During the Nigerian Civil War (1967–1970), France chose to support Biafra, but only on a limited scale, providing mercenaries and obsolete weaponry to Ojukwu's regime. General Charles de Gaulle's assistance to Ojukwu was conditioned by the French military drawdown after 1961, the increased power of French secret services on the continent, and the interventions in Katanga (1960–1963), Gabon (1964) and Chad (1968–1972). France supported Biafra primarily to protect its former colonies from Nigeria, stop Soviet subversion and acquire an economic foothold in the oil-rich Niger Delta. De Gaulle chose a limited strategy for two reasons. If Biafra won the war, France would be Biafra's greatest ally. If Nigeria won the war, France could extricate itself from the situation relatively easily and re-establish relations with the Nigerian government, which is what ultimately occurred.  相似文献

The paper treats the output process of a service center that has a large number of independent exponential channels in parallel. Initially all channels are working and there is a fixed backlog of items awaiting service. The moments are derived and central limit theorems are developed. Problems of computation are discussed and suitable formulae are developed. The joint distribution of the output of the center with the center's total busy time and total idle time are derived. This article examines critically the literature of hybrid war and evaluates the countermeasures often proposed. It explains the concept of hybrid warfare and its varied interpretations, illustrating how it is a manifestation of current anxieties in armed conflict. The selection of the literature is based on works that are referenced, that offer a scientific approach, and which review either the phenomenon of hybrid warfare or its countermeasures empirically. Unscientific works have been omitted. The analysis of the literature presented here shows that the antidotes to ‘hybridity’ lie not in the operational or tactical sphere but in strategic and political domains.  相似文献

This article addresses Western recruitment and management of personnel from non-Western countries in armed forces as part of a strategy of state stabilisation, examining its risks and benefits. ‘SFA’ (Security Forces Assistance) to indigenous forces has long been practised by the West and seems to have returned in recent years in a new form with the creation of armies in Iraq and Afghanistan. This article examines challenges in international nuclear safeguards pertaining to the timely detection of highly enriched uranium production at large-scale gas centrifuge enrichment plants. To establish where present gas centrifuge enrichment plant safeguards measures and approaches could be strengthened, we have created a discrete time model for simulating hypothetical misuse scenarios, both through transient phases and at steady-state. We find that timely detection of misuse at modern large-scale facilities presents a challenge for international safeguards. A toolbox of unattended measurement systems, along with remote monitoring, however, could be used to improve detection timeliness, enabling the initiation of follow-up activities, potentially on a rapid time scale. These measures, which would need very low false alarm rates, should be implemented in a graded approach, depending on the characteristics of each enrichment plant and an analysis of plausible acquisition paths for the State in which it is situated. Some of these technologies could provide significant benefit to plant operators.  相似文献

Abstract

This paper examines the impact of civil war on military expenditure. We employ two measures of military expenditure: the share of military expenditure in general government expenditure and the logarithm of military expenditures. We would reasonably expect a priori that military expenditure as a share of general government expenditure increases during a civil war and that such increases would taper off over the duration of a civil war. We also explore whether the termination of a civil war induces a decline in the share of military expenditure as a share of the general government expenditure in the short-run. We find evidence the of share of military expenditure increases during a civil war and falls in the year succeeding the end of a civil war, and, in particular, if a war ends in a peace treaty. The level of military expenditures, however, rises during civil wars and does not appear to decline in the short-term after the end of a civil war.  相似文献
