Over the past decade, Western military doctrines concerned with matters of irregular warfare and counterinsurgency have emphasised the requirement for properly ‘understanding’ the social, political and cultural environments in which those militaries may operate; the so-called human and socio-political ‘terrain’. This has led to a number of advancements and initiatives designed to facilitate the way that militaries may enhance that understanding. One of those initiatives has been the emergence from within the British military of a doctrine – JDP 04 ‘Understanding’ – designed for that purpose. Using that doctrine and other subsequent publications as a template, this article will examine the utility of ‘understanding’ for those commanders seeking to match military activities with political ends. It proposes that while any advances in understanding the operating environment are to be applauded, the ‘understanding’ of greatest importance is that relating to the feasibility of the strategic objectives at hand. If those objectives lack inherent feasibility, then the development of subordinate forms of understanding, particularly in relation to the socio-political dynamics of target societies, will likely only serve to slow the process of failure.  相似文献

This article borrows from the work of Clausewitz to posit two general approaches to the pursuit of limitation in war, one being political and the other technical. The political approach seeks to control escalation via consensual arrangements with the adversary, while the technical approach seeks to forestall escalation by peremptorily destroying the enemy's military capability. It is argued that the 'Revolution in Military Affairs' (RMA) instantiates the second, technical, approach to war limitation. By exploiting advanced technology, the US armed forces hope to limit the costs of war by defeating their adversaries in a rapid, decisive manner. The problems associated with this approach are discussed in relation to the nature of the conflicts that the US is likely to face in the foreseeable future. The article concludes by suggesting that such conflicts will require that more attention be paid to the political sources of limitation in war.  相似文献

Personal cognitive processes inform how individuals understand their environment. Cultural variation, fundamental attribution error, causal attribution, and durability bias create obstacles to Western understanding of irregular war and have created a significant institutional bias in how the US military perceives its enemies- a perception only somewhat softened after a decade of irregular war. United Special Operations Command (USSOCOM) is in a better position to overcome these problems through persistent engagement. In the event of major conflict, environmentally sensitized military planners will be better able to achieve military and policy objectives.  相似文献

While unmanned aerial vehicles (UAVs) have become a standard element of modern armed forces, African countries have been reluctant to acquire remotely piloted aircraft for military purposes until recently. This is mainly due to a lack of industrial capabilities and, for military purposes so far, procurement policies that have concentrated on small arms and light weapons, more prestigious armoured vehicles and combat aircraft. Moreover, counter-insurgency strategies in Africa tend to focus on manoeuvre warfare, co-opting rebels or fighting them using armed proxies. As a consequence, international counterterrorism operations against fanatical and reckless groups like al-Qaeda in the Islamic Maghreb and Boko Haram in sub-Saharan Africa are characterised by a strong dependence on Western forces providing UAV-based reconnaissance and, in some cases for the United States, military strikes by drones. This essay reviews some of the incentives and problems of the use of UAVs in the African context. Given the geographical and military conditions of asymmetric warfare in Africa, and potential problems concerning international law, ethical aspects of the use of arms, and civil–military relations notwithstanding, it is argued that African security forces should develop their own UAV capabilities by intensifying their cooperation with Western armed forces.  相似文献

History teaches that counterinsurgency and counterterrorism campaigns have never been won through purely military action. Defeating an opponent who avoids open battle, but who uses force to reach his goals, including terrorist action, requires a combination of police, administrative, economic and military measures. As a counterinsurgency campaign should pursue a comprehensive political objective, it requires high levels of civil–military cooperation. However, current NATO doctrine for Civil–Military Cooperation (CIMIC) as it emerged from the 1990s is founded in conventional war-fighting and outdated peacekeeping doctrine. CIMIC's focus is on supporting military objectives rather than enabling the military to make a coherent contribution to political objectives. This makes CIMIC unfit for the Alliance's main operational challenges that have expanded from peace operations on the Balkans to countering insurgent terrorism in Afghanistan. When developing CIMIC, the Alliance obviously neglected the historical lessons from counterinsurgency campaigns.  相似文献

Under what conditions can leaders achieve wartime political–military integration? In the Vietnam War, political–military integration exhibited dramatic variation: in the air war, the US was able to tightly integrate its political objectives and military conduct, but in the ground war, the American military prosecuted a strategy that was both divorced from broader political objectives and was immune from Washington's influence. I argue that the nature of information management between the military and civilian leadership explains the pattern of political–military integration in the Vietnam War more completely than do explanations that focus on the organizational cultures of professional militaries.  相似文献

In Africa, most of the present conflicts are civil, intra-state wars where belligerent groups use guerrilla tactics to achieve various political, economic or ideological objectives. The atrocities and the effect of these on-going wars on innocent civilians, human suffering, poverty and development are beyond comprehension. Not surprisingly, the majority of current peace operations are in Africa, with more than 70 countries contributing forces to these conflict zones. On the continent, South Africa has come to assume a leading role in peace operations and is now a major troop-contributing country to UN and AU missions. In the past 11 years, the South African National Defence Force (SANDF) has taken part in no fewer than 14 peace missions. This article provides a brief background of the conflicts in Burundi, the Democratic Republic of Congo (DRC) and Sudan, the different United Nations (UN) and African Union (AU) mandates under which peacekeepers had to operate as well as their objectives, and the extent of South Africa's involvement in the various missions. In the last section, the major challenges, that these operations have posed are highlighted.  相似文献

While Carl von Clausewitz has generally been respected as one of the most profound philosophers of war, his expertise has been regarded as somewhat limited if not even irrelevant to the so-called ‘new wars’ of the post-Cold War world. Many scholars in international relations have claimed that ‘new wars’ are essentially ‘post-Clausewitzian’ and ‘post-trinitarian’ in nature, meaning that they are no longer fathomable through a Clausewitzian framework. However Clausewitz's earlier writings were nearly exclusively dedicated to guerrilla warfare, or what he called ‘small wars’. These writings have been largely overlooked by many analysts of contemporary conflicts. By drawing on his rare and untranslated writings, the article uncovers a critical part of Clausewitz's expertise in asymmetric warfare and shows that, far from being irrelevant in an age where interstate warfare is increasingly being replaced by conflicts between states and semi-/non-state actors, Clausewitz's philosophical writings actually shed new light into the particular interactive dynamics generated during wars waged under conditions of asymmetry.  相似文献

The Anglo-American military relationship is a vital yet neglected area of study. This article argues that the British military have actively cultivated a relationship with the U.S. military that has contributed to the longevity of the broader so-called “Special Relationship,” even in the Trump era. The article contends that the complexities of the military relationship can best be captured by the theoretical lens provided by Lowndes and Roberts that combines different strands of institutionalism to focus on rules, practices, and narratives. The intense linkages between the United States and United Kingdom have become routinized, enabling them to adapt their peacetime cooperation to conflicts, and thereby address post-Cold War security challenges. The article draws upon semi-structured interviews with senior British military officers as well as policy documents to explore how these patterns of collaboration have become ingrained in patterns of both thinking and behavior.  相似文献

The occupation and pacification of Bosnia-Hercegovina by Austro-Hungarian forces between 1878 and 1882 constitutes a politico-military rarity: a major colonial-style campaign waged in Europe. Yet Vienna's 1878-82 operations in Bosnia - including a hard-fought, multi-corps invasion followed by a sustained counterinsurgency campaign to put down lingering resistance to Habsburg rule - remain little known even among scholars of the region and counterinsurgency experts. However, their strategic lessons are of import today, as Vienna's battlefield successes in Bosnia brought a degree of peace and stability to the region that it has rarely known in modern times. Moreover, Austro-Hungarian military leaders waged a victorious campaign in the field that strengthened political objectives, and provided a textbook example of how to vigorously wage a counterinsurgency campaign against religiously-inspired foes in harsh terrain without undermining the occupier's political legitimacy.  相似文献

The existing guidelines for security sector reform (SSR) tend to draw on theoretical work in the field of civil–military relations, which in turn has been derived from Western, liberal democratic models of governance. Although guidelines strongly advise that local culture and context need to be considered when drawing up objectives for post-conflict SSR programmes, this is not often reflected in practice. This article considers some of the reasons for this, citing both in-country challenges and donor-related issues, and suggests that one of the biggest problems is a lack of alternative, non-orthodox models of civil–military relations to draw upon. It is further suggested that elements of suitable alternative models may be found in states which possess political structures not entirely dissimilar to the Western, liberal democratic ideal, but which can offer different perspectives. Detailed research of these structures should produce a pool of sub-models which could then be employed to create bespoke, culturally appropriate objectives for use in post-conflict SSR programmes.  相似文献

This article reappraises the two most-studied country cases of military outsourcing: the USA and the UK. It argues that the contemporary wave of military contracting stretches back to the beginning of the cold war and not only to the demobilisation of armies in the 1990s or the neoliberal reforms introduced since the 1980s. It traces the political, technological and ideational developments that laid the groundwork for these reforms and practices since the early cold war and account for its endurance today. Importantly, it argues that a persistent gap between strategic objectives and resources, i.e. the challenge to reconcile ends and means, is an underlying driver of military contracting in both countries. Contemporary contracting is thus most closely tied to military support functions in support of wider foreign and defence political objectives. Security services in either state may not have been outsourced so swiftly, if at all, without decades of experience in outsourcing military logistics functions and the resultant vehicles, processes and familiarities with public-private partnerships. The article thus provides a wider and deeper understanding of the drivers of contractualisation, thereby improving our understanding of both its historical trajectory and the determinants of its present and potential futures.  相似文献

The Soviet Union was able to develop a large military-industrial complex and become the world's second superpower despite deficiencies in its centrally planned economy because defence was given high priority status and special planning, rationing and administrative mechanisms were used to attain national security objectives. However, in the period 1976-85 the effectiveness of priority protection diminished and defence institutions experienced more of the problems typical of the shortage economic system. The heavy defence burden also created growing difficulties for the civilian economy. The attempts by the Gorbachev government to reform the defence sector and improve defence-economic relationships during perestroika (1985-91) uniformly failed. For most of the transition period, the Russian military-industrial complex has been adversely affected by its low priority status, cuts in defence spending, instability of the hybrid politico-economic system, and negative growth of the economy. The armed forces and defence industry have been reduced in size and their outputs of military services and equipment have fallen to low levels. Nevertheless, the Russian armed forces still have over one million troops, significant stocks of sophisticated conventional weapons, and a large nuclear arsenal. The government of President Putin has raised the priority of the defence sector, increased real defence spending, and adopted ambitious plans to revive Russian military power. It is likely, though, that tight resource constraints will hamper efforts to reform the armed forces and to upgrade weapons. By 2010 Russia will be an important, but not dominant, military power in Eurasia.  相似文献

This paper examines the insurgency in Nepal (1996–2008) from a military theoretical point of view. It looks at the insurgency from André Beaufre's exterior/interior framework, which is modified to match postmodern conflicts. Simultaneously the importance of the political is underlined. The author critically examines the relevance of the Maoist label the movement and insurgency have received. He claims that the insurgency became a hybrid consisting of Chinese, Latin American, and Leninist thoughts wrapped in pragmatic/revisionists and nationalist ideas. The author also suggests that the ability of insurgents – or counter-insurgents – to combine the effects of the exterior and interior is more likely to constitute the key centre of gravity of a conflict than any single political, economic, or military factor.  相似文献

If one could look through the familiar artificial political lines and colors of a current world map into the twenty-first century strategic reality, one could see a complex new security arena. A deeper look into that picture would provide magical snapshots that show several types of ambiguous and asymmetric conflicts, and state failure - and their causes and consequences. Then, with some additional adjustments of focus, one can discern a number of issues that cannot be shown in two-dimensional space. They are briefly discussed as follows. First and importantly, one can get a better idea of the complex threat situation and the ultimate threat - state failure. Second, an even deeper examination of the vision of contemporary wars reveals the shadows of things that have been and of those that will be on the road ahead. Third, a closer look at the familiar and troubling world map exposes some signposts on the road ahead that indicate the most significant changes in the landscape. Finally, our magical microscope reveals a short list of the basic challenges and tasks that can help discerning civilian and military leaders negotiate the road through the new global security environment.  相似文献

This essay re-examines coalition warfare during the Napoleonic era by looking at the three eastern European powers – Austria, Prussia and Russia – how they interacted over time with France as well as each other, and how they managed French preponderance on the Continent. Before 1812, coalition warfare was dominated by eighteenth-century military and diplomatic attitudes: overall foreign political goals were ill-defined and were characterised by deep mistrust. The result was that the eastern powers pursued their own interests with little regard to coalition cohesion. If the coalition held together in 1813 and 1814, on the other hand, it was largely because individual powers' self-interest coincided with the overall objectives of the coalition – an increased determination to defeat Napoleon – along with a never before seen numerical superiority in allied troops. In this, Austria and especially Chancellor Metternich's role in juggling conflicting interests between the allies so that they could present, for the first time, a united front against France was fundamental.  相似文献

The purpose of this paper is to provide a better conceptualization of insurgent strategies. Specifically, I shall examine Che Guevara's ‘Foco’ theory of insurgency, as it is one of the most theoretically popular and most pervasive strategies of insurgency currently practiced throughout the world. After briefly examining the origins, objectives, and theoretical strengths of the Foco theory (also known as the Vanguard Theory), I will argue that Guevara's theory suffers from an internal tension that I term the ‘Vanguard's Dilemma’. The significance of this dilemma creates a tension within the Vanguard Theory that can be fatal for insurgents if properly exploited by counterinsurgent operations. This paper will examine in detail this dilemma and show how it can be exploited. Given that several insurgent groups within Iraq and Afghanistan currently adhere to the Vanguard Theory of insurgency, a proper understanding of this insurgent strategy is an essential first step in the long road towards confronting and winning asymmetrical conflicts.  相似文献

This article examines the nuclear command and control (C2) system implemented in Pakistan since 1998, and discusses its potential consequences for the risk of inadvertent or unauthorised use of nuclear weapons. I argue that troubled civil-military relations and Pakistan's doctrine of ‘asymmetric escalation’ account for the creation of a command and control system with different characteristics during peacetime and military crises. Although the key characteristics of Pakistan's nuclear C2 system allow relatively safe nuclear operations during peacetime, operational deployment of nuclear weapons during military standoffs is likely to include only rudimentary protections against inadvertent or unauthorised nuclear release. The implication of this study is that any shift from peacetime to wartime command and control procedures is likely to further destabilise Indo-Pakistani relations during the early stages of a diplomatic or military standoff, and introduce a non-trivial risk of accidental escalation to the nuclear level.  相似文献

This article explores Russia's increasing reliance on nuclear weapons from three perspectives. First, it seeks to demonstrate that the phenomenon is not exclusively limited to Russia and represents a broader trend, which is ultimately rooted in the nature of the contemporary international system or, more precisely, the uncertainties of the transitional period between the Cold War system and a new emerging one. Second, it analyzes the role assigned to nuclear weapons in Russia's doctrinal documents, in particular the emergence of a new mission—limited-use of nuclear weapons to deter or, if deterrence fails, to de-escalate large-scale conventional conflicts. Discussions of the new doctrine, which have begun recently, suggest that this new mission will likely remain unchanged. Finally, this article looks at the apparent discrepancy between Russia's nuclear modernization programs and the roles assigned to nuclear weapons in the military doctrine, as well as the causes of that discrepancy.  相似文献

Abstract

From the 1982 Maitatsine Uprising to the 2009 Kala Kato Riot, Nigeria has been bedevilled by ethno-religious uprisings with devastating human and material losses. In almost all these crises the police and the military have featured prominently as agencies tasked with the responsibility of maintaining law and order and suppressing insurrection. While it was not alleged that they precipitated some of these risings perhaps in their attempts to stem or nip them in the bud, they have been accused of escalating the conflict either by their slow and inadequate responses, their partisanship and their arbitrary responses, or by their slackness in managing the crises and their aftermath. However, but for their efforts the security basis of the Nigerian state would have been considerably compromised by religious fundamentalism given the level of preparedness of the groups involved, their resistance and, more importantly, the recurrent nature of the uprisings. This article reflects on the management of ethno-religious uprisings in Nigeria by the police and the military. It considers the nature of the security agencies' involvement in the crises and examines the factors both within the agencies and in the larger Nigerian society which have aided or hindered their effective management of the conflicts.  相似文献
