Most historical accounts of the atomic bombings of Japan show little interest in Britain's explicit authorization for the attacks. Meanwhile, the few historians who have attempted to explain it rely on a unitary, rational actor model of the British state that is misleading. This article demonstrates that high-ranking British officials became anxious early on about the strategic consequences of a peremptory use of the new weapon. Therefore, especially over the course of 1944 they sought to engage Washington on the linked questions of the bomb's wartime use and its postwar control. However, these officials' initiatives were rebuffed by Prime Minister Winston Churchill, who paved the way to the bombings based on a fervent desire for Anglo-American integration, and on a dim understanding of the bomb's revolutionary potential.  相似文献

The purpose of this paper is to analyze the defense interdependence between Japan and the United States (US) in the short and long run and to investigate whether Japan is a follower or a free rider of the “US” over the 1975–2009 period. Given that mutual aid between Japan and the US has been maintained, the empirical results suggest that Japanese defense has a stable relationship with US defense. Furthermore, the results reveal that Japan is not a free rider but rather a follower in the period under consideration.  相似文献

Defense budgets in Japan have been complicated compromises from numerous inputs ‐ including threat perceptions, domestic industrial/technological base development, support for the bilateral security treaty with the United States and internal bureaucratic politics ‐ but with the fall of the former Soviet Union, the clearest justification for higher spending disappeared. Double‐digit defense spending increases that were common in the 1980s have been replaced by annual increases lower than present inflation rates, resulting in negative real growth in the country's defense budget. Domestic economic problems and consistent government pressures for smaller budgets have further slowed annual growth in total spending and have contributed to lower procurement budgets. As a result, the domestic Japanese defense industry is facing far more constrained conditions from the growth years of a decade before.

Government policymakers are examining Japan's regional security environment as well as its alliance with the United States to determine the appropriate course for the country to take in the coming years. The formal security treaty with the United States is likely to remain a major element of government positions, but other aspects of the country's overall security posture are open to debate. Perceptions of a reduced threat environment are fueling additional pressures for defense budget cuts.

The domestic defense industry seeks means to assure its survival in domestic defense markets in this constrained environment. Expansion into overseas markets to offset declining domestic markets is an option that currently is constrained by policy restrictions on arms exports. Industry is advocating re‐examination of those policies and unlike earlier years, government appears willing to respond positively but cautiously to this lobbying.  相似文献

The prospect of the United States continuing to reduce the size of its nuclear arsenal to “very low numbers” has raised questions in Japan and South Korea, where US extended deterrence guarantees are premised on the “nuclear umbrella.” In both countries, however, concerns focus less on numerical arsenal size than on the sufficiency of specific nuclear and non-nuclear capabilities to meet evolving threats and on the degree of broader US commitment to these alliances. This article assesses developments in US-Japan and US-South Korea relationships in response to the Obama administration's nuclear disarmament policies, focusing on how the evolutionary course of those relationships may in turn condition prospects for sustaining this US nuclear policy direction. The analysis finds that the challenges of deterrence credibility and allied reassurance are difficult and long-term, but also that US nuclear arsenal size is secondary to broader political, strategic, and military factors in meeting these challenges. The evaluation concludes that strong alliance relationships and strategic stability in East Asia can be maintained while the size of the US nuclear arsenal continues to decline, but also that deterioration of these relationships could imperil core US nuclear policy and nonproliferation objectives.  相似文献

“Nuclear threshold states”—those that have chosen nuclear restraint despite having significant nuclear capabilities—seem like the perfect partners for the reinvigorated drive toward global nuclear disarmament. Having chosen nuclear restraint, threshold states may embrace disarmament as a way to guarantee the viability of their choice (which may be impossible in a proliferating world). Supporting disarmament efforts affirms their restraint, both self-congratulating and self-fulfilling. Additionally, the commitment to their non-nuclear status springs at least in part from a moral stance against nuclear weapons that lends itself to energetic support of global disarmament. However, threshold states also offer significant challenges to the movement for nuclear weapons elimination, in particular in relation to acquisition of enrichment and reprocessing facilities. This article analyzes both the challenges and opportunities posed by threshold states by examining the cases of Brazil and Japan.  相似文献

Many have suggested that the true purpose behind Japan’s development of a closed nuclear-fuel cycle is to maintain the technical potential to develop nuclear weapons. However, closer examination of the development of Japan’s nuclear industry shows that, although Japan possesses advanced nuclear technologies, there has been no deliberate strategy to create a nuclear-weapon option. There is no “nuclear hedge.” To illustrate this point, this article presents a framework called “dynamic institutionalization” to explain the origins of Japan’s nuclear policies and the different sets of institutionalized pressures and constraints that have perpetuated these policies over time. Japan’s continued development of closed fuel-cycle technologies is primarily driven by domestic politics and the lack of a permanent spent-fuel management solution. On the other hand, Japan’s institutionalized nuclear forbearance is driven by the calculation that, as long as US extended deterrence remains credible, Japan’s security is best guaranteed through reliance on the US nuclear umbrella. By analytically untangling the policy of closed fuel-cycle development from the rationale for nuclear forbearance, this article provides a more nuanced view of the relationships between the domestic and international variables shaping Japan’s nuclear policies.  相似文献
