Conventional wisdom seems to hold that under Barack Obama, the US ballistic missile defence programme has been pushed aside to allow for a refreshed domestic and international agenda. Proponents point to Obama's campaign thinking and rhetoric, the ballistic missile defence (BMD) budget cuts, the decision to end the Third Site in Europe, and the reset relations with Russia through the New Strategic Arms Reduction Treaty (New START) as evidence that the programme has undergone a significant period of change, retraction and rationalisation. This article argues instead that BMD has not fallen from prominence and that there is a change in focus rather than retraction of its strategic goal. Facing nearly half a billion dollars in spending cuts over the next five years, US defense planners and strategists must simultaneously rebuild a war-weary Army weakened from over a decade of war, build new sea and air capabilities for the Pacific theater, and reduce manpower, procurement, and contractor budgets while promoting innovation. The US defense department is embarking on what may be the most sweeping period of defense transformation in recent memory. This article reviews the history of American defense transformation, focusing on an important but largely overlooked period of military innovation that began in the shadow of Vietnam and ended with troops fighting through blinding sandstorms at night on the road to Baghdad. The multifaceted transformation strategy conceived in the 1970s paved the way for a military revolution in the 1990s and enabled unprecedented battlefield adaptation in the 2000s. After reviewing the revolutionary changes that led to American dominance in conventional warfare in the 1990s, the article examines US transformation policies in the 2000s to inform defense strategy and planning efforts in the 2010s. 相似文献

Consider a situation where a single shooter engages, sequentially, a cluster of targets that may vary in terms of vulnerability and value or worth. Following the shooting of a round of fire at a certain target, the latter may either be killed or remain alive. We assume neither partial nor cumulative damage. If the target is killed, there is a possibility that the shooter is not aware of that fact and may keep on engaging that target. If the shooter recognizes a killed target as such, then this target is considered to be evidently killed. If the objective is to maximize the weighted expected number of killed targets, where the weight reflects the value of a target, then it is shown that a certain type of a shooting strategy, called a Greedy Strategy, is optimal under the general assumption that the more a target is engaged, but still not evidently killed, the less is the probability that the next round will be effective. Harvard professor Samuel P. Huntington has frequently been considered a Vietnam War hawk. His observation that ‘forced-draft urbanization’ might help the United States win the war has come to define his engagement in contemporary strategic debates. This essay argues that both Huntington’s academic work and his private policy advice to the U.S. Government in fact urged a political settlement to the conflict. It argues that in spite of this, Huntington refused to break publicly with the U.S. policy because of his wider concern over what he saw as a crisis of authority in the U.S. foreign policy and governing institutions in the era. 相似文献

After 15 years of war in Afghanistan and Iraq, many now see ‘small-footprint’ security force assistance (SFA) – training, advising and equipping allied militaries – as an alternative to large US ground-force commitments. Yet, its actual military efficacy has been little studied. This paper seeks to fill this gap. We find important limitations on SFA’s military utility, stemming from agency problems arising from systematic interest misalignment between the US and its typical partners. SFA’s achievable upper bound is modest and attainable only if US policy is intrusive and conditional, which it rarely is. For SFA, small footprints will usually mean small payoffs. 相似文献

In the mid-2000s, the United States Army was embroiled in counterinsurgency missions in Iraq and Afghanistan that required deeper understanding of local social systems. The Army turned to systems thinking and design thinking to model and understand the world, define problems, and develop approaches to strategic and operational challenges. However, the Army’s approach as expressed in publications and doctrine encourages the development of complicated, unsupported, and unfalsifiable hypotheses.
