ABSTRACT

With the world’s ninth largest economy and comprising nearly 60% of South America’s GDP, 47% of its territory, and 49% of its population, Brazil has become a regional power and an important actor in world affairs over recent decades. This scenario has led the government to re-evaluate its role in the world order, resulting in the enactment of the National Defence Policy, whose objective was to consolidate the country as a regional power while at the same time addressing national security issues, promoting economic development through a series of defence programmes, restructuring the defence industrial base, fostering innovation through technology and knowledge transfer to Brazil, and indigenous research and development. However, the policy’s implementation suffers from several challenges discussed in this article, which may test the capability and competence of Brazilian policymakers, military, industrialists, and other individuals and organisations involved in its implementation.  相似文献

The US Army has two approaches to counterinsurgency operations in Afghanistan. One is hard, or combat-focused, and the other is soft, or development-focused. This study examines two US Army task forces deployed to Panjwai District, Afghanistan from 2012 to 2013. CTF 4-9 and 1-38 offer a meaningful comparison because they pursued these contrasting approaches among the same population and against the same enemy at the same time and place. The study compares each unit’s approach and finds that neither approach was successful absent the other. The article concludes by recommending further research into combining the approaches at the operational level.  相似文献

Traditional methods of due-date assignment presented in the literature and used in practice generally assume cost-of-earliness and cost-of-tardiness functions that may bear little resemblance to true costs. For example, practitioners using ordinary least-squares (OLS) regression implicitly minimize a quadratic cost function symmetric about the due date, thereby assigning equal second-order costs to early completion and tardy behavior. In this article the consequences of such assumptions are pointed out, and a cost-based assignment scheme is suggested whereby the cost of early completion may differ in form and/or degree from the cost of tardiness. Two classical approaches (OLS regression and mathematical programming) as well as a neural-network methodology for solving this problem are developed and compared on three hypothetical shops using simulation techniques. It is found for the cases considered that: (a) implicitly ignoring cost-based assignments can be very costly; (b) simpler regression-based rules cited in the literature are very poor cost performers; (c) if the earliness and tardiness cost functions are both linear, linear programming and neural networks are the methodologies of choice; and (d) if the form of the earliness cost function differs from that of the tardiness cost function, neural networks are statistically superior performers. Finally, it is noted that neural networks can be used for a wide range of cost functions, whereas the other methodologies are significantly more restricted. © 1997 John Wiley & Sons, Inc.  相似文献

In this article, we study the Shewhart chart of Q statistics proposed for the detection of process mean shifts in start‐up processes and short runs. Exact expressions for the run‐length distribution of this chart are derived and evaluated using an efficient computational procedure. The procedure can be considerably faster than using direct simulation. We extend our work to analyze the practice of requiring multiple signals from the chart before responding, a practice sometimes followed with Shewhart charts. The results show that waiting to receive multiple signals severely reduces the probability of quickly detecting shifts in certain cases, and therefore may be considered a risky practice. When does a state become a “nuclear weapon state”? How we choose to answer this question has significant implications for proliferation assessment, analysis, and policy. Traditionally, the standard demarcation line has been a state's first nuclear test, but in recent years analysts have increasingly focused instead on the accumulation of a significant quantity (SQ) of fissile material. The article argues that although the test/no-test indicator clearly has problems, its replacement by the SQ/no-SQ indicator would be highly counterproductive. The article instead proposes supplementing the traditional test/no-test indicator with a theory-driven approach that focuses on the incentives and disincentives to test.  相似文献

Like airlines and hotels, sports teams and entertainment venues can benefit from revenue management efforts for their ticket sales. Teams and entertainment venues usually offer bundles of tickets early in their selling horizon and put single‐event tickets on sale at a later date; these organizations must determine the best time to offer individual tickets because both types of ticket sales consume the same fixed inventory. We model the optimal a priori timing decision for a seller with a fixed number of identical tickets to switch from selling the tickets as fixed bundles to individual tickets to maximize the revenue realized before the start of the performance season. We assume that bundle and single‐ticket customers each arrive according to independent, nonhomogeneous Markovian death processes with a linear death rate that can vary over time and that the benefit from selling a ticket in a package is higher than from selling the ticket individually. We characterize the circumstances in which it is optimal for the seller to practice mixed bundling and when the seller should only sell bundles or individual tickets, and we establish comparative statics for the optimal timing decision for the special case of constant customer arrival rates. We extend our analytical results to find the optimal time for offering two groups of tickets with high and low demand.
