n periodic tasks are to be processed by a single machine, where each task i has a maximum request rate or periodicity Fi, a processing time Ei, a deadline Di, relative to each request of task i, a task-request interrupt overhead Ii, and a task-independent scheduling overhead S. Two scheduling strategies are considered for sequencing the execution of an arbitrary arrangement of task requests in time: the preemptive and the nonpreemptive earliest-deadline algorithms. Necessary and sufficient conditions are derived for establishing whether a given set of tasks can be scheduled by each scheduling strategy. The conditions are given in the form of limited simulations of a small number of well-defined task-request arrangements. If all simulations succeed, the schedule is feasible for the given set of tasks. If any simulation fails, the schedule is infeasible. While interrupt handling and scheduling overheads can be handled by such simulations, context switching overhead resulting from preemption cannot. We examine whether government ideology was correlated with the growth in military expenditure in Germany over the period 1951–2011. Using various measures of government ideology, the results do not show any effect. The exception is an ideology measure based on the Comparative Manifesto Project (left-right scale): using this measure, the results show that the growth in military expenditure increased by about 2.4 percentage points, when the ideology variable (right-wing) increased by one standard deviation. This effect, however, is based on observations until the early 1960s and cannot be generalized. The major political parties agreed on how to evaluate international risks and threats. Government ideology retired to the background. We conjecture that the consensus among the major parties will persist – even if military spending needs to be increased in response to new international risks and threats. 相似文献

This article demonstrates that assurances and carrots accompanied credible threats every time Western coercion succeeded in Bosnia. This finding is hardly surprising as it merely confirms earlier research on coercive diplomacy, but it is nevertheless important because the crucial role played by assurances and carrots has been completely ignored in most analyses to date. It also has important policy implications at a time when Western, and particularly American, policy‐makers tend to ignore this fact at their peril. US policy towards Iraq and Western policy towards Yugoslavia have been based almost exclusively on the stick in recent years, and its lack of success is therefore not surprising. If Western policy‐makers had learned the right lessons from Bosnia, they would have known that strategies coupling credible threats with credible assurances and carrots would have been more likely to succeed. 相似文献

This article analyzes how the conflict environment in which a civilian monitoring mission is deployed influences the monitors' assessment of the operation. It draws on unique empirical material from the experience of the Sri Lanka Monitoring Mission (SLMM), deployed to oversee a ceasefire agreement in Sri Lanka 2002–2008. With material from a survey and in-depth interviews, experiences of the monitors are analyzed and changes over time are traced in relation to the monitors' assessment of the mandate and organizational set-up of the mission. The study points to the difficulty of monitoring missions to address escalation during an ongoing peace process. Its function is dependent on the goodwill of the parties. In essence, monitoring missions have the potential to strengthen peace when there is momentum in favor of progress, but when relations between the parties turn sour and the conflict escalates a civilian monitoring mission basically loses its potential. During the final stages of the war, which saw a very large number of civilian casualties, the war-torn areas were closed to international observers. Moreover, international pressure for a short-term ceasefire to alleviate the humanitarian situation was dismissed by the Sri Lankan government, which also saw the backing of several important actors, not the least China. 相似文献

This article presents a flexible days‐on and days‐off scheduling problem and develops an exact branch and price (B&P) algorithm to find solutions. The main objective is to minimize the size of the total workforce required to cover time‐varying demand over a planning horizon that may extend up to 12 weeks. A new aspect of the problem is the general restriction that the number of consecutive days on and the number of consecutive days off must each fall within a predefined range. Moreover, the total assignment of working days in the planning horizon cannot exceed some maximum value. In the B&P framework, the master problem is stated as a set covering‐type problem whose columns are generated iteratively by solving one of three different subproblems. The first is an implicit model, the second is a resource constrained shortest path problem, and the third is a dynamic program. Computational experiments using both real‐word and randomly generated data show that workforce reductions up to 66% are possible with highly flexible days‐on and days‐off patterns. When evaluating the performance of the three subproblems, it was found that each yielded equivalent solutions but the dynamic program proved to be significantly more efficient. © 2013 Wiley Periodicals, Inc.
