This article argues for the continued relevance of the work and theories of the British Geostrategist Sir Halford J. Mackinder (1861-1947). It asserts that commentators and scholars who seek to marginalise Mackinder have too often dismissed his theories without setting them in the context of their continued endorsement in crucial areas of the globe. After 1945, despite his theories being tainted by association with Nazi Germany and Imperial Japan, both Moscow and Washington recognised the utility of Mackinder’s work and tailored policy accordingly. The end of Cold War saw Mackinder fall out of favour as his model was deemed unsuitable for policy analysis by a number of influential thinkers. It is argued here that, in recent years, the arena of international politics has seen a rehabilitation of Mackinder, accompanied by a resurgence of interest in Geopolitics. Finally, the piece examines those areas of the contemporary globe where Mackinder’s influence is greatest. 相似文献

Based on newly declassified archival documents, the aim of this study is to contribute to an improved understanding of the evolution of the non-proliferation regime through an examination of US and French nuclear cooperation agreements in the latter half of the 1970s. The four pledges of nuclear assistance examined – US assistance to Egypt and Israel, and French assistance to Pakistan and South Korea – failed to materialise by the end of the decade. Why did that happen? What caused the four pledges to fail? We find that the 1974 Indian nuclear explosion and the emergence of opposing domestic factions on the nuclear front in the supplier states generated major changes in US and French nuclear export policies, and also contributed to the development of a collaborative partnership between the two competing nuclear exporters, on the other. 相似文献

On 8 March 2009, five Chinese vessels shadowed and aggressively maneuvered in close proximity to the US Naval Ship (USNS) Impeccable. This paper seeks to explain the incident and its aftermath in the context of Chinese coercive diplomacy. China's strategy, designed to motivate the US to cease surveillance operations near its militarily sensitive areas in the South China Sea, included three components: (1) the use of military provocation, (2) a coordinated media campaign, and (3) a challenge to US interpretations of the United Nations Convention on the Law of the Seas (UNCLOS). This study goes beyond traditional research on Chinese use of force to explain why China's coercive diplomatic campaign took the form it did. Only by understanding the nature and factors affecting Chinese coercive diplomacy can the US design the effective counter strategy needed to protect US regional and global interests. 相似文献

Since the end of the Cold War, India's strategic horizons have moved beyond its traditional preoccupations in South Asia. India is developing a strategic role in East Asia in particular. At the same time India's strategic thinking has undergone a revolution, as the country that prided itself on non-alignment has moved closer to the West. But India's culture, history and geography still fundamentally shape its worldview. In engaging with East Asia, India is guided by a mosaic of strategic objectives about extending its sphere of influence, developing a multipolar regional system and balancing against China. Violent conflict escalated in Africa in 2014, with five sub-Saharan states – the Central African Republic (CAR), Nigeria, Somalia, South Sudan and Sudan – accounting for an estimated 75% of all conflict-related deaths on the continent. This paper provides an overview of the five major sub-Saharan African conflicts in 2014 and considers the underlying causes and dynamics in the Seleka/anti-Balaka conflict in the CAR, the Islamist threats of Boko Haram and al-Shabaab in Nigeria and Somalia, the civil war in South Sudan, and the long-running conflict between Sudan's government and southern and Darfuri rebels. The paper unpacks the general trends evident in these conflicts and the implications for the settlement thereof, including the targeting of civilians, ethnic and religious mobilisation and the state as epicentre of violence. This article assesses South Africa's 20 years of democracy, which has frequently been bedevilled by local protests. This article is particularly interested in those unrest incidents that have been distinct for one reason or another. In South Africa, the surge in local unrest incidents is often linked to police behaviour, which has become increasingly militant and brutal when quelling protests. While the right to protest is constitutional, the damage caused during protest action can be immense owing to acts of violence. Protestors' resorting to violent protest action is often linked to increased frustrations as a result of the government's inability to live up to the expectations of marginalised and poor communities. While this article draws primarily on existing scholarly debates focusing on social protests, the primary objective is to examine the impact of unrest incidents on local protests in post-apartheid South Africa. The article further argues that ‘spaces’ for participation in local governance should be created so that citizens can become architects of development and their own future. 相似文献

With the end of the Cold War and apartheid, a process of demilitarisation and dramatic cuts in military spending has marked the transition to democracy in South Africa. Between 1989 and 1997 the South African defence budget was cut by more than 50% in real terms, with most of the cuts coming from the procurement budget, which was cut by nearly 70% in real terms during the same period. These cuts have had a significant impact on the country's defence industrial base. However, there has been surprisingly little research on the changes to defence companies that have taken place since the late 1980s. This paper makes a start at rectifying that deficiency by providing an analysis of the restructuring of the major defence‐dependent companies over the period 1988–97. It uses a number of financial ratios and other measures of corporate performance to compare their experience with non‐defence companies in the rest of the South African economy during the same period. 相似文献

Conventional wisdom states that the stability-instability paradox does not explain the effect of nuclear proliferation on the conflict propensity of South Asia, and that nuclear weapons have had a different and more dangerous impact in South Asia than Cold War Europe. I argue that the paradox explains nuclear South Asia; that the similarities between nuclear South Asia and Cold War Europe are strong; and that conventional instability does not cause revisionist challenges in the long run. I develop and probe a psychological causal mechanism that explains the impact of nuclear weapons on Cold War Europe and South Asia. Following the ten-month mobilized crisis in 2002, Pakistani President Pervez Musharraf may have adopted a more moderate foreign policy toward India after experiencing fear of imminent nuclear war, as Soviet Premier Nikita Khrushchev did forty years earlier. I argue that the stability-instability paradox explains Cold War Europe and nuclear South Asia and will, conditional on Iranian and North Korean revisionism, predict the impact of nuclear weapon development on these states' conflict propensities. 相似文献
