Theories of Non-Balancing and Russia’s Foreign Policy

The beginning of the twenty-first century has witnessed the emergence of balancing responses to the US hegemony, among which Russia’s foreign policies stand out as corresponding to what is understood as ‘hard balancing.’ Why is the United States being balanced against? This paper categorizes the existing theories of non-balancing into six conditions that together guarantee the absence of balancing and demonstrates that the current unipolar system can satisfy only one of them. This eases the systemic constraints and makes balancing possible. The paper then presents three cases of balancing with reference to President Putin’s foreign policy. It argues that even though in terms of relative military capabilities unipolarity still holds, the emergence of counter-hegemonic balancing is indicative of important changes in the nature of post-Cold War American domination.     

The strategy of the organisation of Ukrainian nationalists in its quest for a sovereign state, 1939–1950

ABSTRACT

The armed resistance offered by the Organization of Ukrainian Nationalists (OUN) to the Soviet state was the toughest internal political challenge that the Soviet regime faced from World War II to the 1980s. However, OUN’s grand strategy was based on self-delusion and was, therefore, always irrational. It resulted in misinterpretation of the sentiments of Ukrainians and the international situation, collaboration with Nazi Germany despite incompatible goals, counterproductive ethnic violence and sweeping terror against alleged Soviet collaborators. Local civilians rather than the representatives of the Soviet regime were OUN’s primary target; this alienated most residents of Western Ukraine.     

‘The extraordinary successes which the Russians have achieved’ - the Conquest of Central Asia in Callwell’s Small Wars

ABSTRACT

Charles Callwell’s Small Wars (1896, 1899, 1906) is widely considered both an ur-text for modern counter-insurgency studies, and a primer for the racialized late-Victorian approach to war against ‘savages’: either way it is usually only considered within a British context. Alongside the numerous examples Callwell used from British colonial campaigns, he frequently referred to those of other European powers – notably the Russian conquest of Central Asia. This article will seek to analyse Callwell’s views of Russian colonial warfare, establish the sources on which he relied, and evaluate his accuracy and the effect which the Russian example had on his thinking.
