ABSTRACT

In March 2015, the South Australian state government established a royal commission to investigate the financial, social, technical, diplomatic, and nonproliferation benefits and risks of expanding its nuclear industry, including activities related to uranium mining; enriching, reprocessing, and fabricating nuclear fuels for both domestic use and export; producing nuclear power; and storing radiological waste, including foreign spent reactor fuel. Given its enormous uranium reserves and current mining activities, some Australians have argued that Australia could benefit financially by expanding the mining sector and by adding value to its uranium exports by enriching the material and fabricating it into reactor fuel assemblies. Others have maintained that Australia can realize significant economic benefits by recycling and storing foreign spent fuel and producing carbon-free nuclear power. In the end, the commission recommended that Australia consider opening up a high-level waste repository to take in foreign spent fuel. It did not recommend any other nuclear activities at this time. The following viewpoint is based on testimony I delivered to the commission on the nuclear weapon proliferation implications of the proposed activities. If Australia wants to avoid the temptation of selling nuclear goods to states that might use these goods to make bombs, it should only consider new nuclear activities that can be entirely financed by the private sector and turn a profit without having to resort to foreign sales. This policy would also enable Australia to set an important, new international nonproliferation standard.  相似文献

A population of items which break down at random times and require repair is studied (the classic “machine repair problem with spares”). It is desired to determine the number of repair channels and spares required over a multiyear planning horizon in which population size and component reliability varies, and a service level constraint is imposed. When an item fails, a spare (if available) is immediately dispatched to replace the failed item. The failed item is removed, transported to the repair depot, repaired, and then placed in the spares pool (which is constrained to be empty not more than 10% of the time) unless there is a backlog of requests for spares, in which case it is dispatched immediately. The first model considered treats removal, transportation, and repair as one service operation. The second model is a series queue which allows for the separate treatment of removal, transportation, and repair. Breakdowns are assumed Poisson and repair times exponential.  相似文献

The minimum-cost formulation of the problem of determining multicommodity flows over a capacitated network subject to resource constraints has been treated in previobs papers. In those treatments only capacitated arcs were assumed and a uniform unit of measure like short tons was used for all commodities. This paper treats the effect of constraints on the nodes of the network, allows the commodities to be measured in their “natural” units and allows the network capacities to be expressed in vehicles per time period-in some cases giving a more accurate representation of the capacities of the network. This paper describes the solution procedure which uses the column generation technique; it also discusses computational experience.  相似文献

In this paper we study a capacity allocation problem for two firms, each of which has a local store and an online store. Customers may shift among the stores upon encountering a stockout. One question facing each firm is how to allocate its finite capacity (i.e., inventory) between its local and online stores. One firm's allocation affects the decision of the rival, thereby creating a strategic interaction. We consider two scenarios of a single‐product single‐period model and derive corresponding existence and stability conditions for a Nash equilibrium. We then conduct sensitivity analysis of the equilibrium solution with respect to price and cost parameters. We also prove the existence of a Nash equilibrium for a generalized model in which each firm has multiple local stores and a single online store. Finally, we extend the results to a multi‐period model in which each firm decides its total capacity and allocates this capacity between its local and online stores. Using hitherto largely unexplored governmental archives from London and Dublin, this article focuses on the security challenges arising from the existence of the land frontier between the Republic of Ireland and Northern Ireland and the significance of issues of cross-border security cooperation for Anglo-Irish relations from the beginning of the Troubles until the Anglo-Irish Agreement in 1985. It argues that the relatively safe haven of the Republic was essential to the longevity of the IRA's campaign and that successive Irish governments exploited British security concerns to expand their political influence on Northern Ireland.  相似文献

In a previous paper, the authors have introduced a class of multivariate lifetimes (MIFRA) which generalize the univariate lifetimes with increasing failure rate average (IFRA). They have also shown that this class satisfies many fundamental properties. In this paper it is shown that other concepts of multivariate IFRA do not satisfy all of these properties. Relationships between MIFRA and these other concepts are given. Finally, positive dependence implications with respect to these classes are also discussed.  相似文献

In recent years many large government and commercial organizations have developed large-scale management information systems. During the early phases of any system development, questions are likely to be raised concerning the criteria of completeness and accuracy of the data. How to respond to these questions is difficult, and represents the general subject of this paper. In particular, this paper describes the application of statistical techniques, namely, various kinds of multivariate data analysis, to the problem of assessing the quality of a large-scale data collection system in the U. S. Navy. Results of using these techniques are described and indicate their usefulness as auditing procedures. While the discussion is placed in a particular context, the procedures should be of value for other large-scale information systems.  相似文献
