Introduction     
ABSTRACT

The new nuclear history can make a critical contribution by forcing us to reconsider or reframe the theoretical premises of the concepts we apply to our understanding of the present – and with which we try to navigate the future. It bears on fundamental questions, such as: How should the US manage its alliances? Should it establish a multilateral nuclear policy dialogue in Asia? In what depth should it discuss issues of doctrine and targeting with its Asian allies? What capabilities might reassure European allies in light of current Russian revisionism? Could nuclear war be limited and controlled in an East Asian maritime arena? Do nuclear weapons strengthen an alliance, or do they introduce a divisive bone of contention? Is extended nuclear deterrence (END) stabilizing or is it on the contrary pushing the allies to ask for more? What is the relationship between nuclear and conventional forces in END credibility? How do nuclear alliances contribute to international security and international order? The lessons and insights from these papers, which look at five historical cases of US extended deterrence during the Cold War, should help us think about crucial current issues, and be of use both to historians who want to have a better understanding of the Cold War past and to policymakers who are currently grappling with these issues.  相似文献

Stability among the great powers during the Cold War is widely theorized in terms of nuclear deterrence. Rationality of states and their preference for survival are the basis of nuclear deterrence. The rationality of non-state terrorist groups is different from that of nation-states. Even though they are also rational actors with their own hierarchy of preferences, survival may not be their ultimate goal. Deterrence of nuclear terrorism is therefore different from deterrence against states. South Asia is more vulnerable to nuclear terrorism than any other region of the world for many reasons. This article analyzes the possibility of nuclear terrorism and the ways of deterrence against it in the context of South Asia.  相似文献

The use of a shaped liner driven by electromagnetic force is a new means of forming jets. To study the mechanism of jet formation driven by electromagnetic force, we considered the current skin effect and the characteristics of electromagnetic loading and established a coupling model of"Electric—Magnetic—Force"and the theoretical model of jet formation under electromagnetic force. The jet formation and penetration of conical and trumpet liners have been calculated. Then, a numerical simulation of liner collapse under electromagnetic force, jet generation, and the stretching motion were performed using an ANSYS multiphysics processor. The calculated jet velocity, jet shape, and depth of penetration were consistent with the experimental results, with a relative error of less than 10%. In addition, we calculated the jet formation of different curvature trumpet liners driven by the same loading condition and ob-tained the influence rule of the curvature of the liner on jet formation. Results show that the theoretical model and the ANSYS multiphysics numerical method can effectively calculate the jet formation of liners driven by electromagnetic force, and in a certain range, the greater the curvature of the liner is, the greater the jet velocity is.  相似文献

This paper describes the most common presently used methods for detecting uranium and plutonium isotopes after their introduction to environment. Known isotope ratios of U and Pu in different nuclear events are important tool for characterizing the sources of nuclear material. Detection techniques both in field and in laboratory are presented, as well as different models that can be used for identifying the origin and age of the nuclear material. Identification of the source of nuclear material in environmental samples is needed for estimating the quality and quantity of the nuclear hazard. This information is essential in risk assessment and crisis management, in chemical, biological, radiological and nuclear (CBRN) research after e.g. a terrorist attack, in radioecology and environmental radioactivity research.  相似文献

In nuclear nonproliferation negotiations, many governments pursue multiple objectives, and changes in policy can occur rapidly—and often unexpectedly. For these reasons, understanding nonproliferation requires empathy and imagination rather than just historical fact. This article considers one teaching tool to encourage such insight—simulations—and demonstrates how teaching and scholarship can interact to improve our understanding of the complex decisions and negotiations involved in nuclear nonproliferation. The article consists of five parts: first, it explains the benefits of simulations as both a policy development tool in Washington and as a teaching tool in universities; second, it describes the pedagogical strategy of the Stanford University simulation program; third, it shows how the simulations have identified and highlighted theoretical and substantive insights that are often neglected in scholarly studies of nonproliferation; and fourth, it describes how students are tested to enhance the learning experience from the simulation. Fifth and finally, the article provides concluding observations about how using simulations in the classroom can help scholars develop insights that improve their understanding of real-world nuclear negotiation dynamics and outcomes.  相似文献

This article applies the concept of nuclear ambivalence to the case of the Islamic Republic of Iran. Nuclear ambivalence differs from other approaches to understanding nuclear proliferation in that it focuses on the deeply misunderstood relationship between the two potential uses of nuclear power: energy and weapons. According to this theory, the civilian applications of nuclear technology cannot be separated from the potential military applications and vice versa. Ambivalence, therefore, extends into the realm of states’ nuclear intentions, making it impossible to know with certainty what a potential proliferator's “true” intentions are. This article will demonstrate that the concept of nuclear ambivalence applies in the case of Iran, suggesting that current international nonproliferation efforts run the risk of encouraging rather than discouraging Iranian weaponization. The final section outlines recommendations for policy makers to reverse this counterproductive nonproliferation approach.  相似文献

In his 2009 Prague speech and the 2010 Nuclear Posture Review, President Barack Obama committed the United States to take concrete steps toward nuclear disarmament while maintaining a safe, secure, and effective nuclear deterrent. There is an inherent tension between these two goals that is best addressed through improved integration of nuclear weapons objectives with nuclear arms control objectives. This article reviews historical examples of the interaction between the two sets of objectives, develops a framework for analyzing opportunities for future integration, and suggests specific ideas that could benefit the nuclear weapons enterprise as it undergoes transformation and that could make the future enterprise compatible with a variety of arms control futures.  相似文献
