Under what conditions can leaders achieve wartime political–military integration? In the Vietnam War, political–military integration exhibited dramatic variation: in the air war, the US was able to tightly integrate its political objectives and military conduct, but in the ground war, the American military prosecuted a strategy that was both divorced from broader political objectives and was immune from Washington's influence. I argue that the nature of information management between the military and civilian leadership explains the pattern of political–military integration in the Vietnam War more completely than do explanations that focus on the organizational cultures of professional militaries. 相似文献

Since the peace agreements of 2002–2003 which ended the second war in the Democratic Republic of Congo, reconstruction of the army has been an inherently political process, in common with other attempts to carry out security sector reform (SSR). This article briefly sketches out the Congolese army's history, then attempts to fill a gap in the literature on Congolese SSR by detailing what can be found of the actual structure and shape of the present army. On 4 January 1961 in Baixa do Cassange, in the north of Angola, the blacks who worked in the cotton fields began a strike. The army with air support was called to quell the rebellion, and the article emphasizes the importance of air support tethered to the ground forces, particularly in a remote and vast area of operations in the tropical rainy season. In this case, the support originally came in the form a squadron of Lockheed PV-2 Harpoons from Luanda, some 300 kilometers away. These open-ocean reconnaissance aircraft and their crews were ill-suited for the task. When this became apparent, four small Auster D5/160s were relocated from Negage to Malange, among the ground forces. The Austers flew reconnaissance missions over the troubled zones, dropped provisions and messages to the advancing ground forces, and served as a backup communications link. When the strike ceased after three weeks, the Austers assumed a humanitarian role in support of the starving population. The conclusion is that air support to ground forces is indispensable, must be properly tailored to the job, and must operate as an integral part of the ground forces. 相似文献

Following the emergence of a communist regime in South Yemen and the multiplication of subversive movements in the United Kingdom's Gulf protectorates, British policymakers genuinely feared the spread of communism throughout southern Arabia. Defeating the People's Front for the Liberation for the Occupied Arabian Gulf (PFLOAG) insurgency in Oman's Dhofar province was considered central to preventing such an outcome. In their pursuit of victory, British officers overthrew the sultan of Oman, escalated the war by conducting attacks in South Yemen, and, ultimately, appealed to Islam as a means of rallying support against communism. However, lessons learned in previous counterinsurgencies (Malaya, Kenya, and Borneo) proved of only limited value in Oman's physical and cultural environment. Unfortunately, none of these measures worked as anticipated. Only Iran's direct military intervention and the dramatic growth of Oman's financial resources after the 1973 oil crisis provided the resources to conduct large-scale offensive operations. Even so, victory was only achieved in 1975 because the rebellion's leaders unwisely attempted to oppose the Anglo–Omani offensives conventionally. 相似文献

ABSTRACTThe complicated problematic of Imperial Policing in many respects still comes down to the principle of minimum force, and much of what we consider an integral part of the modern doctrine of counterinsurgency, is perceived as by-product of post-1945 colonial experience. Charles Gwynn wrote about it in his still underestimated text-book on internal security, ‘Imperial Policing’. As a result, there is a lack of clear understanding how colonial (based on local experience) knowledge was transformed into the expert (universal, transferable) knowledge in confronting rebellions at the doctrinal level. This article examines the work of Gwynn as part of a transitional stage from the age of global empires to the age of nuclear superpowers within the context of internal security doctrine. Adaptation to the new realities during the interwar period and after the World War II – reconfiguration of the British army epistemological system in confronting insurgencies – was a hard process. In this sense, the question about transformation of colonial knowledge into expert knowledge onto the field of internal security is a part of a more general and sensitive question about transition from colonialism to the post-colonial age. 相似文献

ABSTRACTThis article discusses the Rhodesian Front regime propaganda warfare strategy during Zimbabwe’s war of liberation. It uses the case of the Chilonga area of Chiredzi located in the south-east of Zimbabwe to demonstrate that propaganda warfare was introduced as a measure to counter guerrilla infiltration and civilian cooperation with them. Drawing on ideas of military anthropology vis-à-vis the importance of cultural awareness in counterinsurgency, the paper argues that the efforts of the Rhodesian Front regime to use propaganda were fruitless. This is because they mostly ignored the culture of the Shangani, local people. Despite that, there were other reasons for the failure of the Rhodesian Front’s propaganda strategy, including the lack of conformity between politics and military action. 相似文献

AbstractThe 1919-1921 Anglo-Irish War represents one of the earliest instances of a successful insurgent movement in the twentieth century. By combining a fluid organizational structure with effective hit-and-run tactics and accurate intelligence, the Irish Republican Army was able to defeat militarily the security forces of Great Britain. Combined with a successful propaganda campaign, these tactics allowed the IRA to drive the British to the negotiating table, where its representatives secured greater autonomy than Ireland had known in centuries. The outcome of the Anglo-Irish War demonstrates the success which a well-organized guerrilla campaign can achieve, and the tactics used by the IRA must therefore be understood by any serious student of small warfare. 相似文献

This paper extends the joint product model of military alliances to apply to the new strategic doctrine adopted by NATO in the 1990s. In particular, a choice must be made between protecting one's own territory and pooling forces for an alliancewide rapid reaction force. This new model accounts for a host of externalities and their implications for burden sharing, full financing, and allocative efficiency. The Pigouvian taxes that adjust for force thinning and attack deflection are shown to finance optimal border‐protecting forces under a variety of circumstances. Second‐best considerations arise owing to the pure publicness of rapid reaction forces. The ideal toll arrangement does not currently characterize NATO financing, nor is it likely to do so. 相似文献

AbstractOn the basis of a natural experiment related to the Great East Japan Earthquake in 2011, the present work empirically analyzes the relationship between historical events and current attitude and determines whether regions that suffered severely during the Japanese invasion in World War II expressed small concern during the earthquake. After controlling for geographical distance, bilateral trade, and political characteristics, a negative relationship is found between the duration of invasion and number of related deaths in the invaded regions and their governments’ efforts in assisting Japan after the earthquake. Further analysis shows that political similarity to Japan helped in assisting them after the earthquake, but this effect was reduced for regions that sustained many deaths during the Japanese invasion. In addition, a mediation effect test shows that the help extended by Japan to several countries after the war through the Japanese official development assistance did not positively influence the amount of aid provided by such regions to Japan after the earthquake. These studies provide new evidence of the long-lasting influence of war. However, no robust evidence is found about the relationship between death rate and war memory. Therefore, even large countries cannot tolerate serious suffering during painful historical events. 相似文献

Military commanders, policymakers, and analysts have recently embraced the concept of combined action as a powerful tool to improve the effectiveness of Afghan security forces in the fight against the Taliban. In doing so, they explicitly draw inspiration from the Combined Action Program employed by US Marines during the Vietnam War. This program is widely considered to have greatly improved the effectiveness of South Vietnamese government forces and contributed to increased population security in its area of operations and is considered a model worthy of emulation. This study finds that the success of the Vietnam-era Combined Action Program was more qualified than contemporary proponents argue. It argues that successes were tempered, and conditioned, by the choice of junior commanders, the level of operational control enjoyed by the US Marines, and the way the local forces were recruited and deployed. These conditions offer valuable lessons for those seeking to employ combined action not only in present-day Afghanistan, but also in future counterinsurgency campaigns. 相似文献
