现代高校教师的劳动特性与人性化管理问题探析

"人性化管理"是由现代行为科学演变出来的一种新的管理概念,随着知识时代的来临,人作为知识、智慧的主体变得越来越重要,而高校是人才聚集之地,如何合理开发人的内在潜能,已成为新形势下高校人事管理部门研究的重要课题。本文分析了高校教师劳动特性并对高校教师人性化管理的问题进行了探析,对人事制度改革过程中的教师管理问题具有一定的指导意义。     

高能量强夯在处理湿陷性黄土地基和不良地质体工程中应用研究

结合某工程采用6 000 kN·m高能量强夯处理湿陷性黄土地基和人为采金遗留的不良地质体的工程实践,分析研究了高能量强夯的加固机理、施工工艺、有效加固深度、影响深度的计算方法及有关参数,探讨了该技术处理湿陷性黄土地基和不良地质体的优点与适用性等问题.     

导弹实弹射击信息管理系统的设计与实现

针对目前实弹射击训练结束后缺乏科学、全面、便捷的数据信息记录手段和成绩评价方法的问题,通过分析导弹实弹射击整体过程及成绩评价需求,建立数据记录评价指标体系,运用Client/Server数据库开发技术和模糊综合评判的方法,设计并实现了“导弹实弹射击信息管理系统”。该信息管理系统经实际使用后,验证了需求分析的合理性以及设计实现的科学性,为客观、全面地记录实弹射击训练情况,评价导弹实弹射击训练提供了一种有效的手段。     

Subspace dynamic‐simplex linear interpolation search for mixed‐integer black‐box optimization problems

Design and management of complex systems with both integer and continuous decision variables can be guided using mixed‐integer optimization models and analysis. We propose a new mixed‐integer black‐box optimization (MIBO) method, subspace dynamic‐simplex linear interpolation search (SD‐SLIS), for decision making problems in which system performance can only be evaluated with a computer black‐box model. Through a sequence of gradient‐type local searches in subspaces of solution space, SD‐SLIS is particularly efficient for such MIBO problems with scaling issues. We discuss the convergence conditions and properties of SD‐SLIS algorithms for a class of MIBO problems. Under mild conditions, SD‐SLIS is proved to converge to a stationary solution asymptotically. We apply SD‐SLIS to six example problems including two MIBO problems associated with petroleum field development projects. The algorithm performance of SD‐SLIS is compared with that of a state‐of‐the‐art direct‐search method, NOMAD, and that of a full space simplex interpolation search, Full‐SLIS. The numerical results suggest that SD‐SLIS solves the example problems efficiently and outperforms the compared methods for most of the example cases. © 2017 Wiley Periodicals, Inc. Rényi信息增量和协方差联合控制的多传感器管理算法

针对目标跟踪中雷达组网场景下多传感器管理问题,结合Rényi信息增量和协方差两种算法各自特性,利用并行处理的思想提出了一种基于Rényi信息增量和协方差联合控制的传感器管理算法。在具体仿真设计环节,分为传感器跟踪能力大于目标数和传感器跟踪能力小于目标数两种场景。仿真结果表明该算法在单目标匀速、多目标匀加速等多数场景下能够对目标进行有效跟踪,同时降低了传感器的切换频率,具有更好的实时性。     

“Effing” the military: a political misunderstanding of management

The use of commercial business management techniques is widespread in all government departments, including the Ministry of Defence. This article examines the use of popular management techniques in the Armed Forces and argues that their application is misplaced. It looks at what the “effs” – “efficiency” and “effectiveness” – mean in the business world and to the Armed Forces. It compares the definitions both in business and the Armed Forces and finds that there are few, if any, situations where the same measurements can be applied. Whilst many management techniques are suited for business, the function of the Armed Forces and its output cannot be measured in the same way, complicated by the different metrics of “efficiency” in peace and in war. This difference may not be clearly understood by some politicians, or indeed by some senior military personnel. Using examples from some of the most popular management techniques such as “Lean” and “Agile” it is possible to see that their use might actually diminish the capabilities of the Armed Forces when it comes to performing their principal role – the use of force to achieve political objectives.

在现代高技术信息化战争中,航空弹药地位和作用日渐突出。在分析了信息化条件下现代战争对航空弹药供应保障提出的新需求基础上,指出了航空弹药供应保障存在的不足,并从航空弹药的储备、管理和供应三个方面分别提出了相应的对策。研究表明,着眼应急作战的实际需要,搞好航空弹药供应保障,提高应急作战弹药供应保障能力,是摆在面前的一个现实而又紧迫的任务。

运用底线思维、辩证思维、创新思维、战略思维和历史思维五种思维有效提高部队指挥员应急处置的安全防控能力、决策能力、应变能力、控制能力和学习能力。     

Advancing “Defence-in-depth”: intelligence and systems dynamics

This article aims to encourage the fostering of more systems thinking, and its greater exploitation, within the domain of contemporary intelligence. With particular focus on “micro systems thinking” and with reference to key intelligence processes, such as intelligence analysis, the utility of many systems dynamics within the intelligence context seeks to be further revealed. Through their greater collective harnessing, including up to “System of Systems” (“SoS”) dynamics, and promoting all that they can offer, more sophisticated overarching operational-to-strategic/policy “ends,” notably that of “defence-in-depth,” can be viably further advanced in a sustainable manner into the future. Arguably, a much-needed transformative impact on contemporary intelligence can also be increasingly realised through comprehensively engaging in and with more systems and SoS thinking. Aiding civil protection tasks, crisis management, emergency planners, and civil contingency practitioners likewise gain.
