The provisions of the 1999 Constitution, which recognises the existence of a single police force and forbids parallel police organisations, have oftentimes generated controversies among actors in the Nigerian federal polity. Rising insecurity precipitates lingering questions on the utility and adequacy of a single, highly centralised and centrally controlled police force given Nigeria’s geographic vastness and demographic diversity. Conversely, arguments have also dwelt on the dangers of fragmentation considering Nigeria’s psychosocial, economic and political nature. This article attempts to balance these arguments by analysing policing and the operations of the Nigeria Police Force (NPF) through the lens of the subsidiarity principle. Subsidiarity is a governance principle in federations, captured in the founding documents of the European Union (EU), which prescribes that governmental powers, authorities and duties should be held by the tier that can best perform them equitably, efficiently, effectively, suitably and based on interest and need. Drawing largely on interviews with purposively selected police scholars, political actors, civil society organisations and police personnel, the paper contends that this principle offers a pragmatic solution to the perennial problems of intergovernmental frictions on the use of the police within the context of governance in the Nigerian federation.  相似文献

Nigeria is currently faced with serious domestic challenges. While the state is not officially at war, it is standing on the precipice, especially with the eruption of violence occasioned by the emergence of the Boko Haram sect and the tenuous peace in the Niger Delta. With the 2015 general elections on the horizon, fears of further violence and disintegration are rife, more so because of the debate over who occupies the Presidential Villa at Abuja. President Goodluck Jonathan, a southerner, seems poised for a comeback even amidst the vociferous challenge posed by the political elites of northern Nigeria. This article looks at the different scenarios that might play out in 2015. It analyses the challenges of the survival of the Nigerian state, and makes some policy recommendations that Nigeria and its people need to put into place in order to ensure its survival beyond 2015.  相似文献

The quest for a Biafran Republic by the Igbo ethnic group has become a recurring demand in Nigeria since the late 1960s. The agitation has been premised on claims of marginalisation and exclusion of the Igbo people in the Nigerian body politic. In spite of the consistency of the agitation through various Administrations, there was a noticeable lull in such demands during the time of President Goodluck Jonathan, only to assume a frightening proportion since the advent of the Administration of President Muhammadu Buhari. This article locates the factors in the outcomes of the 2015 general elections: the question of inclusion and representation; the unfinished nature of the Nigerian civil war; economic challenges, miscalculation both on the part of the Igbo people and indiscretion in the initial appointments made by President Muhammadu Buhari. The article recommends political restructuring of Nigeria as one of the ways to address secessionist tendencies.  相似文献

Abstract

The emergence of the Islamic sect, Boko Haram, and its transformation into a terrorist organisation has dominated recent discourse in the fields of political science and security studies, both within and without the socio-politico enclave known as Nigeria. Much of the discussion has centred on the extra-judicial execution of its founder, Mohammed Yusuf, which purportedly intensified the radicalisation of the group, and whether or not the sect receives operational and/or financial support from foreign terrorist associations. The interest of others has been to forecast the possibility of the internationalisation of the group's activities. This paper aligns with those whose interest is to identify and proffer ways of resolving factors that predisposed the Nigerian state to the levels of violence perpetrated by Boko Haram, with a view to averting much greater crises in the future. It adopts some historicism in demonstrating that the responsibility for the deepening insecurity in the country resides in the Nigerian state structure, which has often been seen as willing to sacrifice the well-being of the many for the benefit of a few. On the whole, the paper utilises state fragility as the framework of analysis by identifying the incapacity of the state in effective service delivery, which has as a result created a situation of mass unemployment and extreme poverty that has fanned the Boko Haram uprising. It concludes that a sustainable solution to the crisis lies in addressing the root causes of inequality, unemployment and poverty, with which most Nigerians, particularly in the north, subsist.  相似文献

This article attempts an agential explanation of the raison d'être for Jama'atu Ahlis Sunna Lidda'awati wal Jihad, also known as Boko Haram (meaning Western education is forbidden), an Islamist sect that came to public consciousness in 2009 after the extra-judicial killing of its leader. Conceptualising Nigeria as a weak state, the article identifies the failed prebendal relationship between politicians in northern Nigeria and members of Boko Haram, and the extra-judicial killing on 30 July 2009 of Mohammed Yusuf, as agential causations of the current wave of radical Islamism. The article argues for the need to transcend the orthodox interpretation of the current wave of Islamist terrorism being demonstrated by the Nigerian state to a more nuanced approach that pays attention to the essentialist, psychological, political and economic perspectives of Islamist terrorism at the structural and individual levels.  相似文献

The Federally Administered Tribal Areas (FATA) of Pakistan came under the international spotlight following the US-led invasion of Afghanistan in 2001.Mainly due to being a semi-autonomous region where British-colonial-era laws were practised until May 2018, FATA remains one of the most marginalised and insecure areas of Pakistan. Based on Galtung’s structural violence theory, this paper examines the nexus between the region’s socio-economic and political realities and terrorism. Through primary and secondary data, this paper argues that economic marginalisation and the lack of political and individual freedom of the tribal people are root causes of the instability in FATA.  相似文献

In this paper, we study the domestic political determinants of military spending. Our conceptual framework suggests that power distribution over local and central governments influences the government provision of national public goods, in our context, military expenditure. Drawing on a large cross-country panel, we demonstrate that having local elections will decrease a country’s military expenditure markedly, controlling for other political and economic variables. According to our preferred estimates, a country’s military expenditure is on average 20% lower if its state government officials are locally elected, which is consistent with our theoretical prediction.  相似文献

Since the July 2009 Boko Haram terrorist outburst in Nigeria, there have been increasing questions on the phenomenon in the country. There has not been any substantial analysis on the emergence of the Boko Haram group and its terrorist activities in Nigeria as the out-rage continues. This study is advanced to explain the phenomenon of Boko Haram terrorism in Nigeria. It employs the levels of analysis framework popular in the field of international relations to explain the terrorism at three major levels: individual, state and international. The study relies on dependable news reports, which include interviews with key actors relevant to the subject matter, and finds that Boko Haram terrorism has its roots in the ideology and motivations of its founder and members, the failures and deficiencies of the Nigerian state, and the modern trend of religious terrorism in the international system.  相似文献

Critics of globalisation suggest that growing free-market conditions generate anomie, leading ultimately to what some term ‘new wars’ and new insecurities. Others argue that liberal economies dissuade violence since people gain from peace. This study argues for a micro perspective that views predatory economic policies driving higher investment in rebellion-specific capital, such as shadow economic activity that easily translates into insurgency in weak-state settings. Investment in the shadows determines survivability against superior state forces, and survivability determines rebellion, by definition. Using civil war onset data from 1970 to 2013, as well as the Global Peace Index (GPI) and several of its individual components, which capture societal insecurity above and beyond the absence of armed violence, this study finds that countries that are more capitalistic have a lower risk of civil war and societal insecurity. The results are robust to alternative models, testing methods, and uphold when examining several relevant subcomponents of the index, such as internal conflict, violent crime, homicides, ease of access to small arms, and political instability. Surprisingly, democracy tends not to be associated with peace but associates with increased criminality whereas strong autocracy reduces it, suggesting that capitalism, more than democracy, associates with conditions favourable to societal security, independently of a country’s level of development.  相似文献

Since the mid-twentieth century, the East and Southern African regions have been mired in complex and overlapping security and development challenges, including ethnopolitical conflicts, terrorist insurgencies, the proliferation of small arms and light weapons (SALWs), and overwhelming economic crisis. These challenges have had implications for human security, socio-economic development, territorial authority, sovereignty and the stability and legitimacy of political regimes in the affected states. The adequacy and relevance of the regional responses to these challenges is the subject of ongoing debate, to which this paper now adds. Among other factors, this paper identifies competition for regional dominance and institutional inadequacies as accounting for the inability of regional governance bodies to respond adequately to the challenges they face. Consequently, it recommends the expansion of the mandate of the Regional Economic Communities (RECs) beyond regional economic integration to include peacebuilding and a deepening of the institutional efforts focused on security cooperation and conflict management.  相似文献

The article analyses the Spanish military transformation. This process started in 2004 as a means to adapt the force structure, organization and capabilities of the Spanish military to meet present and future threats in compliance with NATO’s initiatives, thus ensuring the continuity of the equipment modernization, professionalization and the adjustment of the country’s defence architecture to the post-cold war environment. A decade later, although transformation is still a priority for the Ministry of Defence, limited political will, a lack of strategic guidance, poor resource management and the effects of the economic crisis are compromising its development. This article describes the Spanish military transformation and assesses its value in adapting the country’s armed forces to the current and prospective security environment.  相似文献

Although the Islamic State in Iraq and al-Sham (ISIS) is seen as a novel manifestation of Islamic extremism, it is in fact the latest, albeit perhaps the most effective, of a long line of revivalist movements in the Islamic and the Arab worlds. Its motivations – hisba and jihad – differ little from its predecessors and its ambitions – to create a state organised in accordance with the precepts of the Islamic caliphate – reflect a long-standing Islamic ambition. It differs, of course, in terms of the sophistication of its political and military strategies, which mirror the contemporary complexities of the world in which it operates, but its objectives recall long-standing Islamic ideals, even if articulated in radically brutal and extremist ways. More importantly, perhaps, ISIS or Da’ish, to give it its Arabic sobriquet, reflects the enormous degree of resentment inside the Middle East at the ways in which Western powers have intervened in regional affairs over recent years, particularly their support for regimes and economic systems there that have betrayed, in the popular imaginary, the essential principles of social justice that lie at the root of Islamic vision of ideal social order. Indeed, in many respects, its analysis of the world in which it operates and of the objectives it seeks differ little in essence from those any other resistance and rejectionist movement, whether religious or sectarian. More specifically, it has been the sectarian conflict that resulted from the reversal of political order in Iraq as a result of the 2003 American-led invasion that has driven the success of the movement in capturing widespread Sunni support. Whether it can manage the complexities of the administration of a state remains open to question.  相似文献

Six years after the revolution that ousted Zine El-Abidine Ben Ali, Tunisia remains in flux. On the face of it, the country should be celebrated for transitioning from political ferment to consensual normalcy. Unfortunately, there is more to Tunisia’s transition to consensual politics than meets the eye. The country is still caught in a turbulent grey zone where strong authoritarian tendencies threaten to pull down the country’s tortuous march towards democratic stability. Some developments are particularly worrisome. The old authoritarian discourse emphasising stability and law and order has regained credence. The repressive habits of the police and security services are also back in full swing. The outlook for democratic stability darkens as the chasm between ordinary citizens and political elites expands. The lurch towards illiberalism and the failure of the successive postrevolutionary governments to make even the slightest dent in Tunisia’s dreadful unemployment rate and sharp regional economic inequalities are undermining faith in elite settlements and state institutions.  相似文献

联邦可组合性判定是在组建联邦之前,在语义层面分析邦员之间是否存在一种或多种交互方式能够满足联邦的仿真需求和目的。多分辨率联邦执行的有效性是判定联邦可组合性的主要标准。基于EATI方法,提出了多分辨率组合性的形式化理论,给出多分辨率联邦概念模型与多分辨率联邦组合模型的形式化描述。通过比较这两个模型得出联邦有效性的形式化定义,并在此基础上得到联邦可组合性判定方法。该判定方法从实践中总结并在实践中验证,对于构建军用仿真联邦的可行性分析具有一定的借鉴价值。  相似文献

Formal models of international conflict have tended to concentrate on change across the security dimension, assuming that the state level economic and political dimensions are constant. However, the conclusion of the Cold War suggests that over the long run these dimensions are not constant; indeed, the development of economic power, state level limits on defence expenditures, structural impediments to economic change, and several other ‘constants’ clearly do have an endogenous role in international conflict. This paper suggests one strategy for their inclusion as a causal factor in conflict modelling.  相似文献

ABSTRACT

Following South Sudan's secession in 2011, the country faced significant political, social and economic challenges. The country emerged from a long andarduous nation-building journey, including almost 50 years of violent conflict, that would continue after declaring independence. This nation-building process would suffer a significant set-back in December 2013 when the most recent civil war broke out. This article provides a new perspective on South Sudan's nation-building trajectory that tends towards violence and complicates peace-building. It does so by utilising the leadership process approach from the Leadership Studies literature. While popular literature and commentary tends to fault the South Sudanese elite for the current crisis, there has not been a systematic effort to understand the leadership challenge and its role in conflict, peace and nation-building in South Sudan. In this article, South Sudan's nation-building process and its three primary components of (a) identity construction, (b) statehood and (c) collective will and responsibility, are analysed from a leadership perspective, focusing on issues of power and influence. The conclusion is reached that South Sudan's nation-building has been and will likely continue to trend towards a violent process due to a leadership process that lacks mutuality and is founded on insufficient sources of power.  相似文献

The Shia militia has emerged as one of the most powerful and important actors in the Middle East security environment. Despite this trend, they remain poorly understood by scholars and policymakers alike. This article seeks to expand our understanding of the militia as a type of non-state armed group through an examination of Shia militia movements in Iraq between 2003 and 2009. More than simply warlords, paramilitaries, or foreign proxies, Shia militias in Iraq enjoyed substantial popular legitimacy, pursued a broad social and political agenda, and participated actively in the formal institutions of the state. Understanding the triangular relationship between the militia, the state, and the population is essential in explaining the rise and fall of the Shia militias during the US occupation as well as in developing strategies to deal with their most recent resurgence  相似文献
