect of these on-going wars on innocent civilians, human suffering, poverty and development are beyond comprehension. Not surprisingly, the majority of current peace operations are in Africa, with more than 70 countries contributing forces to these conflict zones. On the continent, South Africa has come to assume a leading role in peace operations and is now a major troop-contributing country to UN and AU missions. In the past 11 years, the South African National Defence Force (SANDF) has taken part in no fewer than 14 peace missions. This article provides a brief background of the conflicts in Burundi, the Democratic Republic of Congo (DRC) and Sudan, the different United Nations (UN) and African Union (AU) mandates under which peacekeepers had to operate as well as their objectives, and the extent of South Africa's involvement in the various missions. In the last section, the major challenges, that these operations have posed are highlighted.  相似文献

Formed according to broad principles laid out by the United Nations, nuclear-weapon-free zones (NWFZs) play an important role in promoting nuclear nonproliferation, paralleling and complementing the Treaty on the Non-Proliferation of Nuclear Weapons. But the traditional regional treaty-based path to establishing NWFZs is not open to all states. Owing to various factors, some countries cannot realistically follow the path of states that have established traditional NWFZs. Mongolia, having declared itself a single-state NWFZ in 1992 and gained UN General Assembly recognition of this status in 1998, may provide an example for other countries to follow. This viewpoint presents Mongolia's case as a state seeking to acquire a nontraditional nuclear-weapon-free status despite unfavorable geopolitical circumstances. The case of Mongolia clearly demonstrates that the creation of a credible, single-state NWFZ status is possible, but demands the support and flexibility of both neighboring states and the nuclear weapon states.  相似文献

This paper investigates the effect of the deployment of United Nations Blue Helmets on economic activity in South Sudan with a special focus on agricultural production. Since UN troops are predicted to improve security, in particular, we expect a positive relationship between deployment of UN blue Helmets and cereal production. We test our hypothesis using an original data-set including all the 78 South Sudanese counties over the period 2009–2011. We control for the non-random assignment of UN troops through an Instrumental Variables approach. Our empirical results show that a 10% increase in the size of the troop allows the production of additional 600 tonnes.  相似文献

This article analyses the main challenges and future prospects of creating United Nations (UN) rapid reaction mechanisms, particularly in the light of past attempts and current discussions about a “UN Vanguard Force” in the wake of the High-Level Panel on Peace Operations report. The article reviews major initiatives (in particular lessons from the Standby High Readiness Brigade for UN Operations) and assesses the main achievements, failures, and challenges related to past UN-led rapid reaction mechanisms. In line with the overall aim of this special forum, the article highlights the future potentials and institutional, operational, financial, and political challenges that need to be overcome in order to design and create a pragmatic and effective rapid reaction tool at the disposal of the UN.  相似文献

When the United Nations (UN) Security Council needs to authorize a peace enforcement operation in Africa, its partner of choice is the African Union (AU). Africa has developed significant peace operations capacity over the past decade. In addition to deploying eight AU operations, Africa now contributes 50% of all UN peacekeepers. African stability operations, like its mission in Somalia, are often described as peace enforcement operations. In this article, I question whether it is accurate to categorize African stability operations as peace enforcement? I answer the question by considering what the criteria are that are used to differentiate between peace enforcement and peacekeeping operations in the UN context. I then use the peace enforcement criteria to assess whether AU stabilization operations would qualify as peace enforcement operations. In conclusion, I consider the implications of the findings for the strategic partnership between the AU and the UN.  相似文献

International population assistance in the UN is a relatively recent development; it is only since 1966 that a broad-based technical assistance program in population was authorized by the General Assembly. The desire of developing country members for accelerated economic growth ultimately brought about a change in the views on population. In 1967, the Secretary General established a trust fund for population activities, later renamed the United Nations Fund for Population Activities (UNFPA). 3 principles have guided UNFPA work since its inception: 1) national sovereignty in population matters is to be resspected and adhered to at all times, 2) individuals and couples are to be provided the information and services necessary to determine freely and responsibly the number and spacing of their children, and 3) population goals and policies are integral parts of socioeconomic defelopment. The areas of assistance by the UNFPA consist of 1) family planning, 2) communication and education, 3) population dynamics, 4) basic data collection, 5) population policy formulation and implementation, and 6) special programs such as those for women and the aging population. In 16 years, the UNFPA has received about $1.4 billion for transfer to developing countries as population assistanceand has financed 4373 population projects in 149 countries and territories. The relation between the US government and UNFPA is tenuous and likely to remain so as long as the US cannot resolve its own domestic controversies over famly planning, foreign population assistance, abortion, which, ironically, is legalin the country. There will always be some sort of domestic controversy over population; the UN has overcome domestic difficulties by framing the arguments properly within the demographic, social, economic, ecological, and political concerns of countries and applying the fundamental principles of national sovereignty, freedom of individual choice, and the link of population and development,to reconcile differences.  相似文献

The election of Sheik Sharif Sheik Ahmed as the transitional president of Somalia was the climax of the United Nations (UN)-led Djibouti peace process. The election, it was hoped, would herald the beginning of the reconstitution of the Somalian state. Unfortunately, nearly three years after the event, that has still not happened. The government of Sheik Sharif has faced a number of challenges which are yet to be resolved. In the end, the Djibouti peace process has not guaranteed a stable and functional national government in Somalia.  相似文献

Abstract

This paper seeks to critically appraise Africa's position within the United Nations Security Council from the inception of the UN in 1945 until the end of 2010, spanning the entire history of the world body. A few factors make such an appraisal a useful exercise. These include the ongoing debates about the reform of the Council in particular and the UN as a whole, and the growing interest that many African students and observers of and actors in international relations seem to have developed in recent years in the working of the world body. In this appraisal, emphasis will be placed on the origin and rationale behind the establishment of the Security Council as well as the use of the veto power by its permanent members, with a special reference to Africa.  相似文献

This commentary analyses the international response to the crisis that struck the Central African Republic (CAR) in early December 2013. It examines three intertwined dimensions defining the courses of action available to policymakers dealing with pre-genocidal crises: the politics and institutional manoeuvring shaping the United Nations (UN) Security Council's decision to authorise an enforcement mission without deploying ‘blue helmets’ on the ground; the operational complexities involved in launching rapid reaction forces; and the interdependent logics between peacebuilding and atrocity prevention. The author argues that there are three ways for the UN Secretariat to ensure a more effective response to CAR-type situations: generating political will to respond swiftly to deteriorating crises leading to widespread abuses of human rights by advancing the concept of Responsibility to Protect as a core component of states' national interests; developing strategic frameworks for the deployment of multi-plural missions equipped to avert the actual or potential threat of atrocities; and developing joint early warning and scenario planning between peacebuilding and atrocity prevention agencies.  相似文献

Despite a generally valiant effort on the part of the United Nations (UN) since 1999 to bring peace and stability to the Democratic Republic of the Congo (DRC), the country continues to be destabilised by rebel forces. These armed movements pose a constant threat to the fragile transition in the DRC, and security in the country is continuously undermined. This article examines rebel forces in the DRC from two perspectives. Firstly, it examines such movements as a manifestation of sub-national terrorism. Secondly, it examines armed movements from the perspective of so-called ‘ungoverned spaces’. The view taken in this article supports the scholarly insight and argument that in countries such as the DRC, armed movements and militias are filling power vacuums that are the result of the inability and lack of military capacity of weak states to fight these movements effectively. Specifically, the eastern and north-eastern parts of the DRC have been major conflict zones where sub-national terrorists employ terror as a strategy. In this context, the DRC is severely affected by terrorism – a phenomenon in the DRC that is intimately linked to the failure to effect sustained development and to consolidate accountable and effective governance.  相似文献
