In the mid-2000s, the United States Army was embroiled in counterinsurgency missions in Iraq and Afghanistan that required deeper understanding of local social systems. The Army turned to systems thinking and design thinking to model and understand the world, define problems, and develop approaches to strategic and operational challenges. However, the Army’s approach as expressed in publications and doctrine encourages the development of complicated, unsupported, and unfalsifiable hypotheses. The risk is that the Army will act on incorrect assumptions and develop plans that are fragile.  相似文献

ABSTRACT

Throughout the Cold War, Italy was one of the most steadfast NATO allies in hosting American nuclear weapons on its territory. Such a policy could easily be construed as an example of almost automatic confidence in the US nuclear umbrella, yet only on the surface did extended deterrence appease Italian anxieties about the uncertainties of the American nuclear guarantee. The Italian rationale for accepting a large array of US nuclear weapons did as a matter of fact involve a complex mix of reasons, ranging from trying to ensure that the Italian government would be consulted in the event of a major crisis, to willingness to enhance the country’s profile inside any Western multilateral fora. The paper will investigate this policy by looking at how the Italian government behaved at the height of the NATO nuclear sharing debate, between 1957 and 1962, arguably one of the historical moments in the Cold War when the concept of extended deterrence was most intensely discussed. Drawing up on hitherto classified archival sources as well as on some less-known public ones, the paper will show how Italian diplomats, military leaders and policymakers understood the dangers and political implications of US nuclear policies. It will, hopefully, demonstrate that Italy’s persistent search for a multilateral solution to the nuclearisation of NATO strategy shows that Italy never saw extended deterrence as a solution per se, but only as a temporary means to an end.  相似文献

ABSTRACT

While most contemporary analyses of South Asian nuclear dynamics acknowledge the presence of a strategic triangle between the region’s three nuclear players, the primary focus usually remains on the rivalry between India and Pakistan. Discussions of Sino-Indian relations remain limited. This is likely attributed to the stability in the two countries’ relations, yet it is worth asking why this stability exists and whether it is likely to continue in the future. Although China and India have an acrimonious relationship, their asymmetric nuclear capabilities and threat perceptions mitigate the danger of a traditional security dilemma. India may perceive China’s nuclear aggrandizement to be a security threat, but the same is not true of China, which has a vastly superior nuclear force and is largely shaping its nuclear-force structure in response to the threat it perceives from the United States. This dynamic makes a serious conventional or nuclear conflict highly unlikely.  相似文献

The United States’ global strategic outlook has shifted markedly since the end of major combat operations in Iraq and Afghanistan. As the United States’ strategic posture shifts, the nature of military operations is simultaneously changing rapidly. Many analysts predict that cyber-operations, autonomous weapons systems, artificial intelligence, and clandestine special forces operations will be central features in future conflicts. Although often overlooked by scholars and policy analysts, defence contractors are integral to the development and implementation of these emerging categories of warfare. This inquiry examines the evolving nature of the American defence industry and the roles corporations play in current theatres of conflict. Surprisingly, rather than becoming less reliant on defence contractors after their much-maligned performance in the wars in Iraq and Afghanistan, American military and intelligence agencies have become more dependent on the private sector as technology becomes increasingly central to warfare.  相似文献

ABSTRACT

Since 9/11, the United States has achieved notable gains against al Qaeda, and also Islamic State (IS), all while avoiding another mass-casualty attack at home. Yet, institutionally, culturally, and in its capabilities, the US government remains seriously ill-equipped for the task of countering irregular threats. Partly as a result, Islamist extremism shows no sign of being defeated, having instead metastasized since 9/11 and spread. Why, given the importance accorded to counterterrorism, has the US approach remained inadequate? What is impeding more fundamental reforms? The article evaluates the United States’ way of irregular warfare: its troubled engagement with counterinsurgency and its problematic search for lower cost and lower risk ways of combating terrorism. It suggests needed reforms but acknowledges also the unlikelihood of change.  相似文献

ABSTRACT

As the United States and North Korea pursue negotiations on a “denuclearization” agreement, the two countries should consider initiating cooperative measures as a way to build confidence and encourage finalization of a complete agreement. Based on lessons from the initial engagements carried out under the Cooperative Threat Reduction (CTR) program in states of the former Soviet Union (FSU), initial cooperation should focus on safety and security, training, and infrastructure elimination. By offering to implement these initiatives now while negotiations are underway, the United States could gain additional insights into North Korean intentions. These early initiatives could be proposed without compromising the US maximum-pressure campaign on North Korea by using the current authorities of the CTR program and carefully designing specific exemptions that may be required for any agreed measures. If North Korea is truly interested in pursuing disarmament efforts, the initial cooperative projects would enable them to begin reaping potential benefits while negotiations continue with sanctions still in place. These initial proposals could also be expanded to include additional international partners such as Russia, China, South Korea, and Japan. Such programs and initiatives would support and supplement longer-term strategies to address North Korean weapons-of-mass-destruction challenges.  相似文献

ABSTRACT

This article examines Chinese views of North Korea’s nuclear-weapon program during the Donald J. Trump administration. It shows that China has portrayed itself as a responsible country that promotes regional stability, unlike the United States, which has engaged in military brinkmanship with North Korea. Some Chinese foreign-policy experts have asserted that Beijing should back Pyongyang in the event of war because of their shared history of humiliation by great powers, while others have favored working with other regional partners. Another theme in Chinese discourse about North Korea is that Pyongyang is an impetuous, ungrateful regime that impedes Beijing’s ability to attain its core interests of regional stability, economic development, and heightened global influence. This negative assessment of North Korea drove Beijing’s endorsement of stricter UN sanctions in 2017. While Beijing has punished Pyongyang for its wayward policies, China responded favorably to North Korea’s decision in April 2018 to stop nuclear tests and partake in international dialogue. Beijing seeks to help Pyongyang gradually disarm and develop its economy within a Chinese-led East Asian order. The article concludes by explaining how Beijing’s recent, more positive view of Pyongyang is likely to affect its support for American efforts to dismantle North Korea’s nuclear-weapon program.  相似文献

ABSTRACT

The increasing frequency of multinational operations has heightened the importance of interoperability. While human and cultural factors are only two pieces of the interoperability jigsaw they are of enduring significance. The cohesiveness of the relationship amongst the Royal Australian Navy, the Royal Navy and the United States Navy during the 2003 Iraq War was underpinned by high levels of perceptive interoperability, which manifested itself in effective working relationships. That conflict demonstrated that while historical ties provided a foundation for cooperation, a number of multinational initiatives were undertaken to further enhance interoperability. This article addresses how such a high level of perceptive interoperability was achieved by examining the conduct of multinational exercises, the importance of personnel exchanges and the role of liaison officers, before considering the effect it had on the conduct of operations. The Iraq War demonstrated that cultural factors are at least as important as other facets of interoperability.  相似文献

ABSTRACT

Scholars have credited a model of state-led capitalism called the ‘developmental state’ with producing the economic miracles of Japan, South Korea, and Taiwan. This article examines how the developmental state was shaped by the Cold War. US grand strategy focused on accelerating economic development among allies that were under the greatest threat from Communist China and North Korea. American aid agencies became involved in the process of state-building in Japan, South Korea, and Taiwan and supported economic planning. I verify this claim by contrasting US policies on Taiwan with US policies in the Philippines, which faced a weaker Communist threat.  相似文献
