The article concerns the strategy development processes of the South African Department of Defence in South Africa. It intends to identify the probable causes of the observed failure of the South African National Defence Force to develop appropriate departmental policy and military strategy. Military strategy comprises force development, force employment, force deployment and the coordination of these elements in pursuit of national, grand-strategic objectives. (See Dennis M. Drew and Donald M. Snow, Making Twenty-first Century Strategy: An Introduction to Modern National Security Processes and Problems Montgomery, AL: Air University Press, Maxwell Air Force Base, November 2006, 103). Of these four constructs, the article concerns itself only with the first two. The article analyses two complementary approaches to strategy formation: a resource-driven, inside-out model and an interests-driven, outside-in method. The article concludes that the Department is preoccupied with the inside-out method to the lasting detriment of the declared strategic intent of the defence policy.  相似文献

Stability among the great powers during the Cold War is widely theorized in terms of nuclear deterrence. Rationality of states and their preference for survival are the basis of nuclear deterrence. The rationality of non-state terrorist groups is different from that of nation-states. Even though they are also rational actors with their own hierarchy of preferences, survival may not be their ultimate goal. Deterrence of nuclear terrorism is therefore different from deterrence against states. South Asia is more vulnerable to nuclear terrorism than any other region of the world for many reasons. This article analyzes the possibility of nuclear terrorism and the ways of deterrence against it in the context of South Asia.  相似文献

The paper examines the impact of civil wars on income per-capita growth at home and in neighbors for four regional groupings of countries: Africa, Asia, Latin America, and a pooled Asian and Latin American sample. Both macroeconomic and civil-war influences on growth differ by region. With the use of a distance measure, we demonstrate that the spatial reach from the negative consequences of a civil war are region and time period specific. Generally, there was less dispersion in Africa than in Asia and Latin America. Moreover, Africa demonstrates a greater ability to recover from the adverse effects of civil wars than the other regions tested.  相似文献

South Africa's military has, since the First World War, been an oft-used and effective tool in the conduct of South African foreign policy, but this role has not always translated into power for Defence Department principals in its formulation. South African Defence Ministers for most of the country's history have played a minor role in the making of foreign policy; despite a change in this dynamic between approximately 1975–1990, the post-apartheid era has once again seen a diminishment of Defence's power in this arena. This article examines why Defence Ministers have generally been such weak players, with an eye toward disaggregating whether this was a product of interpersonal relationships with Cabinet and – most importantly – the Head of State, or whether this influence (or lack thereof) was more a function of South Africa's international standing. While determining who has influence on this process is difficult given the primacy of the national leader in making foreign policy and a lack of insider accounts by participants in the process, this article relies upon several interviews with participants and knowledgeable observers that help illuminate the process and Defence's role in it.  相似文献

Multiple ethnic insurgencies have existed in Myanmar since independence. The military junta's response has been extremely brutal at the tactical level, but has shown some political astuteness at the strategic level, with a series of ceasefires with most of the ethnic groups. Despite these ceasefires – most of which have resulted in the continued existence of quasi-independent armed groups – other ethnic movements have continued their armed operations. The overall strategic picture is one of stalemate, with the ethnic movements continuing to exist, but with few realistic prospects of expanding their operations.  相似文献

The Indian government has not made a public comment about the status of its nuclear weapon program since approving a nuclear doctrine in 2003. However, there is now enough information in the public domain to determine that the command-and-control system for the nuclear program has steadily matured in accordance with the intent of the approved nuclear doctrine. The Indian government has successfully mitigated many of the issues that plague the conventional military. The result is a basic command-and-control system that is focused only on the delivery, if ordered by the prime minister, of nuclear weapons. The system is not as robust as those of the United States and Russia, but is in place and ready as new Indian nuclear weapons enter into operation. The command-and-control system is developing to meet India's needs and political compulsions, but not necessarily as part of a more assertive nuclear policy.  相似文献

This article analyzes India's efforts to deploy a Ballistic Missile Program (BMD). The article has three objectives. First, it argues that scientific-bureaucratic factors and India's incapacity to deter Pakistan's use of terrorist proxies have driven its quest for BMD. Second, the article also evaluates the current state of India's two-tiered missile defense shield. In spite of various claims on the part of India's defense science establishment, the paper estimates that India still lacks a deployable BMD system and is still far from developing an effective strategy of deterrence-through-denial. Third, the article analyzes the implications of the development of India's BMD system for nuclear stability in South Asia. The article shows how India's BMD capacities, however limited, have indirectly exacerbated the security concerns of India's regional rival, Pakistan.  相似文献
