《禁止化学武器公约》是一项十分重要的国际公约。《公约》全面、切实地履行,对在全球范围禁止化学武器使用,防止化学武器扩散,减少化学武器对人类的危害具有重大而深远意义。然而,随着科技的发展,《公约》面临着新的挑战。特别是生物学和化学的发展与融合,对《公约》实施可能产生的影响日益明显。文章结合禁止化学武器组织科学咨询委员会向第三次《禁止化学武器公约》审议大会提交的报告,重点就与《公约》有关的化学与生物融合的技术问题进行了简要的归纳和分析。  相似文献

The article presents problems related to mechanical protection of vehicles with different add-on armours against chemical,biological and radiological contamination.This applies to vehicles with additional passive,reactive and hybrid protection in the form of cassettes against piercing with anti-tank pro-jectiles,piercing with their kinetic energy of impact,and as a result of chemical energy of shaped charges as well as explosively formed projectiles.It has been shown how increased ballistic protection of these vehicles at the same time reduces their decontaminability in various places of the vehicle due to the increased additional surface of the vehicle with cassettes.Prevention of contamination of these cassettes has been presented as a way of reducing hard to reach surface for decontamination and a method of insulating construction elements(stands),fixing these cassettes to the vehicle,from the environment to prevent contact with contaminated liquids and dusts.The selection of appropriate materials is shown,which may affect the improvement of the decontamination efficiency of the vehicle with such cassettes.This applies to the use of materials with low absorption of chemical warfare agents,which prevent the accumulation of large amounts of these agents on contaminated surfaces and improve the effectiveness of decontamination.It also shows how to ensure better access of the disinfectant to as much of the vehicle surface as possible,covered with cassettes that have been contaminated.It shows how a vehicle,in particular with such cassettes,can provide protection against radar detection when Radar Absorbent Material is used on vehicle cassettes.  相似文献

Previous historical accounts have simplified the Labour government's decision to commission a four-boat strategic nuclear deterrent, or ‘Polaris force’, in early 1965. Utilising previously classified sources, this article shows that a number of key strategic concerns led the decision-making process. Nevertheless, broader economic and diplomatic considerations were also important in determining the size of the Polaris force. A tremendous balance of payments deficit and ongoing debates regarding levels of conventional and nuclear involvement in NATO certainly influenced the government's final decision. Moreover, competing strategic and economic interests resulted in continued debate throughout the decision-making process.  相似文献

This article investigates the little-known plans formulated by Harold Wilson's Labour government to deploy Polaris submarines in the Indo-Pacific region. The scheme was first proposed in 1965 as a response to several problems faced by British policy-makers, including China's acquisition of a nuclear capability, Britain's wish to maintain a meaningful position ‘East of Suez’ at reduced cost, and German pressure for equal treatment within NATO on nuclear matters. Despite extensive high-level discussion, the plans were finally abandoned in mid-1968, as Labour moved more decisively to forsake the world role.  相似文献

For six years, India has sought to implement an army doctrine for limited war, ‘Cold Start’, intended to enable a Cold War era force optimised for massive offensives to operate under the nuclear threshold. This article asks whether that is presently feasible, and answers in the negative. Doctrinal change has floundered on five sets of obstacles, many of which are politically rooted and deep-seated, thereby leaving the Army unprepared to respond to challenges in the manner envisioned by the doctrine's architects.  相似文献

The 17th Conference of the Parties (COP17) had been anticipated as the ‘African COP’, not only due to the African venue but also due to the opportunity it would afford African countries – with South Africa at the helm – to steer the debate on a global climate change regime. With the conference now over, lobby groups, international organisations, negotiators, observers and commentators alike have been taking stock of its outcome. Despite the litany of developmental and security implications of climate change, COP17 got underway with little hope that much might actually be achieved. In light of the discouraging condition of the global economy, with leading developed economies suffering financially, states were hardly in a mood to be making concessions that would impact their fiscal health. Nonetheless, an agreement was reached. Questions remain, however, about the significance of the outcome of the African COP for the world at large, but ultimately also for Africa.  相似文献

ABSTRACT

The popular use of the term “weapons of mass destruction” (WMD) can be understood to imply a relationship between nuclear, chemical, and biological weapons proliferation insofar as it assumes that the separate weapons technologies can be usefully grouped into a single analytic category. This article explores whether WMD is actually a useful construct. It begins by reviewing the literature on nuclear, chemical, and biological weapons proliferation, including a recent study that sought to estimate the relationship between the pursuit and acquisition of these different weapons. It then explores some policy inferences that academics and policy makers may be tempted to draw from these studies, particularly regarding the Barack Obama administration's pursuit of deep nuclear reductions. It argues that many of these policy inferences are premature at best and misleading at worst. It concludes with a call for additional research into the causes and consequences of chemical and biological weapons proliferation, and a call for scholars to remain cautious in their desire to draw premature policy implications from their studies in order to be “policy relevant.”  相似文献
