This article discusses roles and missions of the United States Navy with a particular focus on the Baltic Sea. That particular sea has gained renewed political and military attention following Russia's resurgent and increasingly hybrid-offensive foreign policy. This article analyzes the causes of combat effectiveness of the South Korean security forces through the course of its various counter-insurgency (COIN) operations from 1948 to 1953. We argue that improvements in two interrelated aspects ultimately resulted in higher operational and tactical level performance: unified operational command structure and the subsequent improvements in tactical efficiency under the guidance of the US advisory mission. Through an in-depth case study on how a nascent army improved its capacity in combating homegrown insurgencies, we demonstrate how the actual conduct of operations itself remains just as significant in the assessment of overall COIN outcomes. 相似文献

Tangible traces of conflict in visual artefacts can take viewers uncomfortably close to the realities of war—violence, destruction and fatalities. This article questions the evidential force of objects associated with conflict and their eventual display in exhibitions. Through a study of the display of a brick in which is embedded a bullet that is said to have passed through the body of Francis Sheehy Skeffington when he was executed by firing squad during the Easter Rising in Dublin in 1916, this article explores the historical configuration of the brick and analyses its public display in the National Museum of Ireland (NMI). By examining the actions carried out by the NMI in collecting and archiving the object and analysing the narrative strategies of its display, this article considers how the visual aspects of exhibition displays can perpetuate a particular version of historic events and accredits objects with assumed authenticity. 相似文献

In this paper, I critically analyse the doctrine of the Responsibility to Protect (RtoP), as it relates to the responsibility of intervening forces towards the people they claim to protect and the challenges that the situation in Libya now poses in the region and for the African Union (AU). I focus most of my attention on the coercive elements of the RtoP framework (Pillar III). This is the most contested element in the framework. Three questions guide this article: were there legitimate grounds to justify an external intervention in Libya? In the words of Hugh Roberts in Who Said Gaddafi Had to Go, ‘[w]hat if anything has Libya got in exchange for all the death and destruction that have been visited on it’ since 2011? What are the practical implications and consequences of the North Atlantic Treaty Organization (NATO) intervention, led by the United States (US), for regional peace? I discuss the problems surrounding the US–NATO intervention, followed by an analysis of the various positions and narratives leading up to the intervention, the framing and justifications provided for the intervention, and an analysis of the AU's proposal for the resolution of the Libyan crisis. I analyse the various debates that took place in the US (Pentagon/White House), at the United Nations, among scholars in the West and in Africa, and among various actors who tried to broker a ceasefire in Libya before and during the intervention. I conclude with a discussion of the implications for regional peace. 相似文献

Taking its point of departure in Donald Rumsfeld’s second term as US Secretary of Defense (2001–2006), this article analyses the crisis of strategic leadership in Western national security. Three “traps” are identified that explain why Donald Rumsfeld ultimately was a failure as defence secretary and demonstrate the perils of national security governance. These traps are termed the inquisitor trap, the strong leader trap and the delegation trap. It is argued that our understanding of strategic leadership in national security, particularly in defence, can benefit from insights gained from the study of strategic leadership in business. As such, this article engages the recent trend of merging insights from business and military strategy. 相似文献
