现有军用光电装备快速智能化手段

近年来,人工智能技术在图像处理领域取得了突破性进展,使得目标识别和目标检测算法的性能得到大幅提高,也为军用光电装备智能化创造了有利条件。本文从算法、数据和计算能力等人工智能三要素入手,分析了快速实现军用光电装备智能化的有效途径及过程中可能面临的问题,指出:现有的技术理论基本满足装备升级需求,智能化过程中还应重点加强实时性算法的研究,提早对专用数据集的收集整理进行布局完善,采用低功耗高性能边缘计算设备为装备计算能力水平提升提供支撑等。同时,在工程化过程中仍存在部分实际问题,需根据装备进行个性化设计,以解决理论与应用之间的差距。最后,建议重点加强国产化水平与能力的提高,以实现关键技术自主可控。     

基于可拓工程方法的舰空导弹作战通道性能分析

分析了舰空导弹作战通道性能的影响因素,应用可拓工程方法建立了舰空导弹作战通道性能多指标参数的物元可拓评估模型,以定量的结果对舰空导弹作战通道性能进行了评估分级,并与层次分析法的结果进行了比较,结论基本一致。为舰空导弹作战通道性能评估问题寻求出一种新方法,其评估结果可为决策提供定量依据。     

论公共消防安全管理中的利益诱导手段

强制手段、利益诱导手段、劝告与指导手段是管理学中所倡导的主要管理手段。在我国利益诱导手段尚未引起重视。以“以人为本,构建社会主义和谐社会”为指导,分析讨论了利益诱导手段在公共消防安全管理中的应用,并详细分析了经济手段、保险手段、激励手段的具体内容,意在改变我国公共消防管理手段单一的局面。     

模糊逻辑系统在船舶风险评估中的应用

为了合理进行船舶风险评估,提出了一种基于模糊逻辑系统的船舶风险评估方法.根据模糊逻辑系统的基本原理,建立了船舶风险评估的模糊逻辑模型;按照国家标准、规范,并结合经验建立了风险指标的模糊集合、风险矩阵及模糊规则,然后进行了模糊推理,得到了系统的风险等级,并制定了预防风险的措施.以某艇消防系统的风险评估为例,证明了其能够合理地评估出系统的风险,可为决策提供参考.     

The management of security incidents by private security

This article is about the management of security incidents in organisations and companies which are under the protection of private security personnel, whether in-house or contracted. Incidents can be defined as accidental or anecdotal (bird flies into a camera) to a violation of law or company policy. Managing security incidents is one of the key functions of a private security service provider. The purpose of this study is to explore the management of security incidents and the information related thereto, identify shortcomings and find solutions for managing these shortcomings. Interviews were used to gain insight from personnel within the private and government sectors which are served by the private security industry. It was found that security incidents are handled in a routine way by organisations from the different sectors. One major shortcoming is that security incidents and the information related thereto are not managed by security service providers according to an operational framework or model with the required infrastructure and resources. The significance of this study is for security incidents to be managed correctly, so that the information related thereto may be captured accurately, analysed and used proactively and reactively to improve physical protection systems, develop preventative strategies and provide actionable information products in order to reduce crime, increase detection rates and prevent losses.     

基于ANSYS的舰船武器装备基准变化分析方法

舰船武器装备基准在外界环境作用下产生变化,从而影响武器系统的打击精度。应用ANSYS平台建立舰船有限元模型,利用三维波浪载荷的计算方法模拟航行条件下的波浪力,研究了舰船甲板面武器装备基准在两种极限海况下的变化情况,发现针对此类舰船横摇使武器装备基准产生较大的变化,并且靠近尾部和两舷位置处装备的基准变化较为显著。仿真结果表明：当舰船在风浪中航行使用武器系统时,应尽量采取顶浪航行,减少舰船横摇对武器系统基准的影响。     

信息化条件下的军备控制

军备控制的目的是维护国家的安全和减少国家安全威胁.随着现代科学技术的发展和世界经济一体化进程的加快,国家安全威胁的因素与国家军事能力同步增长.尤其是现代信息技术的快速渗透和发展,不仅带来了安全隐患的增加,也加速了武器装备的更新换代,对国际军备控制产生了广泛的影响.

针对战法仿真实验的复杂性及其仿真可信度要求,结合基于战法仿真实验的综合集成研讨厅平台,分析了专家在战法仿真实验中的地位和作用,研究提出了仿真实验中专家的行为要求和规范,为基于战法仿真综合集成研讨厅的创新应用提供了理论和方法。经应用证明,该方法可以有效地提高战法仿真过程的透明度和仿真实验结果的可信度。具有很强的适应性和实用性。     

Component importance for linear consecutive‐ k ‐Out‐of‐ n and m ‐Consecutive‐ k ‐Out‐of‐ n systems with exchangeable components

Measuring the relative importance of components in a mechanical system is useful for various purposes. In this article, we study Birnbaum and Barlow‐Proschan importance measures for two frequently studied system designs: linear consecutive k ‐out‐of‐ n and m ‐consecutive‐ k ‐out‐of‐ n systems. We obtain explicit expressions for the component importance measures for systems consisting of exchangeable components. We illustrate the results for a system whose components have a Lomax type lifetime distribution. © 2013 Wiley Periodicals, Inc. Naval Research Logistics, 2013
