The effort to degrade and defeat the Islamic State is like many other multilateral military efforts – characterized by widely varying contributions to the effort. This article seeks to understand the patterns of contributions. Three sets of explanations are applied: the lessons of Afghanistan and Libya, variations in how potential contributors feel the threat posed by the Islamic State, and domestic political dynamics. While there may be some political processes that overlap with the big lessons and with the threat of the Islamic State, the patterns of contributions thus far suggest that the key drivers of reactions to the Islamic State are the desire not to repeat Afghanistan combined with some impetus provided by Islamic State attacks in the various homelands. The conclusion suggests some policy implications as well as some ideas for future research. 相似文献

Some U.S. military leaders have asserted that the United States, Japan, Australia, and India and the Republic of Korea are developing multilateral defense cooperation to deter aggression and uphold norms much like North Atlantic Treaty Organization (NATO) has in Europe. Frequent military exercises and China’s threats to freedom of navigation (FoN) and North Korea’s nuclear missiles comprise the motive force for such cooperation. However, cooperation thus far has been trilateral and minimal, given divergent national interests and dispersed geopolitical locations. Cooperation among Japan, Republic of Korea (ROK), and the United States is increasing given the threat, but ROK’s public opinion is divided about Japan. Australia, Japan, and India have increased cooperation with the United States but are reluctant to conduct FoN operations with the United States to challenge China’s expansionism in the South China Sea. Military units can become to some extent self-governing in war-time battle. At times, they may take the discipline of their soldiers into their own hands and such discipline may be severe. This paper examines incidents in the British military, in both World Wars, where British soldiers were killed by their comrades because they would not fight in the heat of battle. The judicial execution by the military authorities of deserters in the First World War led to much controversy in Britain. It may be much less well-known that in both World Wars there was, on occasion, an extra-judicial practice within the British military of executing soldiers who would not fight in the heat of battle. ABSTRACTBoko Haram insurgency in North East Nigeria has exposed women (girls, ladies, and mothers) to a complex jeopardy. While some women have suffered untimely widowhood or child-lack as a result of the Boko Haram onslaught, others have suffered death, forced abduction, and allied assaults on the main and side lines of the insurgency. Oftentimes, women have faced direct violence that essentially degrade their humanity. This is evident in the deployment of women as war-front sex slaves, human shields, and suicide bombers by the insurgents. The virtual expendability of women in the context of Boko Haram insurgency has been vividly demonstrated by the gale of female suicide bombings in Nigeria over the recent years. By means of a textual and contextual analysis of library sources and/or documentary data, as well as an adroit application of the theory of objectification, this study posits that, in addition to suffering collateral vulnerabilities, women have equally been instrumentalized as objects of terror in the context of Boko Haram insurgency. The paper further argues that the ‘weaponization’ of women’s bodies as bomb vessels and human shields by the insurgents highlights the height of women’s corporal victimization and objectification in contemporary asymmetric warfare. 相似文献
