Bribery undermines human development and a transition to stable democratic rule. It props up illegitimate regimes as corporations bid for contracts by bribing, in a seeming race to the bottom. The world's wealthy are slowly waking up to this and criminalising this scandalous practice of bribing foreign public officials. However, such measures, if enforced, need to be combined with domestic anti-corruption strategies in the South. If this opportunity is missed, the risk of investing private capital in marginalised economies perceived to be highly corrupt is further upped, making investment-driven economic growth possibly even less unattainable.  相似文献

The history of the Somali Armed Forces, principally the army, forms an important part of studying the Somali civil war. Two key themes are evident from 1960: the pursuit of an irredentist agenda beyond reasonable limits, which led to the downfall of Siad Barre’s regime, and the clan divisions and agendas that Barre used to shore up his rule in the 1980s and that have bedeviled the rebirth of the Somali Army in the twenty-first century. With the twentieth-century context covered, and in some places reinterpreted, this article then focuses on the uncertain rebirth of the Somali Armed Forces since 2008, using a host of primary and United Nations official sources. Assistance efforts have been focused on Mogadishu, but limited success has been made in forming truly national armed forces. Future prospects are uncertain, but there are some signs of hope.  相似文献

Children on the African continent have suffered immensely from the proliferation and misuse of small arms, including death, injury, displacement, separation from families, loss of access to health, humanitarian and educational services, and lack of economic opportunities. Further, over 300,000 children serve as child soldiers, relying on small arms as their tools of war. The international community has worked to establish protections for children for over 50 years, yet children continue to suffer. The recent UN Special Session on Children adopted ‘A world fit for children’, which, in combination with the Programme of Action agreed upon at the July 2001 UN Conference on Small Arms, begins to address a comprehensive approach to eliminating the negative impacts of small arms proliferation on children in conflict.  相似文献

September 11 2001 has put the spotlight on terrorism, and it has been at the apex of the international security agenda ever since. Politicians, lawmakers, scholars and others have been debating the meaning and definition of terrorism for many years. Numerous myths and misconceptions persist on this highly debated issue. With the aid of historical case studies, this article aims to demonstrate how broad a concept terrorism has become. It focuses on its subjective and value-laden interpretation and hence the difficulty of arriving at a universally acceptable definition. The author introduces the concept of ‘colonial terror’, which depicts a distinct form of state terrorism perpetrated during the colonial and post-colonial periods. Like many before her, the author concludes that the definition and meaning of terrorism lie in the eye of the beholder.

There are two ways to approach the study of terrorism. One may adopt a literal approach, taking the topic seriously, or a propagandistic approach, construing the concept of terrorism as a weapon to be exploited in the service of some system of power. In each case it is clear how to proceed. Pursuing the literal approach, we begin by determining what constitutes terrorism. We then seek instances of the phenomenon—concentrating on major examples, if we are serious—and try to determine causes and remedies. The propagandistic approach dictates a different course. We begin with the thesis that terrorism is the responsibility of some officially designated enemy. We then designate terrorist acts as ‘terrorist’ just in the cases where they can be attributed (whether plausibly or not) to the required source; otherwise they are to be ignored, suppressed or termed ‘retaliation’ or ‘self-defence’. From 2006 to 2011, al-Qaeda's East African proxy, al-Shabaab, served as the de facto ruling party of Somalia despite the efforts of the internationally recognised Transitional Federal Government (TFG). During these five years, a violent struggle between al-Shabaab and the peacekeeping force of the African Union Mission in Somalia (AMISOM) resulted in thousands of dead civilians, hundreds of thousands of internally displaced persons and a strategic environment inhospitable to reconciliation, recovery or development. By 2012, AMISOM was able to break the deadlock and force al-Shabaab from Mogadishu and Kismayo. In order to continue the momentum, the African Union and other partner nations must support the TFG in neutralising al-Shabaab throughout Somalia and providing good governance to its constituents. Al-Shabaab's revenue streams must be shut down and its offensive capability must be degraded while the strategic environment is shaped to ensure that conditions conducive to a revival do not exist. Failure to do so will likely see Somalia continuing to produce Islamist extremists and pirates to menace international maritime traffic in the western Indian Ocean, destabilise East Africa and adversely impact millions.  相似文献

Guinea-Bissau's transition toward democracy has been violent and disruptive. Despite holding elections and attempts to promote economic and social development, the latest government, under President Yala, is not equipped to bring stability or even a more democratic state. A politicised military, inexperienced opposition and corrupt government officials have contributed to the current poverty and instability. Although unlikely to be deposed by the fragmented opposition, Yala is not secure within his own party and is likely to use his position to weaken his opponents. As a Catholic, Yala has been careful to avoid religious conflict by reassuring Muslim citizens that they will not be marginalised. The economy is precarious and poverty has not been addressed. Guinea-Bissau is dependent on foreign donors for its financial needs. Guinea-Bissau has begun military operations against rebels opposing the Senegalese government and the battles seem likely to continue to cause regional instability. Without external intervention political and economic development looks remote.  相似文献

Violent conflict escalated in Africa in 2014, with five sub-Saharan states – the Central African Republic (CAR), Nigeria, Somalia, South Sudan and Sudan – accounting for an estimated 75% of all conflict-related deaths on the continent. This paper provides an overview of the five major sub-Saharan African conflicts in 2014 and considers the underlying causes and dynamics in the Seleka/anti-Balaka conflict in the CAR, the Islamist threats of Boko Haram and al-Shabaab in Nigeria and Somalia, the civil war in South Sudan, and the long-running conflict between Sudan's government and southern and Darfuri rebels. The paper unpacks the general trends evident in these conflicts and the implications for the settlement thereof, including the targeting of civilians, ethnic and religious mobilisation and the state as epicentre of violence. Piracy in international waters is on the rise again, in particular off the coast of Somalia. While the dynamic game between pirates, ship-owners, insurance firms and the military seems to have reached some kind of equilibrium, piracy risks generating significant negative externalities to third parties (e.g. in terms of environmental hazards and terrorism), justifying attempts to contain it. We argue that these attempts may benefit from a look back – through the analytical lens of rational choice theory – to the most successful counterpiracy campaign ever undertaken, namely, the one led by the Roman general Gnaeus Pompeius Magnus (Pompey the Great) in 67 BC.  相似文献
