Mozambique is widely regarded as a success story. The parliamentary and presidential lections in 1994 marked the peak of the peace process in Mozambique. Despite minor irregularities, the elections were declared free and fair by international observers. Mozambique has succeeded where other countries such as Angola has failed—a stable peace process, multiparty elections and the transformation of the armed opposition into a civil political party. Its transition to liberalism and capitalism brought macro-economic growth rates that are probably envied by many countries in the region. This article argues, however, that Mozambique provides an example of a third wave democracy where the transition from in electoral democracy to a consolidated democracy has not yet been completed, with little progress towards democratic maturity. In particular, the repercussions of the elections in 1999, Mozambique's ‘black’ November in 2000 and the process of recent consultation between the and Frelimo leadership in order to resolve the paralysed state of Mozambican politics underline a tendency towards a permanent entrenchment of democratic minimalism. 相似文献

This paper presents a model for converting legacy defense production facilities into private‐sector economic resources. Specifically, this paper will examine as a case study the first successful conversion of a former U.S. Department of Energy nuclear weapons production installation, including reasons for its success, its costs and benefits, and lessons for public policy. Since 1975 “offsets” have begun to appear frequently in contracts covering international sales of aircraft and other products incorporating advanced technology. Offsets involve reciprocity beyond that normally found in an exchange of goods for money. They may involve co‐production or co‐design of the principal item to be exchanged, or acceptance by the seller of goods or services unrelated to it as partial payment (indirect offsets or countertrade). The United States has become the major provider of offsets and anti‐offset sentiment has grown. Economists interpret them as trade diverting. Politicians from regions suffering loss of employment view them as bestowing unfair advantage to foreign competitors. The authors examine offsets from both theoretical and policy perspectives and conclude that in such noncompetitive markets, second‐best considerations dominate, requiring case‐by‐case evaluation of impacts and rendering across‐the‐board determinations of welfare loss suspect. 相似文献

Why should deployment affect re‐enlistment? In our model, members enter the military with naïve beliefs about deployment and use actual deployment experience to update their beliefs and revise their expected utility of re‐enlisting. Empirically, re‐enlistment is related to the type and number of deployments, consistent with the learning model. Non‐hostile deployment increases first‐term re‐enlistment but hostile deployment has little effect except for the Army, where the effect is positive. Both types increase second‐term re‐enlistment. Interestingly, first‐term members with dependants tend to respond to deployment like second‐term members. In addition, deployment acts directly to affect re‐enlistment, not indirectly through time to promotion. 相似文献

AbstractThis paper examines the impact of civil war on military expenditure. We employ two measures of military expenditure: the share of military expenditure in general government expenditure and the logarithm of military expenditures. We would reasonably expect a priori that military expenditure as a share of general government expenditure increases during a civil war and that such increases would taper off over the duration of a civil war. We also explore whether the termination of a civil war induces a decline in the share of military expenditure as a share of the general government expenditure in the short-run. We find evidence the of share of military expenditure increases during a civil war and falls in the year succeeding the end of a civil war, and, in particular, if a war ends in a peace treaty. The level of military expenditures, however, rises during civil wars and does not appear to decline in the short-term after the end of a civil war. 相似文献

Since 2002 the Colombian government has been implementing a series of policy initiatives that have sought to coordinate state resources in a neo-classical counterinsurgency approach to fight the country's main insurgent group, the Fuerzas Armadas Revolucionarias de Colombia (FARC), and recover and consolidate the territory. Despite impressive operational successes against the insurgency and other illegal groups, the government has been unable to reassert its control and build legitimacy via the state-building effort known as ‘Consolidación’, in some of the most recalcitrant areas of the country. The Cold War at sea expanded in many realms, including the frigid and treacherous waters of the Arctic Ocean. The US Navy pioneered these efforts with the visit of USS Nautilus to the North Pole in 1958. During the latter stages of the Cold War, however, Soviet naval strategists began to conceptualize the polar ice cap as a strategic asset for cloaking the operations of its nuclear missile submarines. Command and Control (C2) in a military setting can be epitomized in battles‐of‐old when commanders would seek high ground to gain superior spatial‐temporal information; from this vantage point, decisions were made and relayed to units in the field. Although the fundamentals remain, technology has changed the practice of C2; for example, enemy units may be observed remotely, with instruments of varying positional accuracy. A basic problem in C2 is the ability to track an enemy object in the battlespace and to forecast its future position; the (extended) Kalman filter provides a straightforward solution. The problem changes fundamentally if one assumes that the moving object is headed for an (unknown) location, or waypoint. This article is concerned with the new problem of estimation of such a waypoint, for which we use Bayesian statistical prediction. This paper is devoted to study several aspects of the median residual life function (MERLF). In reliability studies, it is well known that, although the MERLF have several advantages over the mean residual life function (MRLF), the MRLF has the good property of uniquely determine a life distribution whereas either the median residual life function (MERLF) or an α‐percentile residual life do not have such good property. We shall give a characterization result where knowledge of both the MERLF and the survival function on an interval does uniquely determine the distribution. Moreover, in order to apply this characterization in practical situations, we propose a method to estimate the necessary information of the survival function. Relationships between analytical properties of the survival function and its associated MERLF are also obtained. Bryson and Siddiqui [J Am Statist Assoc 64 (1969), 1472–1483] proved relationships among seven criteria for aging, out of which two contained the MRLF (decreasing MRLF and net decreasing MRLF). In this paper, we prove that the same pattern of relationships holds if the MRLF is replaced by the MERLF. We also examine the aging criteria corresponding to an increasing MERLF and show that there is no relation between the behavior (increasing or decreasing) of the MERLF and of the MRLF. © 2005 Wiley Periodicals, Inc.
