U.S.–RUSSIAN NUCLEAR COOPERATION AND THE CTBT

Post-Cold War “lab-to-lab” collaborations on unclassified scientific issues between U.S. and Russian nuclear weapons laboratories set the stage for bilateral cooperation in materials control and other nuclear areas. They also became the major element in a cooperative process initiated by a Presidential Decision Directive to ensure Russia's compliance with the Comprehensive Nuclear-Test-Ban Treaty. These collaborations have always been highly favored by leaders of the Russian nuclear weapons complex—the same leaders who oversee Russia's participation in various government-to-government programs. This article reviews these collaborations and examines the possibility that U.S. rebuffs of Russian proposals and the U.S. failure to keep promises of expanded collaboration could contribute to Russia's reluctance in major programs and even lead to a return to nuclear testing by Russia. The author argues that a renewed U.S. commitment to the process should be an immediate goal of the Obama administration and is an essential step in re-engaging Russia to solve the nuclear problems remaining from the Cold War. Steps for doing so are recommended.     

An Imperfect Jewel: Military Theory and the Military Profession

This article explores a perennial theme in the literature of strategic studies: the relationship between military theory and the military profession. It begins with a conceptual analysis of this relationship. It then investigates what military theorists themselves have had to say about the utility of their craft. It concludes by assessing the actual influence of military theory on selected individuals and institutions. The individuals are George S. Patton, Jr., and Ulysses S. Grant. The institutions are the United States Army and the United States Air Force in the late twentieth century. The fundamental finding is suggested in the title: military theory can indeed be quite useful in the maturation of military commanders and in the development of martial institutions, but it is not always necessary and by no means perfect. It should thus be studied assiduously but used with caution.     

Gorshkov's Gambit

This article is a portrait of Admiral Sergei Gorshkov, commander of the Soviet Navy for almost three decades, from 1956–85. The author, a retired US Navy admiral with a Harvard PhD in Russian studies who served as both defense and naval attaché in Moscow, draws on numerous face-to-face interactions with Gorshkov. He also explores Gorshkov's memoirs that were published recently in Russia but have not appeared in an English translation. The paper is not only a first-hand account of an important historical figure, but also a window into the world of military-to-military diplomacy and intelligence during the Cold War.

虚拟维修仿真数据编辑系统研究

为有效解决虚拟维修系统中仿真数据编辑技术不通用的问题,在深入研究虚拟维修数据模型、交互任务分析、仿真数据管理等关键技术的基础上,设计开发了具有工程应用价值的虚拟维修仿真数据编辑系统.在分析系统设计需求的基础上,设计了系统总体结构,基于S1000D设计了虚拟维修数据模型,基于UML分析了维修样机编辑和维修规程编辑过程中的交互任务,基于XML实现了仿真数据的编辑、存储与发布.该系统应用于某型复杂装备虚拟维修,验证了系统的各项功能和应用效果.     

集团军区域防空体系的火力区分研究

密集部署的集团军区域防空体系,各防空群火力范围相互重叠,火力关系复杂。需要军防空指挥机构对所属各防空群的火力运用进行统一调控。论述了军区域防空体系火力区分的基本含义、特点和实施方法,建立了相应的数学模型,目的是为军防空火力运用和军新型防空指挥自动化系统开发提供理论指导和技术支持。     

基于HACCP的部队食品安全体系研究

依据HACCP原理,分析了武警部队实行HACCP管理的可行性以及需要解决的问题,进而提出武警部队HACCP管理的方案和要求,构建武警部队基于HACCP的食品安全保障体系。

要扎实有效地开展部队基层心理教育疏导工作,必须建立健全体系和制度,加强人才队伍建设,丰富方式方法,营造良好的内外环境。     

基于RUP的航空兵作战C4ISR体系结构研究

本文分析了C4ISR系统的建模特点,对当前主流体系结构模型开发方法进行了比较,提出了运用Rational统一过程（RUP）开发DoDAF体系结构视图产品,并分析了其可行性。结合航空兵作战的特点,采用Rational ROSE建模工具开发了的相关视图产品,描述了航空兵作战过程,证明了RUP对体系结构的开发有着良好的支持作用。

思想政治工作从事的是人的工作,遵循一般社会实践活动的基本规律,我们把部队思想政治工作比作一个复杂的生产过程,为使其顺利进行,并取得较好效益,必须在思想政治工作矛盾运动的关键点上下功夫,进行主体优化。从客体出发重视供求关系,加快部队思想政治工作矛盾运动循环。合理安排部队思想政治工作内部各生产要素的比例和数量,走规模经济建设之路。
