Measuring Intermediate Outcomes of Liberia’s Disarmament,Demobilization, Rehabilitation and Reintegration Program

This paper re-analyzes data from a survey of ex-combatants in Liberia conducted in, to estimate the effect of Liberia’s Demobilization, Disarmament, Rehabilitation and Reintegration program on participants’ income and employment status. As program completion was not random, these estimates are biased. I use propensity score matching to obtain a more precise estimate. The results indicate a higher employment rate for those who complete the program, although there is consistently no effect on income. These results have implications for both evaluating the outcomes in Liberia and the integrated approach to ex-combatant reintegration that the program embodied.     

The Requirements of Nuclear Stability in South Asia

While recent history arguably demonstrates a high level of nuclear stability in South Asia, this article argues that this stability has historically been a function of India's relative weakness. It argues that, as India becomes stronger, attention must be paid to the technical and political requirements of nuclear stability: the reliability of weapons and command and control and the political conditions that underpin stable relations between nuclear-armed states. It concludes by recommending the United States aim to modify the perceptions of regional elites about their various intentions and decision-making processes and the role of the United States as crisis manager.     

Critical interfaces in body armour systems

The ballistic performance, and behaviour, of an armour system is governed by two major sets of variables, geometrical and material. Of these, the consistency of performance, especially against small arms ammunition, will depend upon the consistency of the properties of the constituent materials. In a body armour system for example, fibre diameter, areal density of woven fabric, and bulk density of ceramic are examples of critical parameters and monitoring such parameters will form the backbone of associated quality control procedures. What is often overlooked, because it can fall into the User’s domain, are the interfaces that exist between the various products; the carrier, the Soft Armour Insert (SAI), and the one or two hard armour plates (HAP1 and HAP2). This is especially true if the various products are sourced from different suppliers.There are between 30 and 150 individual layers within a typical body armour system, and each of the interfaces between each of those layers will, in some way or another, contribute to the ballistic performance of the system. For example, consider the following interfaces/interlayers: (i) the frictional, sliding, inter-ply surfaces within a soft armour pack, and also between the pack and the carrier, (ii) the air-gaps that may develop within the soft armour pack, (iii) the interconnecting space between the soft armour pack and the hard armour plate, (iv) the nature of the interfaces between adjacent plies of a multiplied backing laminate, even in a highly compressed Ultra High Molecular Weight Polyethylene (UHMWPE) variant, (v) the interlayer between the ceramic and its substrate, within a HAP, and (vi) the geometrical fit between two hard armour plates within a stacked body armour system. This paper will provide a User-friendly overview of all such interfaces and provide unique guidance as to their criticality and influence.

The Republic of Korea and Its Navy: Perceptions of Security and the Utility of Seapower

Abstract

Understanding the development of Republic of Korea (ROK) seapower is central in exploring the evolution and nature of its security consciousness. This article aims to examine how the wider East Asian maritime sphere has influenced ROK perceptions of its own security and how such perceptions have come into conflict with the needs of maintaining its deterrent capabilities within the peninsular context. In doing so it concludes that for the ROK seapower has been an expression of wider engagement and international developing security concerns but that it is curtailed and influenced by the realities of the threat from the North.
