Research on the factors that determine the level of military expenditure or military burden in countries, suggest that the dynamics of the determinants of military spending will be best understood by case studies of individual countries and studies of groups of relatively homogeneous countries. This paper provides a comparative analysis of three of the EU's peripheral economies - Greece, Portugal and Spain. A simple model based on a general theory of the demand for military spending provides the basis for an investigation of the relative importance of strategic and other social and economic factors for the three countries.  相似文献

ABSTRACT

The most critical challenges faced by war-affected communities where children have allegedly perpetrated atrocities include: finding transitional justice practices that address the needs of former belligerent children and those of victims and their communities; and helping to reintegrate child soldiers into society and avoid returning to hostilities. This paper demonstrates that these challenges can be overcome by taking a holistic approach to child soldiering transitional justice, which assimilates restorative justice and social justice. Such an approach simultaneously addresses child soldiers’ criminal accountability and pursues their psychosocial wellbeing. The findings are based on a selective scholarship supported by fieldwork that was conducted in the Democratic Republic of Congo between May and December 2014 in North Kivu province. Data was gathered through semi-structured interviews, focus group discussions and survey questionnaires based on a randomised sample of 282 participants. These included self-demobilised child soldiers, members of war-affected communities, students/learners, educators, local traditional leaders, government officials, child protection lawyers and members of non-governmental organisations.  相似文献

In the South China Sea, China neither implements power-maximizing policy nor engages a peaceful approach. Instead, China implements both coercion and cooperation in pursuing its strategic interest in the disputed area. How can we explain China’s paradoxical behavior? This article claims that the best way to explain China’s policy in the South China Sea is to understand the character of dualism in China’s strategic culture. Following constructivist theory that stresses culture, this article argues that Chinese duality approach in the South China Sea is rooted in the philosophy of Daoism. The symbol of Yin-Yang depicts Chinese assertive as well as cooperative behavior in dealing with the South China Sea dispute. Although from a normative perspective Daoism recognizes pacifism and non-violent behavior, the most important feature of Daoism is the assumption that reality consists of two opposing elements that are mutually embedded.  相似文献

Given the challenges posed by failed and failing states, and the likelihood that such failure will continue well into the new millennium, the need for a strategic approach appears evident. Should we respond? If so, how and with what expectations? Answers to such questions require an underlying set of strategic guidelines. This article contributes to developing that strategy by examining common manifestations of state failure and some possible response objectives. It concludes by arguing that careful and tough analysis must guide our choices about where and when to respond, and how ambitiously we set our objectives.  相似文献

Abstract

The United States Africa Command (AFRICOM) has been a military success but a strategic messaging failure. The United States’ relationships across Africa cannot be boiled down to military affairs. This paper argues that Africa has many more opportunities than challenges and thus requires a more balanced foreign policy solution from Washington DC than a new military command. For the military engagement that does need to take place, a more low-profile approach would benefit the United States in Africa.  相似文献

This article gives an overview of the literature on war termination both in the fields of behaviouralism social sciences and policy-oriented strategic studies. It identifies shortcomings and problems related to both lines of research. The main problem is the undifferentiated and indiscriminate use of the term ‘war’. ABSTRACT

The post-Cold War period nearly up to the present has been characterised as the age of liberal wars, yet key facets of the liberal guidance of war remain under appreciated. This article seeks to address this wider gap with regard to the particular concern of war termination and the fulfilment or failure of policy. First, it develops characterisations of liberal wars based on the existing literature, identifying three broad types through consideration of context—defensive versus offensive—and of political and strategic agency, particularly regarding the motives for and intents of action. Three types of liberal wars result: defensive liberal wars, offensive liberal wars with humanitarian motive and geopolitical intent, and offensive liberal wars with geopolitical motive and humanitarian intent. The article then presents one exemplary case for each liberal war with an emphasis on how liberal strategy required an illiberal ally and that ally's effect on the subsequent peace.  相似文献

ABSTRACT

Since the end of the Cold War, arms control proponents tried to make the case for deep nuclear reductions and other forms of security cooperation as necessary for strategic stability. While different versions of strategic stability analysis did sometimes produce innovative proposals, constructive negotiations, and successful ratification campaigns in the past, this analytical framework has become more of a hindrance than a help. Treating arms control as a predominantly technical way to make deterrence more stable by changing force structure characteristics, military operations, relative numbers of weapons on either side, or total number of nuclear weapons gives short shrift to political factors, including the fundamental assumptions about world politics that inform different arms control logics, the quality of political relations among leading states, and the political processes that affect negotiation, ratification, and implementation. This article compares two logics for arms control as a means to enhance strategic stability, one developed by the Cambridge community in the 1960s and one used by the Reagan administration and its successors, with current perspectives on strategic stability in which flexibility and freedom of action are preferable to predictability and arms control. It also contrasts what the Barack Obama administration has tried to achieve through strategic stability dialogues with Russia and China with how they envision security cooperation. It then presents an approach developed during the Cold War by Hedley Bull for thinking about both the technical and the political dimensions of arms control, and suggests that the logic of Cooperative Security (which shares important features with Bull's approach) is a more appropriate and productive way to think about arms control in the twenty-first century than strategic stability analysis is.  相似文献

This Special Issue looks at the importance of institutions and the role played by international actors in crucial episodes of India’s strategic history. The contributions trace India’s tryst with war and peace from immediately before the foundation of the contemporary Indian state to the last military conflict between India and Pakistan in 1999. The focus of the articles is as much on India as it is on Pakistan and China, its opponents in war. The paper’s main argument is that Israel’s security policy, which traditionally focused on defending its territorial integrity against regular Arab armed forces, was, by the 2010s, transformed into one that focuses on facing a variety of state- and non-state-based threats. Neo-realist explanations could neither account for the contested nature of the security debate during this period, nor the inconsistent evolution of the policy. The present study aims to solve this conundrum by introducing an alternative approach known as 4th generation strategic culture research. The paper is comprised of four parts. First, the origins and evolution of strategic culture are reviewed, with emphasis placed on the commonly accepted weaknesses that, to date, have prevented it from being used as a testable theoretical concept, and subsequently as an explanatory factor for security policy changes. The second part presents the “modernist constructivism” approach that bridges the gap between traditional constructivism and hypothesis-driven research design. Next, the paper introduces the emerging fourth generation in strategic culture literature, followed by a conceptual framework designed to resolve the inherent weaknesses of the more traditional approaches. Finally, this conceptual framework is applied to analyse the transformation of Israel’s security policy between 1982 and 2014.  相似文献

Abstract

The creation of the Africa Command (AFRICOM) has reflected the growth in the strategic importance of Africa in US foreign policy since the end of the 1990s. One of the objectives of this new geographical military command is to forge closer links between foreign, security and development policies. However, this approach met with a number of difficulties associated with the challenge of ‘inter-agency cooperation’ among rather disparate actors from foreign affairs, defence and development. In addition, the establishment of AFRICOM has met with fierce criticism in the US and elsewhere – especially in Africa – culminating in the charge that the US foreign and development policies in Africa are being militarised. Although AFRICOM has a number of interesting features, this paper shows that it has reacted to these criticisms by realigning itself more closely with the traditional model of a military command, at the expense of the innovative interagency elements.  相似文献

Andrew W. Marshall, who shaped the way in which contemporary international security experts think about strategy, has been mostly associated with the invention of net assessment. The intellectual sources of this analytical technique, and of the related competitive strategies concept, could be traced to Marshall’s efforts to uncover Soviet post-World War II defense transformations. This article outlines the essence of these Soviet innovations – the empirical frame of reference that inspired Marshall. It provides a new perspective on the history of the net-assessment methodology, advances the debate within strategic studies over the nature of military innovations, and offers insights for experts examining defense transformations worldwide.  相似文献

The philosophies of unconventional warfare philosophers can be divided into four schools. The classicists, or early school, represented by Sun Tzu and his ‘indirect approach’, have existed for thousands of years. Marxist‐Leninist revolutionaries gave new emphasis to unconventional warfare as a vehicle for revolution. The theories of these philosophers of the middle school were opposed by those of counterrevolutionaries. With the end of the Cold War, a new strategic environment is emerging, giving rise to new school philosophers reacting to that challenge. They include both those who seek to undermine the nation‐state and those, who, like the earlier counter‐revolutionaries, seek to defend and promote its interests.  相似文献

Abstract

This article addresses the following question: how can one explain the neglect of the intellectual aspects of the profession on the part of the Israel Defense Forces (IDF)? The explanations offered for that neglect are a mixture of cultural and societal factors. The cultural explanation focuses on Israeli strategic culture; the traditional Israeli perception of the combination of rich experience and experience-based intuition as a winning ticket; the tendency to extol improvisation; a cult of material strength; and a strong belief in technology. The social explanation stresses the declining attractiveness of a military career for qualitative young Israelis. The article contends that change can take place only if the IDF undergoes a process of institutional intellectualism – if not willingly then one imposed by the political echelon.  相似文献

This article reviews the book by Ofer Fridman and seeks to situate the strategic debate on hybrid war in the context of debate on the US involvement in Iraq. It points to intellectuals from the Marine Corps having a significant role in the initial development of the hybrid warfare concept at a time of some reservation in US military circles over COIN strategy as this was set out in the field manual FM3-24. Thereafter, the hybrid war concept rapidly spread and became a conceptual device used to explain Russian strategic intentions in the aftermath of the invasion of Ukraine in 2014.  相似文献

ABSTRACT

Turkey has maintained its strategic relations with Africa at the highest level under recent AK Party governments in the field not only of low politics but also of high politics. For example, it opened its largest overseas military base in Somalia in 2017 and signed military, defense and security pacts with more than 25 African countries. This article traces the deep historical and cultural relations with Africa behind its newly evolving foreign policy identity, arguing that its booming economic power has been a significant driving force in shaping a new security strategy. It examines what the growing security involvement means for both Turkey and Africa in order to contribute to the relevant literature through a holistic approach from both theoretical and conceptual perspectives.  相似文献

Abstract

In Western operations in Afghanistan, small European powers escalate in different ways. While Denmark and the Netherlands have contributed to Western escalation through integration with British and US forces, Norway and Sweden have done so by creating a division of labour allowing US and British combat forces to concentrate their efforts in the south. These variations in strategic behaviour suggest that the strategic choice of small powers is more diversified than usually assumed. We argue that strategic culture can explain the variation in strategic behaviour of the small allies in Afghanistan. In particular, Dutch and Danish internationalism have reconciled the use of force in the national and international domains, while in Sweden and Norway there is still a sharp distinction between national interest and humanitarianism.  相似文献

ABSTRACT

Al Qaeda following 9-11 experienced a period of stagnation which it sought to remedy through a project of re-branding. Critical of this approach, Islamic State claimed that al Qaeda was an elitist organization that had facilitated the stagnation of the Salafi Jihadist project. In an attempted to claim dominance over the jihad, Islamic State’s endeavored to discredit al Qaeda through a process it presented as ideological correction, linked to Islamic eschatology, sectarian agitation, permissive violence, and the caliphate. Following Islamic State’s acquisition of vast territory in Iraq and Syria, arguments proliferated that Islamic State had surpassed al Qaeda. As the caliphate has collapsed what effects will this have on al Qaeda’s fortunes and strategy? It is argued that Islamic State has provided al Qaeda’s strategic approach with renewed vigour to help ensure its survival and pursue resurgence. Al Qaeda acting in concert with the meta-strategy for survival concept, has altered an existential threat into an advantage through disavowing Islamic State’s methods, continuing to engage with localism, and pursuing rebranding by positioning itself as a moderate alternative. The cases of al Qaeda affiliates in Yemen, Syria, West Africa, and South Asia are instructive in assessing the effectiveness of al Qaeda’s resurgence.  相似文献

Abstract

This article answers three questions: What is the nature of the Long War? How is progress (or lack thereof) to be assessed? Where is it likely to go next? An appreciation of Clausewitz shows that practical centers of gravity exist for the Long War, and that the conflict pivots upon the ability to persuasively link ideology to events via a strategic narrative. A close examination of an illustrative case study, the interaction between the US and the late Abu Musab al-Zarqawi in Iraq 2004 – 2006, shows that Al Qaeda has suffered a severe setback, but also that the nature of the war is set to shift yet again. Further tangible progress for the US requires waging the Long War as a global counterinsurgency based on a strategy of ‘selective identification’ (versus pure ‘disaggregation’) as well as an understanding of how to more effectively craft a strategic narrative.  相似文献
