This chapter discusses the impact Provincial Reconstruction Teams (PRTs) have on the security situation in Afghanistan, specifically in countering the terrorist threat and in counter-narcotics.

The Afghan people define the lack of security as their country's greatest problem. The terrorist activities of groups opposed to the central government and the political process compounded by violence related to the opium trade are seen as the main sources of insecurity. The authors argue that, currently, PRTs should not assume active counterterrorism as an additional main area of operation. The complexity of Afghanistan's security environment and the pressure to have PRTs involved in the counter-narcotics effort underscore the necessity of local knowledge and experience in the PRTs. Participation of indigenous actors, such as NGOs, in the PRT-organisational structure could provide this required expertise.  相似文献

The Nonproliferation Review (NPR) recently interviewed Ambassador Sergio de Queiroz Duarte of Brazil, who presided over the 2005 Seventh Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Ambassador Duarte discussed his views on the outcome of the conference and the future of the treaty. He provided NPR with valuable insights into the outcome of the conference and also shared his thoughts on some of the most pressing issues confronting the NPT today, including the Middle East, nuclear terrorism, elimination of the threat of highly enriched uranium in the civilian nuclear sector, proposals to limit access to the nuclear fuel cycle, nuclear disarmament, and negative security assurances. Blaming the failed conference on a general lack of political commitment among states parties and their unwillingness to negotiate common solutions, Ambassador Duarte stressed that “the conference should face squarely its own failure without my attempting to disguise or sugarcoat the deep differences of view, which must be resolved with courage and determination by the states parties if they want the treaty to remain effective.”?He emphasized that if states fail to act on their overriding interest in upholding the NPT, especially if states parties continue to ignore or disregard their nonproliferation and nuclear disarmament obligations, some states might come to believe that their security interests are no longer served by the treaty. This article offers a survey of risks that might arise for strategic stability (defined as a situation with a low probability of major-power war) with the reduction of US and Russian nuclear arsenals to “low numbers” (defined as 1,000 or fewer nuclear weapons on each side). These risks might include US anti-cities targeting strategies that are harmful to the credibility of extended deterrence; renewed European anxiety about a US-Russian condominium; greater vulnerability to Russian noncompliance with agreed obligations; incentives to adopt destabilizing “launch-on-warning” strategies; a potential stimulus to nuclear proliferation; perceptions of a US disengagement from extended deterrence; increased likelihood of non-nuclear arms competitions and conflicts; and controversial pressures on the UK and French nuclear forces. Observers in North Atlantic Treaty Organization (NATO) states who consider such risks significant have cited four possible measures that might help to contain them: sustained basing of US nonstrategic nuclear weapons in Europe; maintaining a balanced US strategic nuclear force posture; high-readiness means to reconstitute US nuclear forces; and enhanced US and allied non-nuclear military capabilities. These concrete measures might complement the consultations with the NATO allies that the United States would in all likelihood seek with respect to such important adjustments in its deterrence and defense posture.  相似文献

We undertake inference for a stochastic form of the Lanchester combat model. In particular, given battle data, we assess the type of battle that occurred and whether or not it makes any difference to the number of casualties if an army is attacking or defending. Our approach is Bayesian and we use modern computational techniques to fit the model. We illustrate our method using data from the Ardennes campaign. We compare our results with previous analyses of these data by Bracken and Fricker. Our conclusions are somewhat different to those of Bracken. Where he suggests that a linear law is appropriate, we show that the logarithmic or linear‐logarithmic laws fit better. We note however that the basic Lanchester modeling assumptions do not hold for the Ardennes data. Using Fricker's modified data, we show that although his “super‐logarithmic” law fits best, the linear, linear‐logarithmic, and logarithmic laws cannot be ruled out. We suggest that Bayesian methods can be used to make inference for battles in progress. We point out a number of advantages: Prior information from experts or previous battles can be incorporated; predictions of future casualties are easily made; more complex models can be analysed using stochastic simulation techniques. © 2000 John Wiley & Sons, Inc. Operation Oij requires Pk(i, j) units of resource Rk to be realized in an Mj. The availability of resource Rk and the ability of the working station Mh to consume resource Rk, vary over time. An operation involving more than one resource consumes them in constant proportions equal to those in which they are required. The order in which operations are realized is immaterial. We seek an allocation of the resources such that the schedule length is minimized. An economic sequential screening procedure is considered for limited failure populations in which defective items fail soon after they are put in operation and nondefective ones never fail during the technical life of the items. A cost model is constructed that involves screening test cost and external failure cost. The provisions of the 1999 Constitution, which recognises the existence of a single police force and forbids parallel police organisations, have oftentimes generated controversies among actors in the Nigerian federal polity. Rising insecurity precipitates lingering questions on the utility and adequacy of a single, highly centralised and centrally controlled police force given Nigeria’s geographic vastness and demographic diversity. Conversely, arguments have also dwelt on the dangers of fragmentation considering Nigeria’s psychosocial, economic and political nature. This article attempts to balance these arguments by analysing policing and the operations of the Nigeria Police Force (NPF) through the lens of the subsidiarity principle. Subsidiarity is a governance principle in federations, captured in the founding documents of the European Union (EU), which prescribes that governmental powers, authorities and duties should be held by the tier that can best perform them equitably, efficiently, effectively, suitably and based on interest and need. Drawing largely on interviews with purposively selected police scholars, political actors, civil society organisations and police personnel, the paper contends that this principle offers a pragmatic solution to the perennial problems of intergovernmental frictions on the use of the police within the context of governance in the Nigerian federation.  相似文献

ABSTRACT

The rising trend of kidnapping targeting women has shown that counterinsurgency does not begin and end with the strategic advantage of state security providers in the security market and the field. Kidnapping of females by Boko Haram insurgents threatens human security and hinders sustainable development goals in Northeastern Nigeria. With primary and secondary sources, this qualitative study examines how Boko Haram insurgents target women in Northeastern Nigeria. The paper argues that community driven security strategy achievable through the collaboration between state and traditional security providers, can prevent the entry and easy escape of the insurgents. It concludes that the forces of order should sustain a policy of stop and searches until insurgents are defeated along with a programme of community-based human rights education and insurgency emergency response system for quick response to security threats.  相似文献
