ABSTRACTSince 2002, NATO's territorial missile defense has evoked continuous debates between NATO states and the Russian Federation. Thirteen years have passed without reaching a common denominator. This article provides a comprehensive overview of the historical background of the debate and the technical details of the missile defense system, highlighting its shortcomings and the state of its deployment process. It also contrasts the military-technical and political arguments of both sides, before addressing the applicable norms of international law to highlight violations and the effect of this noncompliance on existing arms control measures. 相似文献

Some have argued that the transatlantic rancor over the Iraq war made cooperation, especially on nonproliferation, unlikely. In contrast, this article, documents post-invasion instances of nonproliferation cooperation, with particular emphasis on the Proliferation Security Initiative and the EU-3 Initiative—the British, French, and German negotiations with Iran over its suspected nuclear activities. In addition to documenting French and British participation in these initiatives, the article analyzes why they have chosen to participate and argues that France and Britain have participated in both efforts because they are committed to avoiding future Iraq-like preventive wars. 相似文献

This article assesses the successes and failures of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) since its creation in 1968 by developing and applying a set of “metrics” to each of the NPT's substantive articles as well as to its withdrawal provisions. In light of this analysis, the article also puts forward some specific proposals for strengthening the NPT and its implementation, with a view to the debate and decisions at the upcoming 2010 NPT Review Conference. A concluding section turns explicitly to the 2010 NPT Review Conference and proposes pursuit of agreement on three NPT Action Plans: one for nonproliferation, one for peaceful uses, and one for nuclear disarmament. Combining vision and practicable steps, these Action Plans would set out a roadmap for action between the 2010 and the 2015 NPT Review Conferences. They could provide a foundation for substantive exchanges—in this case, on progress toward their implementation—during the preparations for the 2015 conference. 相似文献

This article explores the convergence between three pillars of influence – feminist security studies, civil society activism and policy decision-making – and its role in the adoption and implementation of United Nations Security Council Resolution (UNSCR) 1325. It argues that these three pillars, individually and collectively, have made important contributions to the debate and action on the gender and security agenda, but that they remain organically disconnected. Their convergence has the potential to achieve path-breaking results in the sphere of gender and security, whilst their divergence makes transformation unattainable. We show the disconnect in the application of UNSCR 1325 in Africa and argue that this is partly the reason why, despite enormous efforts, the gains realised in terms of gender equality in the peace and security arena have been negligible. 相似文献

The Biological and Toxin Weapons Convention (BTWC) underpins the international regime to control biological weapons. The strength of the treaty however relies on national implementation. The first step for many states party to the Convention is drafting appropriate national laws and regulations. So far, 32 countries in Africa are signatory to the BTWC. More recently, in 2004, the United Nations Security Council adopted resolution 1540, which requires all UN Member States to put in place legislation to prevent the illicit trafficking of material that could be used to develop weapons of mass destruction. The need for such wide-ranging legislation is recognised African countries but its creation and implementation pose specific challenges. 相似文献

ABSTRACTSeveral states in the Middle East have noted their interest in nuclear energy programs, but current cost and timeline estimates understate the difficulties that these states will face. A state-level analysis of nuclear development capacities in Saudi Arabia, Egypt, Jordan, Turkey, and the United Arab Emirates suggests that building nuclear infrastructure in the region will, in fact, be a lengthy and expensive endeavor, due to concerns such as export constraints, public opposition, a lack of human resources, and high overhead costs. This has implications for nuclear weapon nonproliferation: first, fears that these developing nuclear energy capabilities may facilitate possible weapon proliferation are premature, and second, there is time to ensure that any burgeoning nuclear infrastructure in the region remains safe and civilian in nature. 相似文献

In the mid-2000s, the United States Army was embroiled in counterinsurgency missions in Iraq and Afghanistan that required deeper understanding of local social systems. The Army turned to systems thinking and design thinking to model and understand the world, define problems, and develop approaches to strategic and operational challenges. However, the Army’s approach as expressed in publications and doctrine encourages the development of complicated, unsupported, and unfalsifiable hypotheses. The risk is that the Army will act on incorrect assumptions and develop plans that are fragile. 相似文献
